Justice unbound? Globalisation, states and the transformation of the social bond
Conventional accounts of justice suppose the presence of a stable political society, stable identities, and a Westphalian cartography of clear lines of authority--usually a state--where justice can be realised. They also assume a stable social bond. But what if, in an age of globalisation, the territorial boundaries of politics unbundle and a stable social bond deteriorates? How then are we to think about justice? Can there be justice in a world where that bond is constantly being disrupted or transformed by globalisation? Thus the paper argues that we need to think about the relationship between globalisation, governance and justice. It does so in three stages: (i) It explains how, under conditions of globalisation, assumptions made about the social bond are changing. (ii) It demonsrates how strains on the social bond within states give rise to a search for newer forms of global political theory and organisation and the emergence of new global (non state) actors which contest with states over the policy agendas emanating from globalisation. (iii) Despite the new forms of activity identified at (ii) the paper concludes that the prospects for a satisfactory synthesis of a liberal economic theory of globalisation, a normative political theory of the global public domain and a new social bond are remote
Beyond the Constitution? Englishness in a post-devolved Britain
The notion that we are currently witnessing a growing commitment to English nationalism and deeper and wider identification with Englishness, as opposed to Britishness, is becoming part of the political wisdom of the age. The suggestion that the English are beginning to think of themselves as a nation with a separate identity from the other nationalities within the United Kingdom feeds into a vexed debate among politicians and commentators about the identity and future of ‘Britishness’ itself.
This paper argues for the adoption of a greater sense of historical proportion about these trends, and challenges the widely held presumption that the rise of Englishness signals the death-knell of values and identities associated with Britishness
An Efficiency-Focused Design of Direct-DC Loads in Buildings
Despite the recent interest in direct current (DC) power distribution in buildings, the market for DC-ready loads remains small. The existing DC loads in various products or research test beds are not always designed to efficiently leverage the benefits of DC. This work addresses a pressing need for a study into the development of efficient DC loads. In particular, it focuses on documenting and demonstrating how to best leverage a DC input to eliminate or improve conversion stages in a load’s power converter. This work identifies how typical building loads can benefit from DC input, including bath fans, refrigerators, task lights, and zone lighting. It then details the development of several prototypes that demonstrate efficiency savings with DC. The most efficient direct-DC loads are explicitly designed for DC from the ground up, rather than from an AC modification
Phylogenetic and phenotypic divergence of an insular radiation of birds
Evolutionary divergence of lineages is one of the key mechanisms underpinning large scale
patterns in biogeography and biodiversity. Island systems have been highly influential in shaping
theories of evolutionary diversification and here I use the insular Zosteropidae of the south west
Pacific to investigate the roles of ecology and biogeography in promoting evolutionary
divergence.
Initially I build a phylogenetic tree of the study group and use it to reveal the pattern of
colonisation and diversification. My results suggest a complex history of dispersal with the
observed pattern most likely a result of repeated bouts of colonisation and extinction. I then use
the new phylogeny to quantify the diversification rates of the Zosteropidae. I find a very high rate
of lineage divergence and suggest the most likely explanation relates to extensive niche
availability in the south west Pacific. I also find evidence for an overall slowdown in diversification
combined with repeated bursts of accelerated speciation, consistent with a model of taxon
cycles. I do not find evidence for sympatric speciation, however. Finally I combine morphological
and phylogenetic data to investigate the mode of evolution, evidence for character displacement
and influence of biogeography on trait evolution. I find little support for the traditional theory of
character displacement in sympatric species. I do, however, find some support for biogeographic
theories.
Taken together my results do not support traditional theories on the ecological and
biogeographical basis of divergence, even in those cases where Zosterops have been used as
exemplars. This appears to be because those theories assume rather simple patterns of
colonisation and a static ecological system. Instead, my results suggest that evolutionary
diversification is dominated by recurrent waves of colonisation and extinction, which, viewed at
any particular moment, tend to obscure any underlying ecological rules
Voting over economic plans
We review and provide motivation for a one-sector model of economic growth in which decisions about capital accumulation are made by a political process. If it is possible to commit for at least three periods into the future, then for any feasible consumption plan, there is a perturbation that is majority-preferred to it. Furthermore, plans that minimize the maximum vote that can be obtained against them yield a political business cycle. If it is impossible to commit, voters select the optimal consumption plan for the median voter
Closed-loop autonomous docking system
An autonomous docking system is provided which produces commands for the steering and propulsion system of a chase vehicle used in the docking of that chase vehicle with a target vehicle. The docking system comprises a passive optical target affixed to the target vehicle and comprising three reflective areas including a central area mounted on a short post, and tracking sensor and process controller apparatus carried by the chase vehicle. The latter apparatus comprises a laser diode array for illuminating the target so as to cause light to be reflected from the reflective areas of the target; a sensor for detecting the light reflected from the target and for producing an electrical output signal in accordance with an image of the reflected light; a signal processor for processing the electrical output signal in accordance with an image of the reflected light; a signal processor for processing the electrical output signal and for producing, based thereon, output signals relating to the relative range, roll, pitch, yaw, azimuth, and elevation of the chase and target vehicles; and a docking process controller, responsive to the output signals produced by the signal processor, for producing command signals for controlling the steering and propulsion system of the chase vehicle
Estimation of the abundance of yellowfin tuna, Thunnus albacares, by age groups and regions within the Eastern Pacific Ocean
ENGLISH: Monthly estimates of the abundance of yellowfin tuna by age groups and regions within the eastern Pacific Ocean during 1970-1988 are made, using purse-seine catch rates, length-frequency samples, and results from cohort analysis. The numbers of individuals caught of each age group in each logged purse-seine set are estimated, using the tonnage from that set and length-frequency distribution from the "nearest" length-frequency sample(s). Nearest refers to the closest length frequency sample(s) to the purse-seine set in time, distance, and set type (dolphin associated, floating object associated, skipjack associated, none of these, and some combinations). Catch rates are initially calculated as the estimated number of individuals of the age group caught per hour of searching. Then, to remove the effects of set type and vessel speed, they are standardized, using separate weiznted generalized linear models for each age group. The standardized catch rates at the center of each 2.5 0 quadrangle-month are estimated, using locally-weighted least-squares regressions on latitude, longitude and date, and then combined into larger regions. Catch rates within these regions are converted to numbers of yellowfin, using the mean age composition from cohort analysis. The variances of the abundance estimates within regions are large for 0-, 1-, and 5-year-olds, but small for 1.5- to 4-year-olds, except during periods of low fishing activity. Mean annual catch rate estimates for the entire eastern Pacific Ocean are significantly positively correlated with mean abundance estimates from cohort analysis for age groups ranging from 1.5 to 4 years old. Catch-rate indices of abundance by age are expected to be useful in conjunction with data on reproductive biology to estimate total egg production within regions. The estimates may also be useful in understanding geographic and temporal variations in age-specific availability to purse seiners, as well as age-specific movements. SPANISH:
Se calculan estimaciones mensuales de la abundancia del atún aleta amarilla por grupos de edad y regiones en el Océano PacÃfico oriental durante 1970-1988, usando tasas de captura cerquera, muestras de frecuencia de talla, y los resultados del análisis de cohortes. Single cell measurement of telomerase expression and splicing using microfluidic emulsion cultures.
Telomerase is a reverse transcriptase that maintains telomeres on the ends of chromosomes, allowing rapidly dividing cells to proliferate while avoiding senescence and apoptosis. Understanding telomerase gene expression and splicing at the single cell level could yield insights into the roles of telomerase during normal cell growth as well as cancer development. Here we use droplet-based single cell culture followed by single cell or colony transcript abundance analysis to investigate the relationship between cell growth and transcript abundance of the telomerase genes encoding the RNA component (hTR) and protein component (hTERT) as well as hTERT splicing. Jurkat and K562 cells were examined under normal cell culture conditions and during exposure to curcumin, a natural compound with anti-carcinogenic and telomerase activity-reducing properties. Individual cells predominantly express single hTERT splice variants, with the α+/β- variant exhibiting significant transcript abundance bimodality that is sustained through cell division. Sub-lethal curcumin exposure results in reduced bimodality of all hTERT splice variants and significant upregulation of alpha splicing, suggesting a possible role in cellular stress response. The single cell culture and transcript abundance analysis method presented here provides the tools necessary for multiparameter single cell analysis which will be critical for understanding phenotypes of heterogeneous cell populations, disease cell populations and their drug response
