Construire la valeur dâun service Ă©nergĂ©tique : la trajectoire de lâeffacement diffus en France
Cette monographie propose de reconstituer la trajectoire institutionnelle dâune offre innovante, lâagrĂ©gation dâeffacement des consommateurs non industriels. Cette trajectoire permet de comprendre comment un sujet a priori technique, lâintĂ©gration des activitĂ©s dâeffacements dans le marchĂ© de gros de lâĂ©lectricitĂ©, a pu devenir un sujet « politique », ce qui a entrainĂ© une grande instabilitĂ© institutionnelle. Le basculement du registre « technique » vers le registre « politique » sâest accompagnĂ© dâune intervention des autoritĂ©s politiques dans les activitĂ©s de rĂ©gulation, activitĂ©s a priori prises en charge par une autoritĂ© indĂ©pendante. Ce basculement provient dâune vaste polĂ©mique provoquĂ©e par lâentreprise Voltalis, premier acteur prĂ©sent sur lâactivitĂ© de lâeffacement diffus. Cette polĂ©mique a affaibli le raisonnement Ă©conomique dĂ©fendu par lâautoritĂ© indĂ©pendante et donc sa crĂ©dibilitĂ©. Cette monographie reconstitue les dĂ©bats politiques, juridiques et techniques qui ont accompagnĂ© et suivi cette polĂ©mique, ainsi que lâimportant travail technique et juridique qui a Ă©tĂ© nĂ©cessaire pour stabiliser le cadre de cette activitĂ©. International audienceTaking into account uncertainties in the governance of a liberal economic reform leads to a challenging paradox. Economic reform requires institutional stability, which is guaranteed by the independence of the economic regulation authorities from political influence and by a loyalty to initial institutional commitments and international standards. However, all economic reform includes a degree of uncertainty in its results. This uncertainty can be reduced during the implementation of the reform. Experience may lead national governments or independent regulatory authorities to introduce adjustments. Nevertheless, adjustments are limited by the initial institutional commitments and institutionalized standards. The case of the liberalization of the electricity sector in France illustrates this paradox. By articulating the sociology of science and technology to new institutionalist theory in sociology, this communication develops the concept of âflexible institutionâ in order to explain how a highly institutionalized economic model, the electricity market, has been adapted to the political and material specificities of the French energy system

Assumer les incertitudes dans un marché en transition, un sensemaking prudent
Cet article prend appui sur l'expĂ©rience de la libĂ©ralisation du marchĂ© gazier en Europe continentale pour interroger l'action en situation d'incertitude. Notre enquĂȘte auprĂšs de fournisseurs et auprĂšs des acheteurs industriels de gaz dĂ©voile les activitĂ©s intersubjectives de construction de sens qui contribuent Ă l'institutionnalisation progressive de reprĂ©sentations et de pratiques. Nous mettons en valeur le paradoxe suivant : pour accroĂźtre leur lĂ©gitimitĂ© les professionnels du marchĂ© dĂ©fendent un sensemaking « offensif », avec des stratĂ©gies de plus en plus formalisĂ©es et sophistiquĂ©es ; les remises en question les conduit Ă adapter leur attitude vers un sensemaking plus « prudent » qui se montre plus robuste face aux Ă©vĂ©nements.sensemaking, Ă©nergie, gaz, marchĂ©, client, fournisseur, trading, institution
Le marché français de capacité d'électricité
Annoncé dÚs 2010 pour garantir la sécurité d'approvisionnement lors des
pointes de demande, le marché français de capacité d'électricité n'a été mis en
place qu'en janvier 2017. Ce délai ne s'explique pas seulement par la complexité
de la discussion quant à la nécessité d'adjoindre des incitations additionnelles
aux signaux de prix fournis par les marchés de gros de l'électricité et des
modalités optimales d'organisation des mécanismes de capacité, il trouve
également ses origines dans la difficulté à faire émerger une solution acceptable
pour les différentes parties prenantes du marché français de l'électricité mais
surtout compatible avec les exigences de la Commission européenne, qu'il
s'agisse des rÚgles de concurrence ou de la politique énergétique. Cet article
analyse la construction d'un compromis entre objectifs énergétiques et

Nous proposons ici une revue de littĂ©rature portant sur la grande entreprise en nous interrogeant sur les conditions de possibilitĂ© et les incarnations historiques de ce qui la fonde, lâinvestissement capitalistique. Nous abordons deux pĂ©riodes cruciales pour cette forme organisationnelle : la mise en place de la grande entreprise intĂ©grĂ©e Ă la fin du XIXe siĂšcle et la rĂ©volution actionnariale Ă la fin du XXe siĂšcle. Tout en Ă©voquant notamment la mise au point des supports juridiques de l'investissement capitalistique et les consĂ©quences pour les salariĂ©s de lâadoption de la valeur actionnariale, nous nous concentrons sur la question des relations entre actionnaires et managers.Here we present a review of the literature on big business and investigate the conditions for its existence and the historic incarnations of what is its foundation, capitalistic investment. We look at two critical periods for this organizational form: the establishment of integrated big businesses at the end of the nineteenth century and the shareholder revolution at the end of the twentieth century. While referring in particular to the development of legal support for capitalistic investment and the consequences for employees for the adoption of shareholder value, we focus on the issue of relations between shareholders and managers
The redesign of electricity markets under EU influence:The capacity mechanism in France and Britain
International audienceThe liberalisation of the electricity sector in Europe has led to a decentralisation of investment decisions to economic actors. A key assumption behind this was that investors make their decisions based on price signals. Ensuring that there is adequate generation capacity in place to meet demand therefore became a function of the market, rather than a central planning authority. Nevertheless, in many countries, the risk of supply failure has led to the implementation of an addition to power markets known as the capacity mechanism. This chapter explains how this market reform was implemented in the UK and France, the political motivations behind it, the mobilisation of economic expertise and the process of validation by the European authorities. It highlights the increasing role of State Aid control in the framing of national regulations, defining the standard for electricity market organisation and conditions for legitimate deviation from the standard
Exploring value and steering innovation. The case of telecommunication services for professionals
Exploring how value is perceived by customers can be problematic when the actor who is targeted by the innovation is a collective. This is the case for professional services that are intended for organizations like companies or administrations. In this paper we examine this issue of the multiplicity of expressions of the value of services intended for organizations, and the tensions that it induces in the running of a project. To what extent can innovators expect a convergence between various ways of assessing value, and possibly combine them so that relevant decisions can be taken to steer the innovation? One area in which the question raised is particularly sensitive is the provision of telecommunication services for companies and administrations. These configurations are characterized by the plurality of actors using the service, in organizational contexts that are themselves variable (final user, IT and telecom managers, corporate managers, etc.), and by the diversity of forms of evaluation involved in project development. We examine this question based on a monograph : the design of videophone services for medical applications and, in particular, applications for home hospitalization

Il est construit autour des principaux thĂšmes de la thĂ©orie des organisations : la dĂ©cision, le contrĂŽle, la division du travail, le changement, les institutions. Nous avons poursuivi un objectif pĂ©dagogique : illustrer autant que possible les concepts par des recherches empiriques. Nous citons aussi des travaux issus de la psychologie sociale, dans la mesure oĂč celle-ci a produit de nombreux rĂ©sultats expĂ©rimentaux qui confortent les hypothĂšses de la sociologie des organisations. Ce cours a Ă©tĂ© rĂ©digĂ© initialement Ă destination d'Ă©lĂšves ingĂ©nieurs mais s'adresse Ă tout public, en particulier Ă un public qui souhaite comprendre comment la sociologie peut contribuer Ă mieux exercer ses activitĂ©s et ses responsabilitĂ©s en entreprise ou plus globalement dans les organisations
