UK Sugar Beet Farm Productivity Under Different Reform Scenarios: A Farm Level Analysis
The purpose of this paper is to study the effect that the imminent reform in the European Union (EU) sugar regime may have on farm productivity in the United Kingdom (UK). We perform the analysis on a sample of sugar beet farms representative of all the UK sugar beet regions. To estimate the changes in productivity, we estimate a multi-output cost function representing the cropping part of the farm, which is the component that would be mostly affected by the sugar beet reform. We use this cost function to compute the new allocation of outputs and inputs after the changes in the sugar beet quota and price support. This are subsequently used to compute measures of total factor productivity. Our results show slight decreases in the productivity at the individual farm level under both quota and price support reduction. Sounds of silence: data for analysing muted safety voice in speech
Transcribed text from simulated hazards contains important content relevant for preventing harm. By capturing and analysing the content of speech when people raise (safety voice) or withhold safety concerns (safety silence), communication patterns may be identified for when individuals perceive risk, and safety management may be improved through identifying potential antecedents. This dataset contains transcribed speech from 404 participants (n students = 377; n female = 277, Age M (sd) = 22.897 (5.386)) engaged in a simulated hazardous scenario (walking across an unsafe plank), capturing 18,078 English words (M (sd) = 46.117 (37.559)). The data was collected through the Walking the plank paradigm (Noort et al, 2019), which provides a validated laboratory experiment designed for the direct observation of communication in response to hazardous scenarios that elicit safety concerns. Three manipulations were included in the design: hazard salience (salient vs not salient), responsibilities (clear vs diffuse) and encouragements (encouraged vs discouraged). Speech between two set timepoints in the hazardous scenario was transcribed based on video recordings and coded in terms of the extent to which speech involved safety voice or safety silence. Files contain i) a.csv containing the raw data, ii) a.csv providing variable description, iii) a Jupyter notebook (v. 3.7) providing the statistical code for the accompanying research article, iv) a.html version of the Jupyter notebook, v) a.html file providing the graph for the.html Jupyter notebook, vi) speech dictionaries, and vii) a copy of the electronic questionnaire. The data and supplemental files enable future research through providing a dataset in which participants can be distinguished in terms of the extent to which they are concerned and raise or withhold this. It enables speech and conversation analyses and the Jupyter notebook may be adapted to enable the parsing and coding of text using provided, existing and custom dictionaries. The sounds of safety silence: interventions and temporal patterns unmute unique safety voice content in speech
Research shows that withholding safety concerns on encountering hazards – safety silence – is a critical contributor to accidents. Studies therefore aim to prevent accidental harm through interventions for reducing safety silence. Yet, the behaviour remains poorly understood, obstructing effective safety management: it is unclear to what extent safety silence involves muted safety voice (the partial withholding of safety concerns), and how muted safety voice can be recognised in speech, may be measured based on the degrees and types of safety voice (speaking up about safety), progresses over time, and may be optimally reduced. To improve safety management, this study proposes a conceptual model for the manifestation of safety silence and muted safety voice using a laboratory experiment (N = 404) to evaluate the implications for the effectiveness of three interventions (salient hazards, clear responsibilities, encouragements) across stages of a hazard. Results indicated that safety silence and muted safety voice are measurable in terms of the degree to which concerned people engage in five types of safety voice at different points in time, and we revealed this is important for safety management: interventions only unmute safety voice at unique hazard stages and for knowledge-based speech when people are concerned. This indicates that safety silence and muted safety voice are situated and can be recognised in nuanced speech, with interventions being most effective when timed appropriately and people have safety concerns to speak up about
Safety sans frontières: an international safety culture model
The management of safety culture in international and culturally diverse organisations is a concern for many high-risk industries. Yet, research has primarily developed models of safety culture within Western countries, and there is a need to extend investigations of safety culture to global environments. We examined i) whether safety culture can be reliably measured within a single industry operating across different cultural environments, and ii) if there is an association between safety culture and national culture. The psychometric properties of a safety culture model developed for the air traffic management industry (ATM) were examined in 17 European countries from four culturally distinct regions of Europe (North, East, South, West). Participants were ATM operational staff (n = 5176) and management staff (n = 1230). Through employing multi-group confirmatory factor analysis, good psychometric properties of the model were established. This demonstrates, for the first time, that when safety culture models are tailored to a specific industry, they can operate consistently across national boundaries and occupational groups. Additionally, safety culture scores at both regional and national levels were associated with country-level data on Hofstede’s five national culture dimensions (collectivism, power distance, uncertainty avoidance, masculinity, and uncertainty avoidance). MANOVAs indicated safety culture to be most positive in Northern Europe, less so in Western and Eastern Europe, and least positive in Southern Europe. This indicates that national cultural traits may influence the development of organisational safety culture, with significant implications for safety culture theory and practice
The relationship between national culture and safety culture: implications for international safety culture assessments
In this article we examine the relationship between safety culture and national culture, and the implications of this relationship for international safety culture assessments. Focussing on Hofstede’s uncertainty avoidance (UA) index, a survey study of 13,616 Air Traffic Management (ATM) employees in 21 European countries found a negative association between safety culture and national norm data for uncertainty avoidance. This is theorized to reflect the influence of national tendencies for uncertainty avoidance upon attitudes and practices for managing safety (e.g., anxiety on risk; reliance on protocols; concerns over reporting incidents; openness to different perspectives). The relationship between uncertainty avoidance and safety culture is likely to have implications for international safety culture assessments. Specifically, benchmarking exercises will consistently indicate safety management within organizations in high UA countries to be poorer than low UA countries due to the influence of national culture upon safety practices, which may limit opportunities for identifying and sharing best practice. We propose the use of safety culture against international group norms (SIGN) scores to statistically adjust for the influence of uncertainty avoidance upon safety culture data, and to support the identification of safety practices effective and particular to low or high UA cultures
Capping welfare payments for workless families increases employment and economic inactivity: evidence from the UK's benefit cap
In this paper, we examine the labour market effects of lowering the UK's benefit cap in 2016. This policy limits the total amount a working-age non-disabled household with no-one in employment can receive in social security. We treat the sharp reduction in this benefit cap as a natural experiment, comparing those at risk of being capped and those who were not before and after the cap was lowered. Drawing on data from ~500,000 individuals, we find that this reform reduced unemployment compared to those not at risk of being capped. The reform also increased economic inactivity, partly because the cap harmed mental health but also because those at risk of being capped were eligible to claim disability-related welfare payments that made them exempt. Limiting total monthly welfare payments of low-income families may increase employment for some but it can also push others out of the labour market altogether
Farmers’ spending on variable inputs tends to maximise crop yields, not profit
We estimate the marginal returns to spending on Crop Variable Inputs (CVI) (such as fertilizers and crop protection), to explore whether observed spending maximises physical or economic returns to farmers. Data are taken from the Farm Business Survey for 2004-2013, where gross margins and input spending are available, in over 10,300 crops of conventional winter wheat or oilseed rape in England and Wales. Marginal spending on CVIs generate financial returns significantly less than £1 per marginal pound spent. This suggests that expenditure on CVIs exceeds an economic optimum that would maximise profit. However marginal physical products (crop yields) are positive, but small and significantly different from zero. This suggests that, on average, farmers approximately maximise yields. These results hold across a wide range of alternative economic models and two crop species. Similar results have been reported in estimations for Indian grain production and for maize in China. In practice, farmers are making decisions on input use in advance of having information on a variety of factors, including future yield, product quality and price, making it difficult to optimise input levels according to expected profit. Farmers may be consistently optimistic, prefer to avoid risk, or deliberately seek to maximise yields. Some farmers may put on the standard recommended application irrespective of input or expected output price. It is also possible that advice may sometimes aim to maximise yield, influenced by an incentive to encourage greater sales. Excessive input use both reduces private profits and is a cause of environmental damage. There are thus potential private as well as social benefits to be gained from optimising levels of input use
Sugar and Spice and all things nice? Assessing the Impact of the 2006 EU sugar regime reforms
This paper investigates the economic impacts of the reforms both on the EU sugar sector but also more globally and examines the intended and unintended consequences of the reforms. This provides insights into the likely impacts of the further reforms proposed for 2015 – namely the removal of sugar beet quotas within the EU. We find, in line with other studies that whilst the reforms have improved the economic efficiency of the EU sugar sector the nature of the reform process has meant that these gains have not been maximised. This is due to the fact that production was cut in some of the more efficient regions of Europe as well as the least efficient. Our modelling highlights that the reforms have led to alternative trade patterns emerging both internally within the EU as well as externally. Internally, cessation of production in a number of countries provides opportunities for those remaining in production. Externally the significant decline in EU sugar on the world market has provided opportunities for other countries. It would appear that Brazil and Thailand have been amongst the main beneficiaries of the disappearance of EU sugar from the world market
Comment on studying the corrections to factorization in B -> D(*) X
We propose studying the mechanism of factorization in exclusive decays of the
form B->D(*)X by examining the differential decay rate as a function of the
invariant mass of the light hadronic state X. If factorization works primarily
due to the large N_c limit then its accuracy is not expected to decrease as the
X invariant mass increases. However, if factorization is mostly a consequence
of perturbative QCD then the corrections should grow with the X invariant mass.
Combining data for hadronic tau decays and semileptonic B decays allows tests
of factorization to be made for a variety of final states. We discuss the
examples of B->D^*\pi^+\pi^-\pi^-\pi^0 and B->D^*\omega\pi^-. The mode
B->D^*\omega\pi^- will allow a precision study of the dependence of the

A game theoretic model of kleptoparasitism with strategic arrivals and departures of beetles at dung pats
Dung beetles Onthophagus taurus lay their eggs in brood balls within dung pats. The dung that is used must be sufficiently fresh, and so beetles must keep moving from pat to pat to find fresh dung. If another beetle finds a brood ball it will usually eat the egg inside and lay its own egg in the brood ball instead of constructing its own ball. Thus, beetles will often stay near their eggs to guard them. We model a population of beetles where the times of arrival and departure from pats are strategic choices, and investigate optimal strategies depending upon environmental conditions, which can be reduced to two key parameters, the cost of brood ball construction and the ease of finding balls to parasitise. We predict that beetles should follow one of three distinct behaviors; stay in patches for only short periods, arrive late and be purely parasitic, remain in pats for longer periods in order to guard their brood balls. Under different conditions populations can consist of the first of these types only, a combination of the first and second types, or a combination of all three types
