Wskaźniki ładu środowiskowego jako narzędzie ochrony środowiska na terenach podmiejskich

The spatial range of the present analysis spans the rural and urban communities of Lower Silesia region. The aim of the study was to determine the needs in terms of environmental protection and development, due to environmental resources and equipment in the communal infrastructure. The environmental aspect of spatial order was evaluated. It was assumed that the implementation of the spatial order in the aspect of the environment is done by means of developing that environment, and especially by the presence / absence of the biotic (natural) elements and the presence / absence of technical infrastructure (utilities), as well as the proper use thereof. Analyses were performed using the following indicators: the share of protected areas in the total area of the community, the share of green areas in the total area of the community, forestation rates, share of the population using sewage system in the general population of the community, number of domestic sewage treatment plants and number of septic tanks per 1000 inhabitants, as well as the total municipal waste per capita. Rural and urban communities were compared. The data was obtained from GUS (Central Statistical Office), the local data bank. The results allowed for ranking the communities included in the study according to a hierarchy, and grouping them in the terms of spatial order in the environmental aspect.Opracowaniem objęto gminy wiejskie i miejskie województwa dolnośląskiego. Celem pracy było określenie potrzeb ochrony i kształtowania środowiska ze względu na zasoby środowiskowe oraz wyposażenie w infrastrukturę komunalną badanych jednostek. Oceniano stan ładu przestrzennego w aspekcie środowiskowym. Przyjęto założenie, że realizacja ładu przestrzennego w aspekcie środowiskowych odbywa się poprzez kształtowanie środowiska, a zwłaszcza poprzez obecność/brak jego elementów ożywionych (przyrodniczych) oraz obecność/brak infrastruktury technicznej (komunalnej) oraz jej prawidłowe wykorzystanie. Analizy przeprowadzono korzystając z następujących wskaźników: udział powierzchni obszarów chronionych, lasów i terenów zieleni urządzonej w powierzchni gminy ogółem, udział osób korzystających z sieci kanalizacyjnej w ogólnej liczbie ludności, liczba oczyszczalni przydomowych i zbiorników bezodpływowych na mieszkańców, ilość odpadów komunalnych przypadających na mieszkańca. Gminy wiejskie porównano z gminami miejskimi. Dane pozyskano z Banku Danych Lokalnych (GUS). Uzyskane wyniki pozwoliły na hierarchizację badanych gmin oraz ich grupowanie pod względem poziomu ładu przestrzennego w aspekcie środowiskowym

Water protection of the Bystrzyca river in the spatial policy of communes within the Wroclaw district

Praca ma na celu ukazanie polityki przestrzennej gmin leżących wzdłuż biegu rzeki Bystrzycy w powiecie wrocławskim w zakresie ochrony walorów przyrodniczych cieku. Analizą objęto dokumenty studium uwarunkowań i kierunków zagospodarowania przestrzennego obowiązujące dla obszaru gmin Mietków, Kąty Wrocławskie i Sobótka. Analizowano zapisy w zakresie identyfikacji walorów środowiska przyrodniczego ze szczególnych uwzględnieniem zasobów wodnych, ochrony środowiska wodnego oraz dalszych kierunków ochrony wód w tym uwzględnienie położenia w Parku Krajobrazowym „Dolina Bystrzycy". W pracy zwrócono także uwagę na projektowany rozwój przestrzenny zainwestowania w polityce przestrzennej poszczególnych gmin.The study aims at presenting the spatial policy of communes located along the course of the river Bystrzyca in the Wrocław district, with regard to the protection of the environmental values of the watercourse. The documents analysed include the studies of determinants and directions for the spatial management applied in the Mietków, Kąty Wrocławskie and Sobótka communes. The articles were studied with regard to identifying the values of the natural environment with special emphasis on water resources, protecting the aquatic environment, and further directions for water protection. The study also focuses on the planned spatial development for investment in the vicinity of the Bystrzyca Valley Landscape Park as well as within its area, with regard to the area planned for investment
