Distributed intelligence for supervisory control
Supervisory control systems must deal with various types of intelligence distributed throughout the layers of control. Typical layers are real-time servo control, off-line planning and reasoning subsystems and finally, the human operator. Design methodologies must account for the fact that the majority of the intelligence will reside with the human operator. Hierarchical decompositions and feedback loops as conceptual building blocks that provide a common ground for man-machine interaction are discussed. Examples of types of parallelism and parallel implementation on several classes of computer architecture are also discussed
The Floodwater Depth Estimation Tool (FwDET v2.0) for improved remote sensing analysis of coastal flooding
Remote sensing analysis is routinely used to map flooding extent either retrospectively or in near-real time. For flood emergency response, remote-sensing-based flood mapping is highly valuable as it can offer continued observational information about the flood extent over large geographical domains. Information about the floodwater depth across the inundated domain is important for damage assessment, rescue, and prioritizing of relief resource allocation, but cannot be readily estimated from remote sensing analysis. The Floodwater Depth Estimation Tool (FwDET) was developed to augment remote sensing analysis by calculating water depth based solely on an inundation map with an associated digital elevation model (DEM). The tool was shown to be accurate and was used in flood response activations by the Global Flood Partnership. Here we present a new version of the tool, FwDET v2.0, which enables water depth estimation for coastal flooding. FwDET v2.0 features a new flood boundary identification scheme which accounts for the lack of confinement of coastal flood domains at the shoreline. A new algorithm is used to calculate the local floodwater elevation for each cell, which improves the tool\u27s runtime by a factor of 15 and alleviates inaccurate local boundary assignment across permanent water bodies. FwDET v2.0 is evaluated against physically based hydrodynamic simulations in both riverine and coastal case studies. The results show good correspondence, with an average difference of 0.18 and 0.31 m for the coastal (using a 1 m DEM) and riverine (using a 10 m DEM) case studies, respectively. A FwDET v2.0 application of using remote-sensing-derived flood maps is presented for three case studies. These case studies showcase FwDET v2.0 ability to efficiently provide a synoptic assessment of floodwater. Limitations include challenges in obtaining high-resolution DEMs and increases in uncertainty when applied for highly fragmented flood inundation domains
Limitations for change detection in multiple Gabor targets
We investigate the limitations on the ability to detect when a target has changed, using Gabor targets as simple quantifiable stimuli. Using a partial report technique to equalise response variables, we show that the log of the Weber fraction for detecting a spatial frequency change is proportional to the log of the number of targets, with a set-size effect that is greater than that reported for visual search. This is not a simple perceptual limitation, because pre-cueing a single target out of four restores performance to the level found when only one target is present. It is argued that the primary limitation on performance is the division of attention across multiple targets, rather than decay within visual memory. However in a simplified change detection experiment without cueing, where only one target of the set changed, not only was the set size effect still larger, but it was greater at 2000 msec ISI than at 250 msec ISI, indicating a possible memory component. The steepness of the set size effects obtained suggests that even moderate complexity of a stimulus in terms of number of component objects can overload attentional processes, suggesting a possible low-level mechanism for change blindness
Effect of aeroelastic-propulsive interactions on flight dynamics of a hypersonic vehicle
The desire to achieve orbit-on-demand access to space with rapid turn-around capability and aircraft-like processing operations has given rise to numerous hypersonic aerospace plane design concepts which would take off horizontally from a conventional runway and employ air-breathing scramjet propulsion systems for acceleration to orbital speeds. Most of these air-breathing hypersonic vehicle concepts incorporate an elongated fuselage forebody to act as the aerodynamic compression surface for a scramjet combustor module. This type of airframe-integrated scramjet propulsion system tends to be highly sensitive to inlet conditions and angle-of-attack perturbations. Furthermore, the basic configuration of the fuselage, with its elongated and tapered forebody, produces relatively low frequency elastic modes which will cause perturbations in the combustor inlet conditions due to the oscillation of the forebody compression surface. The flexibility of the forebody compression surface, together with sensitivity of scramjet propulsion systems to inlet conditions, creates the potential for an unprecedented form of aeroelastic-propulsive interaction in which deflections of the vehicle fuselage give rise to propulsion transients, producing force and moment variations that may adversely impact the longitudinal flight dynamics and/or excite the elastic modes. These propulsive force and moment variations may have an appreciable impact on the performance, guidance, and control of a hypersonic aerospace plane. The objectives of this research are to quantify the magnitudes of propulsive force and moment perturbations resulting from elastic deformation of a representative hypersonic vehicle, and to assess the potential impact of these perturbations on the vehicle's longitudinal flight dynamics

A duality formula, of the Hardy and Littlewood type for multidimensional
Gaussian sums, is proved in order to estimate the asymptotic long time behavior
of distribution of Birkhoff sums of a sequence generated by a skew
product dynamical system on the torus, with zero Lyapounov
exponents. The sequence, taking the values , is pairwise independent
(but not independent) ergodic sequence with infinite range dependence. The
model corresponds to the motion of a particle on an infinite cylinder, hopping
backward and forward along its axis, with a transversal acceleration parameter
. We show that when the parameter is rational then all
the moments of the normalized sums , but the second, are
unbounded with respect to n, while for irrational , with bounded
continuous fraction representation, all these moments are finite and bounded

Evidence for Water Ice on the Moon: Results for Anomalous Polar Craters from the LRO Mini-RF Imaging Radar
The Mini-RF radar instrument on the Lunar Reconnaissance Orbiter spacecraft mapped both lunar poles in two different RF wavelengths (complete mapping at 12.6 cm S-band and partial mapping at 4.2 cm X-band) in two look directions, removing much of the ambiguity of previous Earth- and spacecraft-based radar mapping of the Moon's polar regions. The poles are typical highland terrain, showing expected values of radar cross section (albedo) and circular polarization ratio (CPR). Most fresh craters display high values of CPR in and outside the crater rim; the pattern of these CPR distributions is consistent with high levels of wavelength-scale surface roughness associated with the presence of block fields, impact melt flows, and fallback breccia. A different class of polar crater exhibits high CPR only in their interiors, interiors that are both permanently dark and very cold (less than 100 K). Application of scattering models developed previously suggests that these anomalously high-CPR deposits exhibit behavior consistent with the presence of water ice. If this interpretation is correct, then both poles may contain several hundred million tons of water in the form of relatively "clean" ice, all within the upper couple of meters of the lunar surface. The existence of significant water ice deposits enables both long-term human habitation of the Moon and the creation of a permanent cislunar space transportation system based upon the harvest and use of lunar propellant
The removal of thermally aged films of triacylglycerides by surfactant solutions
Thermal ageing of triacylglycerides (TAG) at high temperatures produces films which resist removal using aqueous surfactant solutions. We used a mass loss method to investigate the removal of thermally aged TAG films from hard surfaces using aqueous solutions of surfactants of different charge types. It was found that cationic surfactants are most effective at high pH, whereas anionics are most effective at low pH and a non-ionic surfactant is most effective at intermediate pH. We showed that the TAG film removal process occurs in several stages. In the first ‘‘lag phase’’ no TAG removal occurs; the surfactant first partitions into the thermally aged film. In the second stage, the TAG film containing surfactant was removed by solubilisation into micelles in the aqueous solution. The effects of pH and surfactant charge on the TAG removal process correlate with the effects of these variables on the extent of surfactant partitioning to the TAG film and on the maximum extent of TAG solubilisation within the micelles. Additionally, we showed how the TAG removal is enhanced by the addition of amphiphilic additives such as alcohols which act as co-surfactants. The study demonstrates that aqueous surfactant solutions provide a viable and more benign alternative to current methods for the removal of thermally aged TAG films

A Process for Assessing NASA's Capability in Aircraft Noise Prediction Technology
An acoustic assessment is being conducted by NASA that has been designed to assess the current state of the art in NASA s capability to predict aircraft related noise and to establish baselines for gauging future progress in the field. The process for determining NASA s current capabilities includes quantifying the differences between noise predictions and measurements of noise from experimental tests. The computed noise predictions are being obtained from semi-empirical, analytical, statistical, and numerical codes. In addition, errors and uncertainties are being identified and quantified both in the predictions and in the measured data to further enhance the credibility of the assessment. The content of this paper contains preliminary results, since the assessment project has not been fully completed, based on the contributions of many researchers and shows a select sample of the types of results obtained regarding the prediction of aircraft noise at both the system and component levels. The system level results are for engines and aircraft. The component level results are for fan broadband noise, for jet noise from a variety of nozzles, and for airframe noise from flaps and landing gear parts. There are also sample results for sound attenuation in lined ducts with flow and the behavior of acoustic lining in ducts
