    The Impact of Asymmetric Information Among Competing Insurgent Groups: Estimating an 'Emboldenment' Effect

    This paper uses asymmetric access to information to test if an insurgency is factionalized. If it is factionalized, regional variation in information should influence attack levels as groups use violence to compete over visibility, resources and support. Using plausibly exogenous variation in satellite access, we show that attacks increased after the release of information on satellite television about US commitment to remain in Iraq. Because insurgents shift attacks toward more difficult (military) targets, the relative increase in attacks is offset by fewer total fatalities.     I'd Rather be Hanged for a Sheep than a Lamb The Unintended Consequences of 'Three-Strikes' Laws

    Strong sentences are common "tough on crime" tool used to reduce the incentives for individuals to participate in criminal activity. However, the design of such policies often ignores other margins along which individuals interested in participating in crime may adjust. I use California's Three Strikes law to identify several effects of a large increase in the penalty for a broad set of crimes. Using criminal records data, I estimate that Three Strikes reduced participation in criminal activity by 20 percent for second-strike eligible offenders and a 28 percent decline for third-strike eligible offenders. However, I find two unintended consequences of the law. First, because Three Strikes flattened the penalty gradient with respect to severity, criminals were more likely to commit more violent crimes. Among thirdstrike eligible offenders, the probability of committing violent crimes increased by 9 percentage points. Second, because California's law was more harsh than the laws of other nearby states, Three Strikes had a "beggar-thy-neighbor" effect increasing the migration of criminals with second and third-strike eligibility to commit crimes in neighboring states. The high cost of incarceration combined with the high cost of violent crime relative to non-violent crime implies that Three Strikes may not be a cost-effective means of reducing crime.three strikes, deterrence, sentencing

    Discussion Sessions Coupled with Microfinancing May Enhance the Roles of Women in Household Decision-Making in Burundi

    The empowerment of women within households remains a major issue around the world including in Africa. We have conducted a study in Burundi coupling discussion sessions with microfinancing to determine if they enhance the role of women in decisions regarding household purchases and the reduction of domestic violence. We compare our findings to that from a published study in South Africa that combined discussion sessions on life skills and health on reduction in domestic violence and decisions on economic issues. Both studies used randomized controlled experiments. Both studies show a trend towards increases in household authority, with the Burundi study showing statistical significance. In South Africa there was a large, albeit short lived decrease in domestic violence. In Burundi there was small reduction but trend suggest a longer duration. The effects on overall empowerment are small. These studies suggest that a more sustained use of discussion sessions could be beneficial. Future research could focus on the longer term effects of the use of discussion sessions and investigate how the observed impacts can be sustained in magnitude and duration.domestic violence, microfinance, Burundi

    The Political Economy of the Disability Insurance. Theory and Evidence of Gubernatorial Learning from Social Security Administration Monitoring

    The dramatic rise in the disability insurance (DI) roles in the last 20 years has been the subject of much controversy in both popular and academic circles. While, the relationship between DI and labor force participation has been the subject of a growing literature, the mechanism of this transition from employment to DI remains unclear. We hypothesize that one mechanism is the state-level administration of the program which creates a classic principal-agent problem. This paper analyzes the impact of continuing conflict of interests for Disability Determination Services agencies—between Social Security Administration standards and state gubernatorial political interests — interacted with the increased demand for disability insurance as an alternative for low-skilled works during the period of 1982 to 2000. We find evidence that multi-term governors allow a greater fraction of applicants than do first term governors. We then develop a model that illustrates how these differences can be due to the type of monitoring conducted by the Social Security Administration. We provide additional evidence supporting this hypothesis in the form of sub-group analysis by economic and political constraints. Overall, we find evidence that the monitoring system is counter-productive and encourages over-use of the disability insurance program to serve political ends.Disability insurance; principal-agent; social security administration; monitoring

    Is There an "Emboldenment" Effect? Evidence from the Insurgency in Iraq

    Are insurgents affected by new information about the United States' sensitivity to costs? Using data on attacks and variation in access to international news across Iraqi provinces, we identify an "emboldenment" effect by comparing the rate of insurgent attacks in areas with higher and lower access to information about U.S news after public statements critical of the war. We find that in periods after a spike in war-critical statements, insurgent attacks increases by 7-10 percent, but that this effect dissipates within a month. Additionally, we find that insurgents shift attacks from Iraqi civilian to U.S. military targets following new information about the United States' sensitivity to costs, resulting in more U.S. fatalities but fewer deaths overall. These results suggest that there is a small but measurable cost to open public debate in the form of higher attacks in the short-term, and that Iraqi insurgent organizations - even those motivated by religious or ideological goals - are strategic actors that respond rationally to the expected probability of US withdrawal. However, the implied costs of open, public debate must be weighed against the potential gains. We conclude that to the extent insurgent groups respond rationally to the incentives set by the policies of pro-government forces, effective counterinsurgency should prioritize manipulating costs and inducements, rather than focus simply on search and destroy missions.

    Building Peace: The Impact of Aid on the Labor Market for Insurgents

    Employment growth could reduce violence during civil conflicts. To determine if increased employment affects violence we analyzed varying employment in development programs run by different US military divisions in Iraqi districts. Employment levels vary with funding periods and the military division in charge. Controlling for variability between districts, we find that a 10% increase in labor-related spending generates a 15-20% decline in labor-intensive insurgent violence. Overall the 10% spending increase is associated with a nearly 10% violence reduction, due to reduction in attacks which kill civilians, but increased attacks against the military. These findings indicate that labor-intensive development programs can reduce violence during insurgencies.
