    Car dependent practices: findings from a sequence pattern mining study of UK time use data

    This paper identifies three main understandings of the notion of 'car dependence' in transport research: a micro-social understanding (dependence as an attribute of individuals), a macro approach (attribute of societies or local areas as whole), and a meso-level understanding, where it refers to trips – or rather to the activities that people travel to undertake. While the first two approaches have been dominant, this paper further develops the third, addressing questions as to whether and why certain activities are inherently more difficult to switch away from the car. At the theoretical level, it builds on theories of social practice to put forward the notion of ‘car dependent practices’. At the empirical level, it demonstrates that the application of sequence pattern mining techniques to time use data allows the identification of car and mobility intensive activities, arguably representing the trace of car dependent practices. Overall, the findings of this mining exercise suggest that the emphasis of existing literature on escorting children, shopping and carrying heavy goods as car dependent trip purposes is not misplaced. Our analysis adds to this knowledge by contextualising the information by providing detailed quantitative analysis of a larger, richer set of activities hitherto overlooked in transport policy. The article concludes by illustrating the policy implications of the approach adopted and the findings generated, discussing possible strategies to steer practices in a more sustainable direction by creating material alternatives to the 'cargo function' of car travel

    What is the state of the art in energy and transport poverty metrics? A critical and comprehensive review

    This review investigates the state of the art in metrics used in energy (or fuel) and transport poverty with a view to assessing how these overlapping concepts may be unified in their measurement. Our review contributes to ongoing debates over decarbonisation, a politically sensitive and crucial aspect of the energy transition, and one that could exacerbate patterns of inequality or vulnerability. Up to 125 million people across the European Union experience the effects of energy poverty in their daily lives. A more comprehensive understanding of the breadth and depth of these conditions is therefore paramount. This review assessed 1,134 articles and critically analysed a deeper sample of 93. In terms of the use of metrics, we find that multiple indicators are better than any single metric or composite. We find work remains to be conducted in the transport poverty sphere before energy poverty metrics can be fully unified with those of transport poverty, namely the stipulation of travel standards. Without such standards, our ability to unify the metrics of both fields and potentially alleviate both conditions simultaneously is limited. The difficulties in defining necessary travel necessitate the further use of vulnerability lenses and holistic assessments focused on energy and transport services

    Parking Management

    Purpose This chapter explains how and why local parking policies are developed, the sometimes conflicting relationship between parking, revenue raising and economic development and the circumstances in which it may be appropriate to use parking policy as a demand management tool. Methodology/approach This chapter offers a review of prior research and literature on the topic parking management and further explores the impacts and difficulties of parking management. Moreover, empirical data in this chapter comes from the authors’ own survey study of southern, eastern and southeastern European cities about their parking problems and policies. Findings The findings of this chapter show that there is a need to consider what parking solutions cities may choose and what solutions might work for them. It is difficult to say that very different solutions will suit cities of different sizes, but rather that the level of implementation of the solutions must be related to the scale of the problem in each city, and its citizens’ demands. In addition, each city must work within its particular legislative context, which is why certain solutions might not work in some cities. Practical implications Parking policy and parking management are key to urban mobility and to managing its negative effects. It is possible to develop a car parking policy that will manage the negative impacts of urban car use whilst also supporting business and the economy; but this is a balancing act, which is why it is important to learn from the experience of other places, as we have shown in this chapter. Parking demand and the response of different cities to it are very important when considering the rise of car use in Europe and other parts of the world. Future solutions for parking problems are detailed at the end of this chapter. Originality/value of paper This chapter offers a comprehensive overview of prior research in parking management and connects this overview to findings of the authors own survey in south, eastern and southeastern European cities. Very few studies have made similar connections and provided in-depth insights into parking management in European cities. Moreover, the research provides useful information for planners and professionals dealing with parking issues and what solutions might work in their city

    This paper discusses the centrality of the automobile to experiencing modern life. Access to a car is considered essential to access vital services and, as such, automobile usage plays a crucial role in commoning. However, this is said to draw lines of inclusion and exclusion premised on financial status, which particularly excludes those in rural areas. Such issues are especially acute at a time when electric cars are being promoted as a sustainable transport, which actually contains the potential to further marginalize the less affluent, rendering matters of access questions of class. The paper concludes by suggesting that more attention need be given to alternatives from private car ownership, focusing on communal usages
