    Invariants and Labels in Lie-Poisson Systems

    Reduction is a process that uses symmetry to lower the order of a Hamiltonian system. The new variables in the reduced picture are often not canonical: there are no clear variables representing positions and momenta, and the Poisson bracket obtained is not of the canonical type. Specifically, we give two examples that give rise to brackets of the noncanonical Lie-Poisson form: the rigid body and the two-dimensional ideal fluid. From these simple cases, we then use the semidirect product extension of algebras to describe more complex physical systems. The Casimir invariants in these systems are examined, and some are shown to be linked to the recovery of information about the configuration of the system. We discuss a case in which the extension is not a semidirect product, namely compressible reduced MHD, and find for this case that the Casimir invariants lend partial information about the configuration of the system.Comment: 11 pages, RevTeX.     Systematic model behavior of adsorption on flat surfaces

    A low density film on a flat surface is described by an expansion involving the first four virial coefficients. The first coefficient (alone) yields the Henry's law regime, while the next three correct for the effects of interactions. The results permit exploration of the idea of universal adsorption behavior, which is compared with experimental data for a number of systems

    Numerical Portrait of a Relativistic Thin Film BCS Superfluid

    We present results of numerical simulations of the 2+1d Nambu - Jona-Lasinio model with a non-zero baryon chemical potential mu including the effects of a diquark source term. Diquark condensates, susceptibilities and masses are measured as functions of source strength j. The results suggest that diquark condensation does not take place in the high density phase mu>mu_c, but rather that the condensate scales non-analytically with j implying a line of critical points and long range phase coherence. Analogies are drawn with the low temperature phase of the 2d XY model. The spectrum of the spin-1/2 sector is also studied yielding the quasiparticle dispersion relation. There is no evidence for a non-zero gap; rather the results are characteristic of a normal Fermi liquid with Fermi velocity less than that of light. We conclude that the high density phase of the model describes a relativistic gapless thin film BCS superfluid.Comment: 37 pages, 16 figure

    Lattice Study of the Decay B^0-bar -> rho^+ l^- nu_l-bar: Model-Independent Determination of |V_{ub}|

    We present results of a lattice computation of the vector and axial-vector current matrix elements relevant for the semileptonic decay B^0-bar -> rho^+ l^- nu_l-bar. The computations are performed in the quenched approximation of lattice QCD on a 24^3 x 48 lattice at beta = 6.2, using an O(a) improved fermionic action. Our principal result is for the differential decay rate, dGamma/dq^2, for the decay B^0-bar -> rho^+ l^- nu_l-bar in a region beyond the charm threshold, allowing a model-independent extraction of |V_{ub}| from experimental measurements. Heavy quark symmetry relations between radiative and semileptonic decays of B-bar mesons into light vector mesons are also discussed.Comment: 22 pages LaTeX-209 (dependent on settings in a4.sty), 23 PostScript figures included with epsf.sty.     Leadership in the British civil service: an interpretation

    This article is essentially a polemic. The argument is that when politicians and officials now talk of ‘leadership’ in the British civil service they do not use that word in the way in which it was previously used. In the past leading civil servants, acting in partnership with ministers and within constitutional constraints, exercised leadership in the sense of setting example, inspiring confidence and encouraging loyalty. The loosening of traditional constitutional patterns, the marginalization of senior officials in the policy process and the emergence of business methods as the preferred model for public ­administration have led to a political and administrative environment in which leadership in the British civil service is now about encouraging patterns of behaviour which fit in with these changes. Leadership skills are now about ‘delivery’; they are not about motivation. It is time for politicians, officials and scholars to be open about this

    Search for the Decay τ−→4pi−3π+(π0)ντ\tau^{-}\to 4pi^{-}3\pi^{+}(\pi^{0})\nu_{\tau}

    We have searched for the decay of the tau lepton into seven charged particles and zero or one pi0. The data used in the search were collected with the CLEO II detector at the Cornell Electron Storage Ring (CESR) and correspond to an integrated luminosity of 4.61 fb^(-1). No evidence for a signal is found. Assuming all the charged particles are pions, we set an upper limit on the branching fraction, B(tau- -> 4pi- 3pi+ (pi0) nu_tau) < 2.4 x 10^(-6) at the 90% confidence level.
