    Even in areas where legal representation has become available to the poor through the efforts of Legal Services programs, there is still one group that is almost universally denied representation: those confined under the various forms of civil commitment and patients in mental health institutions. Almost by definition in need of legal counsel and predictably indigent, they are faced with interpersonal and institutional barriers that further reduce their chances to obtain representation. It is the position of the National Health Law Program that Legal Services programs throughout the country should focus some of their attention towards this portion of their communities, to assess the need for legal services in the field of mental health and to develop a role in providing these services. This article is intended to stimulate an interest in the mental health field and to serve as an introduction to the related law

    Coldwater reattachment of colonial tunicate Didemnum vexillum fragments to natural (eelgrass) and artificial (plastic) substrates in New England

This highly invasive species spreads by larval release and fragmentation. We tested the ability of D. vexillum fragments to reattach to natural (eelgrass Zostera marina (Linnaeus, 1753)) and artificial (plastic container) substrates during late fall and early winter. On average, 77% of D. vexillum fragments reattached to eelgrass and plastic in water temperatures between 6 and 10°C. Eelgrass appeared to facilitate D. vexillum reattachment success in early winter but this tendency should be further investigated.Funding to Carman came from the US EPA RARE Program and USGS-WHOI Cooperative Agreement

    Generation of ultra-short light pulses by a rapidly ionizing thin foil

    A thin and dense plasma layer is created when a sufficiently strong laser pulse impinges on a solid target. The nonlinearity introduced by the time-dependent electron density leads to the generation of harmonics. The pulse duration of the harmonic radiation is related to the risetime of the electron density and thus can be affected by the shape of the incident pulse and its peak field strength. Results are presented from numerical particle-in-cell-simulations of an intense laser pulse interacting with a thin foil target. An analytical model which shows how the harmonics are created is introduced. The proposed scheme might be a promising way towards the generation of attosecond pulses.
