Femtosecond energy transfer between chromophores in allophycocyanin trimers
Ultrafast energy-transfer processes in allophycocyanin (APC) trimers from Mastigocladus laminosus have been examined by a femtosecond absorption technique. Isotropic absorption recovery kinetics with τ=440±30 fs were observed in APC trimers at 615 nm. In APC monomers such a fast process was not observed. The anisotropy in both samples was constant and close to 0.4 during the first few picoseconds. The results are consistent with a model of the APC trimer in which the two APC chromophores have different absorption spectra with maxima about 600 and 650 nm. The transfer of energy from the 600 nm chromophore to the 650 nm chromophore occurs in 440 fs and is dominated by the Förster dipole—dipole energy-transfer mechanism
Production of Welding Fluxes Using Waste Slag Formed in Silicomanganese Smelting
The possibility in principle of using slag, which is formed in the silicon-manganese smelting process, in producing welding fluxes is shown. The composition of and technology used for a new fused flux has been designed. A comparative evaluation of the new flux and the widely used AN-348 type flux was done. It has been proved that the new flux has high strength properties
Some Aspects of Oxidation-Reduction Reactions under Carbon-Bearing Flux Welding
The authors have completed thermodynamic calculations of oxidation-reduction processes under submerged arc welding with application of carbon containing additive. The calculations have shown that carbon, due to its high reducing properties under Т=1950-2200 K, introduced into the system can significantly decrease the amount of non-metallic inclusions in the weld metal and so improve its mechanical properties

National institutional systems’ hybridisation through interdependence. The case of EU-Russia gas relations
International audienceThe interdependencies between the EU and its external natural gas suppliers and Russia question the transformative impact of interdependence linked to hybridization processes. Our approach combines theories of institutional change, and French Regulation Theory. These approaches lead to a new look to characterize the way in which the confrontation of two regulatory systems (EU and Russia) is resolved today. The importance of the European market leads however to an adaptation of the Russian governance model for gas exchanges. But it also implies a transformation of the European model. The competitive norm acts as a lever to bring about hybridization of regulations in the Russian gas sector and EU energy policy

A Novel Class of High-TC Ferromagnetic Semiconductors
We have grown single crystals of novel ruthenates (Sr,Ba)(Fe,Co){sub 2+x}Ru{sub 4-x}O{sub 11} that exhibit long-range ferromagnetic order well above room temperature, accompanied by narrow-gap semiconducting properties that include a large anomalous Hall conductance, low resistivity, high carrier concentration and low coercive field, which are properties well suited to spintronic applications. X-ray diffraction, EDX, neutron diffraction and x-ray absorption measurements on single crystals firmly establish the 'R-Type' hexagonal ferrite structure (space group P6{sub 3}/mmc, No 194) and single-phase nature of all samples. The electronic structure and physical properties can be tuned by simple chemical substitution of two elements, M = Fe or Co, or by varying the relative concentration of 3d solutes and 4d Ru. Our magnetotransport, x-ray magnetic circular dichroism and magnetic moment data suggest the mechanism for FM order is quite different from that governing known dilute magnetic semiconductors
