Active ageing and living condition of older persons across Italian regions

This is the author accepted manuscript. The final version is available from Springer via the DOI in this recordThe ageing of the population is reshaping a large part of the economic and social order, with pervasive and transversal consequences that reflect on production, consumption, labour, and especially on welfare. To govern a development of this kind, it is essential to have an innovative approach, capable of stimulating targeted and systematic policies, and capable of facing the structural change of ageing, transforming it from a burden to a resource for our society. Since the beginning of the new millennium, there has been a gradual attention to the phenomenon of demographic ageing at an international level, which has prompted the European Union to proclaim 2012 as the European Year for Active Ageing and Solidarity between Generations. Recommendations from the international organizations to individual countries on adopting active ageing policies led to the creation of the Active Ageing Index (AAI). Istat has extensively contributed to the AAI interacting with its international partners (UNECE and the European Commission). There is no doubt that AAI is a useful tool, both for measuring achieved progress in the area of active ageing, and for promoting the implementation and the evaluation of policies aimed at improving any potential aspect that does not show satisfactory results. AAI consists of four dimensions and 22 indicators. Using nationally representative data, it was first disseminated in Italy as the product of an experiment intended to provide overall and individual domain data on a subnational level placing Istat at the forefront among European statistical institutes

Economic and social consequences of human mobility restrictions under COVID-19

In response to the coronavirus disease 2019 (COVID-19) pandemic, several national governments have applied lockdown restrictions to reduce the infection rate. Here we perform a massive analysis on near-real-time Italian mobility data provided by Facebook to investigate how lockdown strategies affect economic conditions of individuals and local governments. We model the change in mobility as an exogenous shock similar to a natural disaster. We identify two ways through which mobility restrictions affect Italian citizens. First, we find that the impact of lockdown is stronger in municipalities with higher fiscal capacity. Second, we find evidence of a segregation effect, since mobility contraction is stronger in municipalities in which inequality is higher and for those where individuals have lower income per capita. Our results highlight both the social costs of lockdown and a challenge of unprecedented intensity: On the one hand, the crisis is inducing a sharp reduction of fiscal revenues for both national and local governments; on the other hand, a significant fiscal effort is needed to sustain the most fragile individuals and to mitigate the increase in poverty and inequality induced by the lockdown

Measuring social response to different journalistic techniques on Facebook

Recent studies have shown that online users tend to select information that adheres to their system of beliefs, ignore information that does not, and join groups that share a common narrative. This information environment can elicit tribalism instead of informed debate, especially when issues are controversial. Algorithmic solutions, fact-checking initiatives, and many other approaches have shown limitations in dealing with this phenomenon, and heated debate and polarization still play a pivotal role in online social dynamics (e.g. traditional vs. anti-establishment polarization). To understand the effect of different communication strategies able to smooth polarization, in this paper, together with Corriere della Sera, a major Italian news outlet, we measure the social response of users to different types of news framing. We analyse users’ reactions to 113 ad-hoc articles published on the newspaper’s Facebook page and the corresponding news articles on the topic of migration, published from March to December 2018. We examine different journalistic techniques and content types by analyzing their impact on user comments in terms of toxicity, criticism of the newspaper, and stance concerning migration. We find that visual pieces and factual news reports elicit the highest level of trust in the media source, while opinion pieces and editorials are more likely to be criticized. We also notice that data-driven pieces elicit an extremely low level of trust in the news source. Furthermore, coherently with the echo chambers behaviour, we find social conformity strongly affecting the commenting behaviour of users on Facebook

Opinion dynamics: models, extensions and external effects

Recently, social phenomena have received a lot of attention not only from social scientists, but also from physicists, mathematicians and computer scientists, in the emerging interdisciplinary field of complex system science. Opinion dynamics is one of the processes studied, since opinions are the drivers of human behaviour, and play a crucial role in many global challenges that our complex world and societies are facing: global financial crises, global pandemics, growth of cities, urbanisation and migration patterns, and last but not least important, climate change and environmental sustainability and protection. Opinion formation is a complex process affected by the interplay of different elements, including the individual predisposition, the influence of positive and negative peer interaction (social networks playing a crucial role in this respect), the information each individual is exposed to, and many others. Several models inspired from those in use in physics have been developed to encompass many of these elements, and to allow for the identification of the mechanisms involved in the opinion formation process and the understanding of their role, with the practical aim of simulating opinion formation and spreading under various conditions. These modelling schemes range from binary simple models such as the voter model, to multi-dimensional continuous approaches. Here, we provide a review of recent methods, focusing on models employing both peer interaction and external information, and emphasising the role that less studied mechanisms, such as disagreement, has in driving the opinion dynamics. The future of Cybersecurity in Italy: Strategic focus area

    Get PDF
This volume has been created as a continuation of the previous one, with the aim of outlining a set of focus areas and actions that the Italian Nation research community considers essential. The book touches many aspects of cyber security, ranging from the definition of the infrastructure and controls needed to organize cyberdefence to the actions and technologies to be developed to be better protected, from the identification of the main technologies to be defended to the proposal of a set of horizontal actions for training, awareness raising, and risk management

Debunking in a world of tribes

Social media aggregate people around common interests eliciting collective framing of narratives and worldviews. However, in such a disintermediated environment misinformation is pervasive and attempts to debunk are often undertaken to contrast this trend. In this work, we examine the effectiveness of debunking on Facebook through a quantitative analysis of 54 million users over a time span of five years (Jan 2010, Dec 2014). In particular, we compare how users usually consuming proven (scientific) and unsubstantiated (conspiracy-like) information on Facebook US interact with specific debunking posts. Our findings confirm the existence of echo chambers where users interact primarily with either conspiracy-like or scientific pages. However, both groups interact similarly with the information within their echo chamber. Then, we measure how users from both echo chambers interacted with 50,220 debunking posts accounting for both users consumption patterns and the sentiment expressed in their comments. Sentiment analysis reveals a dominant negativity in the comments to debunking posts. Furthermore, such posts remain mainly confined to the scientific echo chamber. Only few conspiracy users engage with corrections and their liking and commenting rates on conspiracy posts increases after the interaction
