    ANALYSIS OF THE MANAGEMENT AT THE LEVEL OF PUBLIC ADMINISTRATION IN ROMANIA

    The transition dynamic, the status of the Member State of the European Union, as well as the current global economic crisis context, determined new challenges for the Romanian public administration. The article presents an analysis of the management practiced in Romania in 2010, compared with 2009. This analysis is based on the interpretation of a questionnaire’ results, collected from 147 civil servants from central and local public administration from Romania. Based on the analysis, there were identified seven main aspects that require a special attention for improvement of the management in the public administration. These aspects were selected not only due to their importance, but also due to the fact that the improvement of the management in these domains could assure the platform for continuation, speeding up, and sustainability of the reform process, as a whole.local public administration, analysis, management.

    ASPECTS REGARDING job SATISFACTION AND MOTIVATION OF CIVIL SERVANTS IN THE LOCAL PUBLIC ADMINISTRATION IN ROMANIA

    Motivation and satisfaction factors of civil servants are important elements that determine their work performance. This paper aims to analyze some aspects of civil service satisfaction, motivating factors, quality of service relationships at the level of local public administration in Romania. The analysis performed by applying a questionnaire to civil servants from local public administration revealed that the factor that induces the least satisfaction to the civil servants from local public administration is the quality of wage system in the public administration. Equally, employees in the public administration pointed out that political pressure pressure is an element that provides a low degree of satisfaction. By contrast, a high degree of satisfaction is provided by factors such as attention from colleagues, from the management of the institution, and workplace conditions. The most important motivation factor for the civil servants is a better recognition by the society of the importance of work. By contrast, the prospect of a successful career in the public and competition at the institution level for quality work is the most unimportant factors in motivating civil servants. Surprisingly, the salary is only the sixth motivator, even if the monthly income of civil servants is below their expectations.     THE ROLE OF CONSULTATION IN THE REFORM OF ROMANIAN PENITENTIARY SYSTEM

    This article analyses the consultation process and its role in reforming the Romanian penitentiary system. Nowaday, the consultation process is considered an area where innovation and new approaches are most in evidence, involving new groups often ignored. The benefits of consultation are increasingly acknowledged, because it allows the involvement of many stakeholders. In the second part of the paper we analyzed the public consultation practice in Romania, emphasising the necessity of improving the consultation process and the social dialogue by creating a mechanism and developing practices that involve people interested in the consultation process. At the end of the article we have shown the key role of consultation in identifying the penitentiary system issues by means of a questionnaire distributed to the employees and prisoners of the National Penitentiary Agency.     Orice element si orice act al vietii urbane are un continut si un cost energetic. In toate epocile, orasul a fost un loc privilegiat, in care s-a concentrat cererea de energie. Principalele sectoare cu consum energetic, in mediul urban, sunt industria, menajele - la care se adauga in mod traditional sectorul tertiar, deoarece consumurile lor sunt de natura si caracteristici compatibile, si in cele din urma transporturile. Un rationament simplist ne-ar conduce la ideea stabilirii unei corelatii permanente intre dezvoltarea economica, urbanizare si cererea de energie. Insa aceasta corelatie stricta a fost adesea contrazisa in practica. Fara indoiala, nici o forma urbana nu se poate lipsi de un suport energetic, iar acesta din urma este strans modulat prin nivelul de dezvoltare economica si tehnologica.     Poluarea mediului, limitarea resurselor, problemele sociale ne indica nevoia stringenta de management public la nivel teritorial. Agravarea acestor fenomene arata faptul ca statul central isi pierde rolul sau de conducator la nivel local, fapt ce impune un nou mod de abordare din partea statului. Lucrearea de fata isi propune sa prezinte noi instrumente de analiza a teritoriilor si de planificare a viitorului acestora. Planificarea teritoriala trebuie sa fie un instrument de pilotaj contextual care sa vizeze declansarea procesului de autoreglare in scopul autotransformarii sistemelor. O astfel de planificare trebuie sa recurga, de asemenea, la un anumit tip de expertiza care sa nu impuna solutii intr-o maniera verticala si sa aiba la baza atat analize retrospective, cat si prospective, facand apel la competentele de animare si de sinteza a cunostintelor contradictorii. La randul sau , prospectiva reprezinta un mod de reflexie plasata in cadrul campului general al analizelor strategice.     CLASSIFICATION CRITERIA USED AS BASIS FOR AN EFFECTIVE MUNICIPAL PROPERTY MANAGEMENT

    The immediate reality reveals a significant difference in terms of practical use between public and private property management. It can be noticed that the emphasis is placed to a higher extent on the private property management, which is more profit-oriented, compared to the public property management, driven by the public sector’s purpose to achieve the welfare of its citizens. However, during the last years, the interest in assets management has grown also at municipal level. The motivation for applying a strategic municipal property management comes from the necessity to mach the municipal long-term needs for their own use of properties, as well as to use their properties in order to attract investment and promote sustainable socio-economic development of their cities and regions. Referring to the Balkan area, a lack of strategy can be noticed with regard to the real asset management of municipal properties. In order to support the efforts of the municipalities in articulating real asset strategies, a project on “Municipal Property Management in South- Eastern Cities (PROMISE)†is carried on (2009-2012), supported by the ERDF within the South-East Territorial Co-operation Programme. It is expected to contribute to supporting urban environmental sustainability improvement through regeneration programmes, to promoting economic sustainability via the encouragement of innovative investments, to facilitating social sustainability through urban social infrastructure development, as well as to improving social services and social cohesion policies. This paper, derived from the above mentioned project, emphasizes the importance of using the most suitable classification criteria in order to ensure an effective municipal property management. In the beginning a comprehensive international literature review and a structured conceptual clarification are provided, referring to papers like those by Jolicoeur and Barret (2004) and Musil (2006) as having had an important contribution to this topic. Then, specific classification criteria in the case of Romania are pointed out, followed by a discussion on features of assessment extracted from the evaluation practice. The results may contribute to the identification of reliable variables that can be used as a starting point for the strategic management of municipal properties.     During the transition period, in Romania, the dimension of school abandon had risen. The main goals of the study are: to estimate the school abandon rate by each educational level in Romania, to identify the factors which affect school abandon on urban and rural areas and at development regions level; to analyze the causes of earlier school abandon. In the same time, the analysis had also followed the temporal component, by including in the database the last decade statistical information. The school abandon was measured as the difference between the numbers of pupils/students found at the end of the school year and the same category enrolled at the beginning of the same year
