    Indigenous identity, natural resources, and contentious politics in Bolivia: a disaggregated conflict analysis; 2000-2011

    How do natural resources and ethnic identity interact to incite or to mitigate social conflict? This article argues that high-value natural resources can act as an important catalyst for the politicization of ethnic, specifically indigenous identity, and contribute to social conflict as they limit the malleability of identity frames and raise the stakes of confrontations. We test this argument using unique subnational data from Bolivian provinces. Drawing on Bolivian newspaper reports, we code conflict events for all of the 112 provinces from 2000 to 2011. We join this conflict data with information on local ethnic composition from the census, the political representation of ethnic groups at the national level, as well as geo-spatial information on gas deposits.     The 'indigenous native peasant' trinity: imagining a plurinational community in Evo Morales's Bolivia

    Over the last two decades Latin America has been a laboratory for the implementation of new models of state and citizenship. In Bolivia the (neo)liberal multicultural paradigm dominant in the 1990s has recently been replaced by a plurinational paradigm, which implies a deepening of the decentralization process and the strengthening of rights for traditionally marginalized social sectors. This paper describes the process of construction of a plurinational ‘imagined community’ and, in particular, of one of its core narratives: The ‘indigenous native peasant’. I argue that the negotiation of this collective identity and its inclusion as one of the core ideas in the new constitution is the result of a contingent strategy in response to a highly conflictive scenario, which has not been, however, able to trigger a change in the way people identify themselves. Yet in recent years, social movements’ identities have been shaped by centrifugal forces. These forces should be understood as the result of a process of collective actors’ adaptation to institutional and regulatory reforms and contribute to explaining the increase of new intrasocietal conflicts linked to the redefinition of citizenship and territorial boundaries

    Broker Fixed: The Racialized Social Structure and the Subjugation of Indigenous Populations in the Andes

    Responding to calls to return racial analysis to indigenous Latin America, this article moves beyond the prejudicial attitudes of dominant groups to specify how native subordination gets perpetuated as a normal outcome of the organization of society. I argue that a naturalized system of indirect rule racially subordinates native populations through creating the position of mestizo “authoritarian intermediary.” Natives must depend on these cultural brokers for their personhood, while maintaining this privileged position requires facilitating indigenous exploitation. Institutional structures combine with cultural practices to generate a vicious cycle in which increased village intermediary success increases native marginalization. This racialized social structure explains my ethnographic findings that indigenous villagers continued to support the same coterie of mestizos despite their regular and sometimes extreme acts of peculation. My findings about the primacy of race suggest new directions for research into indigenous studies, ethnic mobilizations, and the global dimensions of racial domination

    Recent conflict between indigenous people and a self-styled indigenous state in Bolivia has brought to the fore some of the paradoxes and contradictions within the concept of indigeneity itself. The contemporary politics of state sponsored indigeneity in Bolivia has as much capacity to create new inequalities as it does to address old ones and there is a conceptual deficit in understanding contemporary indigenous rights claims, in particular as they relate to the state. Anthropologists are understandably reluctant to define indigeneity in any objective way, but as indigeneity discourses proliferate, we need some conceptual tools to distinguish between competing rights claims based on indigeneity. I propose a conceptual distinction between inclusive national indigeneity for the majority which seeks to co-opt the state and a concept of indigeneity for a minority which needs protection from the state. Only by looking at the kinds of claims people make through the rhetoric of indigeneity can we make sense of such indigenous conflict in Bolivia and elsewhere

    The paths to autonomy: plurinational reform and indigenous governance in contemporary Bolivia

    In Bolivia, national reforms of the Movement Towards Socialism (MAS) government, which purport to devolve power to indigenous communities, generated disagreement among the local authorities of the highland indigenous community of Bolívar province. This paper examines why this conflict occurred and how it illustrates some of the paradoxical consequences of the MAS’ project of ‘plurinational’ reform. This situation can be explained through understanding the legacy of administrative and territorial reforms of Bolivia’s ‘neoliberal’ period and how these have shaped the local system of government and the perspectives of its leaders
