Electromagnetic emission in mineral and rock dehydration
The article considers regularities of radiofrequency electromagnetic radiation from minerals and rocks, with samples being heated in a vacuum to 20Β° C- 1000Β° C. The examples of electromagnetic emission correlation with electric conductivity, thermoluminescence and thermographic analysis during physic-chemical processes resulting from diagenesis, catagenesis and metagenesis have been provided
Theoretical principles of petroleum hydrogeology of the West Siberian megabasin (WSMB)
Comprehensive study of the chemical and gas composition, temperatures, levels, pressure of deep underground water in deep wells is associated with the beginning of the systematic development of the oil and gas potential in Western Siberia and the first discovery of large deposits here. The development of new branches of hydrogeology is due to the fact of more and more available data. Thus, fundamental understandings of the WSMB hydrogeological conditions are being translated into new theories. Geodynamically, the WSMB structure was revised and based on hydrogeological data, regional and local prediction of oil and gas occurrence exploration criteria were developed. Based on the dispersion halo water-dissolved substance theory, exploration methodology of "neglected" deposits were formulated, conceptual issues of technogenic changes of oil and gas hydrogeosphere areas were being developed
Assessment of fresh groundwater vulnerability to contamination caused by production operations in oil and gas fields of Nizhnevartovsk Region (Western Siberia)
Groundwater quality is possible to provide under the condition of aquifers effective protection from surface contamination and bottom pollution prevention in the areas of intense oil-gas production operations. Qualitative and quantitative assessment of groundwater vulnerability is based on regional characteristics of lithological composition and thickness of impermeable deposits in unsaturated zone and overlying deposits. The correlation of head and water table levels, absorption capacity of soils and clay rocks are also considered. An integrated approach to natural vulnerability analysis of groundwater has been presented. It suggests a combination of three most common methods. Based on performed calculations, the map has been made to plot fresh groundwater vulnerability of Atlym-Novomikhailovsk aquifer system (Nizhnevaryovsk Region, Khanty-Mansiysk Autonomus Okrug)
Ecologization of water-land property matters on the territory of the Tom lower course
In the present paper the water-land property complex is considered as a strategic resource of the city development. The formulated question is expounded through the example of water-land property complex usage on the territory of the Tom lower course for land-use planning and developing the systems of water recourses management and land tenure. Consequences of liquid radioactive waste (LRW) landfilling are investigated in terms of arable farming. Also, forming a water budget of the soils spread on the area of the Tomsk underground water supply cone of depression and its role in the development of agricultural industry are studied. The main aspect of the analysis is the incorporation of social, economic, and ecological requirements for the system of life-supporting branches of municipal economy and social services. As far as the system of land tax payments plays an important role in land property complex management, the common issues and tendencies are specified in the paper. These problems are concerned with the inadequate incorporation of an ecological constituent in the methods of cadastral valuation of lands, as well as the situation of the narrow area of its results usage in the Russian Federation. Natural factors (hydrological, territorial, geological (geomorphologic) territory conditions) are combined by the authors into a special group. These factors should be reflected in the results of cadastral valuation. Also, in order to protect the interests of water consumers, it is offered to establish the Water Consumers Association based on the international experience of such countries as Spain and Uzbekistan
Ecologization of cadastral valuation of lands for sustainable development of urbanized lands
The relevance of the research caused by the fact that cadastral valuation of lands is an important element of land and water management, so accuracy and quality of its results are significant both for development of scientific and methodological basis of estimates and in practice, in the field of land and water management of urbanized lands for its sustainable development. The paper considers land evaluation not only as a specific task but as the developing system of estimations based on the concept of ecologization as well. The main aim of the research is to analyze the results and consequences of cadastral estimations for its past three rounds; to propose the approaches to cost estimations of urbanized lands taking into account the foundations of ecologization. Methods: theoretical analysis of studying and generalization and other common analytical methods. Results. The authors have determined the problems of insufficient consideration of an ecological component in the techniques of cadastral land valuation as well as the narrowness in application of the cadastral valuation results. As a result of the analysis, the authors singled natural factors relevant for Tomsk and Tomsk region, defining the cadastral value. The future use of the results of valuation considering this group of factors is stated not only for taxation but also for the robustness indication of the development of economical, ecological and social systems of urbanized lands

Redevelopment as a means of urban land use planning ecologization
The relevance of the work is determined by spread of urban density residential of public and business destination in central parts of Russian cities if there are areas which are occupied by inactive industrial facilities. Intensification of urban development activities in Tomsk entailed the need to change the general plan of the urban area and the road network plan and the prospect of creating Tomsk agglomeration require ecologization approaches to land development. The objectives of the work are to identify and to analyze the spatial planning ecologization problems in Tomsk and to propose a hypothesis on the effectiveness of redevelopment projects. Research methods: comparative analysis, historical and logical analysis, and other analytical methods. The results: The authors have identified the problems of urban space ecologization in terms of land and property complexes management as well as the problems of development and normative legal regulation of the redevelopment institute. The paper introduces the term Β«redevelopmentΒ» in terms of urban areas zoning. The main areas of Tomsk occupied by valid and invalid industrial facilities were identified. The authors proposed methodological approaches to evaluate the effectiveness of redevelopment projects. Issues of planning and forming engineering infrastructure withinthe territory of Tomsk in terms of reforming land legislation
The research is relevant due to the fact that solution of current reliability and exhaustion problems of engineering facility operation is considered to be one of the main indicators of engineering infrastructure development level as well as the life quality level. The occurring changes severely limit an opportunity for formation and assignment of land parcels for the purpose of engineering facilities construction, whereas these changes are related to fundamental changes of a legal basis of urban activity and land planning. To assess the current situation, a thorough analysis of urban procedures for placing linear objects has been conducted. The issues of identification, modernization and comprehensive development of public infrastructure systems are closely linked to the issues of land-use planning, and this development requires the improvement of technical state of engineering systems as well as actualization of cartographic (topographic) data. The issues at hand are essential for Tomsk. According to this, the paper reveals the issues of planning and formation of engineering infrastructure on the example of Tomsk. The aim of the research is to provide an analysis of the urban development procedures of placing linear objects on urban areas. Another aim is to reveal variants, which can implement the construction of linear objects in terms of significant reforming of urban and land law in respect of placing the linear objects of the engineering infrastructure.Β The applied methods are the theoretical analyses of research, integration, synthesis, comparison, classification, tabular data presentation and expert assessment alongside with other general analytical methods. As a result of the conducted analysis of the current legislation, the authors formed a system of procedures for linear object placement within the territory of Tomsk and Tomsk region on the basis of admission for land plots use. Beyond this, the authors proposed a system of procedures for linear objects construction permit whereas this construction is envisioned by the planning permission and the land demarcation project. It was determined that the government has given the priority to the planning permission and the land demarcation project in decision-making on issues related to urban land use. The authors proposed the measures on eliminating contradictions with regard to the issues of planning and placing the engineering infrastructure objects in the projects of planning permission and land demarcation providing the high-quality and relevant information on operational plans about all the utilities in Tomsk. The operational plans represent the main basis of the municipal geoinformational and cadastral information systems

Features of deformation monitoring of engineering structures in permafrost conditions
Relevance. Nowadays the list of engineering geodetic survey with the soils with seasonal frost, which has been developed and applied now, require further studies of permafrost soils relating to development of technique of generating geodetic control and delivering stability of this control sections at different stages of its development. These issues are of great importance at construction and operation of energy sites at permafrost soils. The aim of the research is to develop and introduce the process chart of developing stable field compilation survey under conditions of permafrost soils at Nyagan and Seversk District Power Plants (Nyagan, Khanty-Mansiisk autonomous district). Subjects: ground benchmarks, construction netting items, fundamental geodetic points, general geodetic points, permafrost soils. Methods: free station method, back linear-angular sight, satellite observations, determination of space position of cooling tower frame, geometric levelling by short beams, observation over precipitation and deformation of buildings, constructions and main equipment. Results. The authors have proposed the processing chart of geodetic monitoring in permafrost soils. The paper introduces the diagram of fundamental geodetic point, which is capable of conserving stable space position during construction and installation activities and at operation of power plants.
