Abstract: After the approval of Declaration of Independence (August 27, 1991), Republic of Moldova lives in the hope to strengthen its place among the democratic nations of the world and create a new socio-economic system. The formation of the new economic system passes through a difficult stage of the country’s joint efforts with those of the international community. The article is meditated on the development of national economy, the spatial orientation of trade relations, and the vector integration of the national economy. The authors come up with some proposals that would accelerate and streamline of the process of implementation of the Association Agreement and the subsequent integration of the national economy in the European Union

CONSUMER ECONOMY AND ITS ALTERNATIVES

Abstract: Wrong economic growth doctrine based, primarily, on social consumption, did not give a positive expected effect from the implemented reforms in the recent years. In this paper it is proposed a real change of the doctrine of economic development, perspectively, and namely: the main emphasis is put on the priority development of agro-industrial exporter system by strengthening of research activity and development of this field by innovation and technology transfer oriented toward deep processing of the competitive and efficient agricultural production for export. The achievement of these priorities will significantly increase the local economic potential and will bring out economy from decline, creating a solid financial and economic basis for reduction of the poverty and increasion of the standard of living of the population

BENCHMARKING - NECESSARY TOOL IN SETTING THE OBJECTIVES OF QUALITY IMPROVEMENT IN EDUCATION

Abstract: Permanent optimization of processes for improving the quality of products, with reasonable financial costs, is a constant target for the management of any organization that wants to be well placed in the top of customer preferences. Don’t make exception from these requirements any education units, of all levels. Even if the Romanian preuniversity education system doesn’t benefit, yet, from a wide-ranging autonomy, which would allow the application of several specific managerial tools to a competitive environment, there are enought internal processes in which it can be interfered to improve the results. One such tool, very useful in management, is the application of the benchmarking, a process that helps to identify and use the good practices of some education units that are in a better situation than the one who proposes application of this process

VIEWS REGARDING THE IMPLEMENTATION OF THE NEW SYSTEM OF BUDGETING ELABORATION OF ADMINISTRATIV-TERRITORIAL UNITS

Abstract: In this article there are presented the views of the author, who has studied the implementation of the new system of budgeting administrative-territorial units in Riscani and Ocnita districts which have undergone piloting for 2014 year. In the result of the analysis performed by a set of quantitative and qualitative indicators, using the process of comparison of the new and the old system, the author summarizes some opinions, which list the advantages and disadvantages of the new one. Overall, the author concludes that the new local budgeting system leads to strengthening of financial autonomy and raises the responsibility of local authorities for capitalization of the new sources of incomes to the local budget

THE ASSESSMENT OF THE DEVELOPMENT PHASES OF TRANSNATIONAL CORPORATIONS

Abstract: The present study is focused on the analysis of the particularities of the development of the transnational corporations starting with their appearance, which from the historical point of view has passed through several phases. Generalizing the scientific literature study that has been done, was identified the consecutiveness development of the transnational corporations in five major phases. Thus, all large companies are treated as international companies, because by increasing the liberalization of international economic relations is triggered the process of opening the global market and international division of labour. Along with financial capital and technology, TNC transfer through the entrepreneurial capital of the receiver economy and managerial-organizational skills, influencing the competitiveness of firms and the economic performance of host countries

THE ANCIENT FOUNDATION’S CONCEPT OF THE FAIR RELATIONS OF PRODUCTION AND DISTRIBUTION

Abstract: The article discusses about the development of philosophical concepts, motivation and fair protection of national-public interests of the state and the population. Particular attention is given to the contribution to solving the problem from outstanding creative personalities of ancient Greece. For ancient thinkers gathering knowledge and its use for reasonable welfare of the country and citizens is higher than any other activity. Contemporary issues of fair relations of production and distribution remain popular in most countries, including the Republic of Moldova which recently became an independent state. Conceptual approaches can be used to develop strategies and tactics of motivating the fair protection of national-public interests of the state and the population, both in law and in their practical implementation
