governance problems and decision-making needs
Researchers and policy makers agreed that we need to take measures now to
respond to climate change impacts in the future. As the EU, its Member States
and regions start to organise their adaptation efforts, it is important to
understand the institutional contexts and potential challenges that might
arise in the course of developing and implementing adaptation policies. This
paper gives an overview of governance problems and decision-making needs that
policy makers currently face. Based on empirical research in eight European
countries, we mapped out the institutional context in which adaptation
decisions are made and identified ten categories of needs as perceived by core
policy-makers. We found no significant patterns as to why certain countries
have specific needs, but there are indications that the needs change during
the adaptation planning process and that Central and Eastern European
countries might benefit from EU coordination efforts
Electron spin lattice relaxation in some metal dithiolence matrices with 63Cu(II) centres
Temperature dependence of the electron spin-lattice relaxation time T1, of 63Cu doped metal dithio;ene matrices were studied by coninuous wave and time-domain EPR methods. Measurements were made in the temperture range from 10-300K for (n-Bu4N)2 Pt(dtsq), (n-Bu4N)2 Pt(dcmdtcroc)2, (n-Bu4N2 Pd(dtcroc)2 and (n-Bu4N)2 'Ni(mnt)2 Matrices where (dtsq) is dithiosquarate (dcmdtcroc) is dicyanomethylinedithiocrocanate, (dtcroc) is dithiocrocanate and (mnt) is maleonitriledithiolate. In all systems T1 seems to be of the order of a few μs above 80K. In (n-Bu4N)2[63Cu/Pt(dcmdt croc)2], the T1 values have been found to vary between 0.52 and 770 μs between 300K and 20K, respectively. The temperature dependence of the electron spin-lattice relaxation rate is about T3. Temperature-dependent T1 values thus obtained have been interpreted in terms of both direct and Raman processes
Bridged loopâgap resonator: A resonant structure for pulsed ESR transparent to highâfrequency radiation
A new and inexpensive Xâband resonator structure for pulsed electronâspin resonance and electronânuclearâdoubleâresonance applications is introduced. The resonator consists of a bridged loop structure and is distinguished by a good reproducibility and reliability. It has a high filling factor and an adjustable Q value and is transparent to radio frequency fields with an upper limit >100 MHz. The inner diameter of 5 mm allows convenient sample access of standard 4âmm quartz tubes in the temperature range between 4 and 300 K. Numerical computations of the resonant frequencies, the Q values, and the threeâdimensional distributions of the electromagnetic fields are presented. They are based on a discretization method for the solution of Maxwellâs equations and include all dielectric elements of the resonator structure. The field homogeneity in the sample area and the influence of the dimensions and the thickness of the metallic layers on field intensity, quality factor, and resonant frequency are determined experimentally. The performance of the resonator is demonstrated by a novel fieldâswept echoâinduced electronâspinâresonance experiment with jumping magnetic field vectors
