    'This paper addresses model design and data-related issues pertaining to the use of risk assessment models in support of conflict early warning systems. The paper first examines the data needed for risk assessment models. It argues that there are actually two types of data that we must collect and use: data to determine the theories that best explain the outbreak or escalation of violent conflict and data corresponding to variables that have been demonstrated to have predictive power and thus are appropriate for use in a risk assessment model. With respect to intrastate conflicts there remains a dearth of data of the first type that is only slowly being corrected. Collecting data of the second type will continue to be an inefficient process until better theories have been formulated and tested with the first type of data. The paper then examines a number of models germane to risk assessment and conflict early warning. It finds that except for one class of models, so-called correlational models, there has been only limited work done even though the alternatives appear to have promise.' (author's abstract)'In diesem Beitrag werden Modellierungsfragen und Datenprobleme in bezug auf den Nutzen sogenannter Risk-Assessment-Modelle zur Unterstuetzung von Fruehwarnsystemen behandelt. Zunaechst wird generell die Datenlage ueberprueft und dargelegt, dass zwei Typen von Daten von besonderer Bedeutung sind: einerseits Daten, die zur Erklaerung des Auftretens und der Eskalation gewaltsamer Konflikte herangezogen werden koennen, andererseits Daten, die sich fuer die Fundierung von Risk-Assessment-Modellen eignen. Waehrend beim ersten Typus vor allem ein eklatanter Mangel an Daten ueber innerstaatliche Konflikte herrscht, wirft der zweite Typ von Daten das Problem auf, dass das Generieren immer neuer Daten ein wirkungsloses Unterfangen bleibt, solange es keine theoretische Klarheit ueber die Prozess- und Strukturbedingungen von Gewalt gibt. Abschliessend werden noch einige zentrale Modelle vorgestellt, die sich mit dem Risk-Assessment und der Fruehwarnung befassen. Es wird gezeigt, dass - mit Ausnahme von Korrelationsmodellierungen - nur sehr begrenzte Fortschritte zu verzeichnen sind.' The event took place at the Georgia Tech Hotel and Conference Center on March 31, 2008 recognizing recipients of the Ivan Allen Jr. Legacy Awards: the Award for Progress and Service, and the Essay Award. IAC Assistant Dean Peter Brecke introduced the college’s programs and goals. Brecke was followed by IAC Assistant Dean Susan Cozzens, who described the nature of the Ivan Allen Jr. Legacy Awards. These awards are presented to those who the IAC feels best represents the "spirit of civic leadership" that Mayor Ivan Allen possessed. Recipients of the Legacy Awards for Student, Faculty, Alumni and Essay Contest, respectively, were Amanda Meng, current president of the IAC Student Activities Board, HTS Professor Greg Nobles and Jackson Jarrell Pair, who graduated from Tech in 1997 with degrees in Human-Computer Interaction, International Affairs and Computer Engineering. The Essay Contest winner was Kaitlyn Whiteside, an incoming HTS student. Dean Rosser congratulated President Clough on his new position as Secretary of the Smithsonian Institute, and thanked him for his support of the IAC. Clough was presented with an Honorary Ivan Allen Jr. Award for Progress and Service. The winner of the Award for Progress and Service was Ted Turner, a major leader in business, mass media, sports and philanthropy
