    The aim of this thesis is the study of the planned intervention at the education-training level. Aware of the difficulties facing traditional planning, we tried to find alternative planning methodologies. We presented the difficulties of traditional methods to forecast multiple and uncertain futures, namely in present day and deeply changing societies. After reviewing and criticizing the constraints of this kind of planning, we present an alternative, but also complementary approach, usually designated as prospective approach. Through its qualitative and systemic premises, the prospective adds to the education-training strategical planning. Considering others factors than those quantifiable imposed criticizing some of the economical approaches of the education-training relation. Thus we show the contributions and constraints of the approaches centered either in job offer or demand, using either of them as the discriminatory variable for education-training. We confront these approaches with the idea of a multidimensional job system, in which planning can the interests of social agents and the plurality of intervention levels.
