Trade Liberalization and Trade Performance of Environmental Goods: Evidence from Asia-Pacific Economic Cooperation Members
In this article, we study the impact of trade liberalization, including reductions in both tariff and nontariff trade barriers, on environmental goods (EGs) exports. Using bilateral trade data from 20 Asia-Pacific Economic Cooperation members, we find that tariff reduction in an exporting country has a larger positive impact on its exports of EGs than tariff reduction in an importing country. Our results also show that a lower nontariff barrier in an importing country increases its imports of EGs. A considerable amount of heterogeneity also exists in subsample results based on countries’ income levels
The Nature of the Defects in Phosphate-Based Glasses Induced by Gamma Radiation
Final optics assembly is one of the most important parts in high energy and large-scale laser systems like US National Ignition Facility and SG III in China. Those final optics assembly are facing some severe tests, like the laser-induced damage caused by 3ω (351 nm) laser irradiation. Meanwhile, the irradiation of gamma ray and X-rays, will also cause the changes of optical properties in the investigated multi-component phosphate glasses that have potential use in novel color separation optics in high power laser facilities. These changes of optical properties are associated with the defects induced by gamma radiation. In details, some defects contribute to the absorption in the UV region, which will deteriorate their UV performance. However, some of the induced defects can be eliminated by thermal treatment due to the release and capture of the electrons in conduction band. Besides, the doped Fe, Co, B, Ce and Sb will also affect the defect-state in phosphate-based glasses. In details, gamma radiation resistances of the phosphate glass can be greatly improved by CeO2 and Sb2O3 co-doping, and the introduction of B2O3 reduces the connectivity of phosphate chains and thus increases the concentration of PO3-EC and PO4-EC defects

IntraÂmolecular O—H⋯N hydrogen bonds influence the molÂecular conformation of the main molÂecule, and the two benzene rings form a dihedral angle of 10.55 (18)°. Distributionally Robust Variational Quantum Algorithms with Shifted Noise
Given their potential to demonstrate near-term quantum advantage, variational
quantum algorithms (VQAs) have been extensively studied. Although numerous
techniques have been developed for VQA parameter optimization, it remains a
significant challenge. A practical issue is the high sensitivity of quantum
noise to environmental changes, and its propensity to shift in real time. This
presents a critical problem as an optimized VQA ansatz may not perform
effectively under a different noise environment. For the first time, we explore
how to optimize VQA parameters to be robust against unknown shifted noise. We
model the noise level as a random variable with an unknown probability density
function (PDF), and we assume that the PDF may shift within an uncertainty set.
This assumption guides us to formulate a distributionally robust optimization
problem, with the goal of finding parameters that maintain effectiveness under
shifted noise. We utilize a distributionally robust Bayesian optimization
solver for our proposed formulation. This provides numerical evidence in both
the Quantum Approximate Optimization Algorithm (QAOA) and the Variational
Quantum Eigensolver (VQE) with hardware-efficient ansatz, indicating that we
can identify parameters that perform more robustly under shifted noise. We
regard this work as the first step towards improving the reliability of VQAs
