    A National Study of Immigration Detention in the United States

    Amidst growing reports of abuses and rights violations in immigration detention, the Trump administration has sought to expand the use of immigration detention to facilitate its deportation policy. This study offers the first comprehensive empirical analysis of U.S. immigration detention at the national level. Drawing on administrative records and geocoded data pertaining to all noncitizens who were detained by U.S. Immigration and Customs Enforcement in fiscal year 2015, we examine who the detainees are, where they were held, and what happened to them. The bulk of the detained population consisted of men (79%) and individuals from Mexico, El Salvador, Guatemala, and Honduras (together, 89%). Over 59,000, or about 17%, of the detainees were juveniles under the age of eighteen. Every state in the United States had one or more facility, with Texas and California having the highest number of facilities and detainees. Detention in privately operated facilities and in remote locations was common. We analyze three key detention outcomes: detention length, inter-facility transfers, and facility-related grievances. The average detention length for adults released in fiscal year 2015 was thirty-eight days, though tens of thousands were detained for many months or years. A majority of these detainees experienced one or more inter-facility transfers, many involving movements across cities, states, and federal judicial circuits. In fiscal year 2015, the Detention Reporting and Information Line received over 48,800 facility-related grievances, a majority of which concerned issues pertaining to access to legal counsel and basic immigration case information. We find that detention outcomes vary significantly across facility operator types (private versus non-private) and facility locations (within or outside of major urban areas). Specifically, our multivariate regression analyses show that confinement in privately operated facilities is associated with significantly longer detention and a higher number of grievances. We find a similar pattern of results for confinement in facilities located outside of major urban areas. On the other hand, confinement in privately operated facilities, and confinement in facilities located outside of major urban areas, respectively, are associated with lower risks of inter-facility transfers. These findings provide an important foundation for ongoing public discourse and policy discussions on the expanded use of detention as an immigration enforcement strategy

    Priorities and Preconditions for Successful Investment in Smallholder Agriculture in Sub-Saharan Africa

    In the past couple of years, there has been resurgence in interest in smallholder agriculture as a potential driver for growth and poverty reduction in Sub-Saharan Africa. However, there remains considerable skepticism as to whether public investment in smallholder agriculture will lead to the desired growth and poverty reduction, given a general pessimism about "absorptive capacity" for (public) investment in Africa, the perception of failure of past agricultural investment and the observation that current conditions are unconducive to agricultural growth in Africa. This paper combines experiences of two UK-based NGOs dedicated to promoting smallholder agriculture and strengthening rural livelihoods in Africa with insights from academic literature on African agriculture and rural markets to set out an agenda for investment in smallholder agriculture in Africa. It identifies priorities for public investment, but also key issues related to "absorptive capacity" that need to be addressed if such investment is to succeed in generating agricultural growth and poverty reduction. Particular emphasis is placed on: a) investment in human and organisational capacity of smallholder farmers; b) investment in coordinated service provision to equip producers to respond to evolving market opportunities; c) the process of developing and implementing credible agricultural development strategies at both national and local level, and; d) reform of Ministries of Agriculture to support this process.International Development,

    Twenty-four-nucleotide siRNAs produce heritable trans-chromosomal methylation in F1 Arabidopsis hybrids

    Hybrid Arabidopsis plants undergo epigenetic reprogramming producing decreased levels of 24-nt siRNAs and altered patterns of DNAmethylation that can affect gene expression. Driving the changes in methylation are the processes trans-chromosomal methylation (TCM) and trans-chromosomal demethylation (TCdM). In TCM/TCdM the methylation state of one allele is altered to resemble the other allele.We show that Pol IV-dependent sRNAs are required to establish TCM events. The changes in DNA methylation and the associated changes in sRNA levels in the F1 hybrid can be maintained in subsequent generations and affect hundreds of regions in the F2 epigenome. The inheritance of these altered epigenetic states varies in F2 individuals, resulting in individuals with genetically identical loci displaying different epigenetic states and gene expression profiles. The change in methylation at these regions is associated with the presence of sRNAs. Lociwithout any sRNA activity can have alteredmethylation states, suggesting that a sRNA-independent mechanism may also contribute to the altered methylation state of the F1 and F2 generations

    A measurement of the cosmological mass density from clustering in the 2dF Galaxy Redshift Survey

    The large-scale structure in the distribution of galaxies is thought to arise from the gravitational instability of small fluctuations in the initial density field of the Universe. A key test of this hypothesis is that forming superclusters of galaxies should generate a systematic infall of other galaxies. This would be evident in the pattern of recessional velocities, causing an anisotropy in the inferred spatial clustering of galaxies. Here we report a precise measurement of this clustering, using the redshifts of more than 141,000 galaxies from the two-degree-field (2dF) galaxy redshift survey. We determine the parameter β = Ω0.6/b = 0.43 +/- 0.07, where Ω is the total mass-density parameter of the Universe and b is a measure of the `bias' of the luminous galaxies in the survey. (Bias is the difference between the clustering of visible galaxies and of the total mass, most of which is dark.) Combined with the anisotropy of the cosmic microwave background, our results favour a low-density Universe with Ω ~ 0.3

    Hormone-regulated defense and stress response networks contribute to heterosis in Arabidopsis F1 hybrids

    Plant hybrids are extensively used in agriculture to deliver increases in yields, yet the molecular basis of their superior performance (heterosis) is not well understood. Our transcriptome analysis of a number of Arabidopsis F1 hybrids identified changes to defense and stress response gene expression consistent with a reduction in basal defense levels. Given the reported antagonism between plant immunity and growth, we suggest that these altered patterns of expression contribute to the greater growth of the hybrids. The altered patterns of expression in the hybrids indicate decreases to the salicylic acid (SA) biosynthesis pathway and increases in the auxin [indole-3-acetic acid (IAA)] biosynthesis pathway. SA and IAA are hormones known to control stress and defense responses as well as plant growth. We found that IAA-targeted gene activity is frequently increased in hybrids, correlating with a common heterotic phenotype of greater leaf cell numbers. Reduced SA concentration and target gene responses occur in the larger hybrids and promote increased leaf cell size. We demonstrated the importance of SA action to the hybrid phenotype by manipulating endogenous SA concentrations. Increasing SA diminished heterosis in SA-reduced hybrids, whereas decreasing SA promoted growth in some hybrids and phenocopied aspects of hybrid vigor in parental lines. Pseudomonas syringae infection of hybrids demonstrated that the reductions in basal defense gene activity in these hybrids does not necessarily compromise their ability to mount a defense response comparable to the parents

    Evidence for Large-Scale Structure at z=2.4 From Lyman-alpha Imaging

    We present deep wide-field medium-band imaging in redshifted Lyman alpha of fields surrounding HST detections of faint emitters, to characterize their larger-scale environment. The radio galaxy 53W002 was previously found to be part of a rich grouping at z=2.39, including 5 confirmed, compact, star-forming objects. This is now shown to be part of a larger structure traced by bright AGN, all contained within a projected span of 6.8 arcmin (3.2 Mpc). Of the 14 candidate emitters, six have been spectroscopically confirmed as active nuclei in the range z=2.390 +/- 0.008. Various statistical tests give a significance of 95-99% for the reality of this structure on the sky. This grouping is more extended than a relaxed King model, at the 90% confidence level. Either this configuration has yet to decouple fully from the Hubble expansion, or it consists of subgroups which will themselves form a more compact, relaxed structure. The redshift range for measured members is comparable to the Hubble flow across the structure, which may imply that the structure is seen near turnaround. We surveyed two additional fields at z=2.4, and three contiguous fields at z=2.6. Only a single candidate at z=2.4 was found, with six at z=2.6. Comparison with the WFPC2 surveys suggests that the field-to-field contrast is larger for brighter objects. From this survey alone, groupings such as the 53W002 "cluster" must have an area covering fraction <0.04 in this redshift range.Comment: 28 pages including 8 figures, uses aaspp4.sty.
