    The Implications of Managing the Implementation of Sapard Program in Cluj County

    <p> </p><p>Starting with the importance of allocation ofthe SAPARD funds (Special Accession Programfor Agriculture and Rural Development) beforeRomania’s adherence to the European Union andthe conclusions drawn from the implementationof this program in the county of Cluj, this paperexamines the correlation between the territorialdistribution and the conditions required from villagescomponents for the countryside development.The development conditions were assessedthrough 12 indicators, organized in 4 groups offactors (,,demographics”, ,,isolation”,,,economy”,,,infrastructure” and other ,,social factors”) evaluatedon a 100 points scale synthesized in a ,,Globalindex of the development conditions” for eachcommune in part.The distribution of funds, of their projectsand their value, both overall and on the variouscomponents measures were examined in the 75communes of Cluj County, grouped in three mainareas of rural realm: the deeply rural, intermediaterural and suburban rural.The resulting disparities led to the formulation ofpossible improving measures for the implementationof funds such as SAPARD, that continue to beallocated in the period after the integration.</p

    An Eploratory Analysis of the Management Capacity Within the Local Public Administration from Romania

    The present paper aims at analyzing the development level of the management capacity within the local public institutions from Romania. The purpose and the objectives of the paper are to emphasize the general picture of the management capacity of the local public institutions, respectively to highlight not only the main characteristics of the management capacity but also the major factors that influence the development level of this capacity. The results of the research presented in the paper show that at least the management capacity from the local public institutions is influenced by a number of factors.</p

    Factors that influence the adoption of the Internet of Things in tourism by Romanian consumers

    The study examines the causal relationship between the level of IoT adoption in tourism services and trust in these systems, on the one hand, and individual internal consumer behaviours, on the other. Influencing factors are grouped into six categories: awareness, confidentiality and safety, cost, convenience, social influence, and habits. Each category is described by several items, and the correctness of their aggregation is tested with the Cronbach's alpha coefficient. The dependent variable is defined on an ordinal scale, to be able to progressively evaluate the degree of IoT adoption. The research methodology uses the ordered multinomial logit model, applied to a database of 431 tourists from Romania. The main results show the significant influence of behavioural variables related to awareness, convenience, habits, and cost. Among the socio-demographic factors, the role of age and education was highlighted. The conclusions of the study make policy recommendations necessary for the development of IoT systems in tourism industry

    Territorial Distribution of EU Funds Allocation for Developments of Rural Romania during 2014–2020

    This study uses cross-section regressions and spatial econometrics techniques to identify determinants of rural development project implementation based on the Common Agriculture Policy (CAP) of the European Union. For this, we use 40 Romanian counties. Results show that agricultural land abundancy and land concentration degree are significant positive factors. On the contrary, the local human development level is a negative determinant, low values for this factor being an incentive to compensate the lack of own resources through European funding. No significant effects of the average salary or population density were depicted. Spatial analysis indicates contagion and diffusion processes for fund accession through projects. This behavior is like that in other financial sectors, in which human behavior is a decisive factor, such as the insurance one. A West–East clusterization process is identified for the total project value, conditioned by the identified factors
