Mind the Gap: Exploring the Challenges and Opportunities for Social Enterprise in Vietnam
Social enterprise is a maturing area of activity within the development sector, and in Vietnam the sector has expanded significantly over the last thirty years, providing social services to communities and individuals experiencing socio-economic exclusion. Initially growing in a legislative vacuum, social enterprise currently appears to be flourishing following recognition by the state. However, the sector now faces new challenges as it matures. With Vietnam’s attainment of middle-income status, the international development funding previously available is now limited and the focus is on capacity and viability. Based on findings from interviews with representatives from a wide range of social enterprises and support organizations we explore the challenges and opportunities for future development, finding that there continues to be significant opportunity for both the augmentation of the sector and its impact. Through analysing the influence of a changing international development environment on evolving government policy, we provide new insights into the thoughts and perceptions of social enterprise sector practitioners. Recognizing that policy change has not resulted in effective local implementation, we suggest that government action is now needed to fill that gap, by supporting new start-ups, prospective social enterprises, and those established enterprises which are striving for viability and increased impact
ISGRI: the INTEGRAL Soft Gamma-Ray Imager
For the first time in the history of high energy astronomy, a large CdTe
gamma-ray camera is operating in space. ISGRI is the low-energy camera of the
IBIS telescope on board the INTEGRAL satellite. This paper details its design
and its in-flight behavior and performances. Having a sensitive area of 2621
cm with a spatial resolution of 4.6 mm, a low threshold around 12 keV and
an energy resolution of 8% at 60 keV, ISGRI shows absolutely no signs of
degradation after 9 months in orbit. All aspects of its in-flight behavior and
scientific performance are fully nominal, and in particular the observed
background level confirms the expected sensitivity of 1 milliCrab for a 10s

Pour une démocratie socio-environnementale : cadre pour une plate-forme participative « transition écologique »

Bréger (dir), Inida, San José, 2014, pp. 87-111.International audienceL’anthropocène triomphant actuel, avec ses forçages environnementaux et sociaux, est à l’origine de l’accélération des dégradations des milieux de vie sur Terre et de l’accentuation des tensions sociales et géopolitiques. Passer à un anthropocène de gestion équitable, informé et sobre vis-à-vis de toutes les ressources et dans tous les secteurs d’activité (slow anthropocene), impose une analyse préalable sur l’ensemble des activités et des rapports humains. Cette transition dite « écologique », mais en réalité à la fois sociétale et écologique, est tout sauf un ajustement technique de secteurs dits prioritaires et technocratiques. Elle est avant tout culturelle, politique et philosophique au sens propre du terme. Elle est un horizon pour des trajectoires de développement humain, pour des constructions sociales et économiques, censées redéfinir socialement richesse, bien-être, travail etc. La dénomination « transition écologique » est largement véhiculée, mais ses bases conceptuelles ne sont pas entièrement acquises ni même élaborées. Dans ce contexte, les étudiants en première année de Master BioSciences à l’Ecole Normale Supérieure (ENS) de Lyon ont préparé une première étude analytique de ce changement radical et global de société pour mieux comprendre dans quelle société ils souhaitent vivre, en donnant du sens aux activités humaines présentes et à venir. Une trentaine de dossiers sur divers secteurs d’activités et acteurs de la société ont été produits et ont servis de support à cette synthèse. Plus largement, le but est de construire un socle conceptuel et une plate-forme de travail sur lesquels les questions de fond, mais aussi opérationnelles, peuvent être posées et étudiées en permanence. Groundfish overfishing, diatom decline, and the marine silica cycle : lessons from Saanich Inlet, Canada, and the Baltic Sea cod crash

The definitive version was published in Global Biogeochemical Cycles 23 (2009): GB4032, doi:10.1029/2008GB003416.In this study, we link groundfish activity to the marine silica cycle and suggest that the drastic mid-1980s crash of the Baltic Sea cod (Gadus morhua) population triggered a cascade of events leading to decrease in dissolved silica (DSi) and diatom abundance in the water. We suggest that this seemingly unrelated sequence of events was caused by a marked decline in sediment resuspension associated with reduced groundfish activity resulting from the cod crash. In a study in Saanich Inlet, British Columbia, Canada, we discovered that, by resuspending bottom sediments, groundfish triple DSi fluxes from the sediments and reduce silica accumulation therein. Using these findings and the available oceanographic and environmental data from the Baltic Sea, we estimate that overfishing and recruitment failure of Baltic cod reduced by 20% the DSi supply from bottom sediments to the surface water leading to a decline in the diatom population in the Baltic Sea. The major importance of the marginal ocean in the marine silica cycle and the associated high population density of groundfish suggest that groundfish play a major role in the silica cycle. We postulate that dwindling groundfish populations caused by anthropogenic perturbations, e.g., overfishing and bottom water anoxia, may cause shifts in marine phytoplankton communities.We acknowledge the VENUS Project, University of Victoria, for supporting the ship and submersible time for field experiments and USGS, CMGP, for support to J.C. Technology roadmap for cold-atoms based quantum inertial sensor in space
Recent developments in quantum technology have resulted in a new generation of sensors for measuring inertial quantities, such as acceleration and rotation. These sensors can exhibit unprecedented sensitivity and accuracy when operated in space, where the free-fall interrogation time can be extended at will and where the environment noise is minimal. European laboratories have played a leading role in this field by developing concepts and tools to operate these quantum sensors in relevant environment, such as parabolic flights, free-fall towers, or sounding rockets. With the recent achievement of Bose-Einstein condensation on the International Space Station, the challenge is now to reach a technology readiness level sufficiently high at both component and system levels to provide "off the shelf"payload for future generations of space missions in geodesy or fundamental physics. In this roadmap, we provide an extensive review on the status of all common parts, needs, and subsystems for the application of atom-based interferometers in space, in order to push for the development of generic technology components
Diagnosis of bipolar disorders and body mass index predict clustering based on similarities in cortical thickness-ENIGMA study in 2436 individuals
AIMS: Rates of obesity have reached epidemic proportions, especially among people with psychiatric disorders. While the effects of obesity on the brain are of major interest in medicine, they remain markedly under-researched in psychiatry. METHODS: We obtained body mass index (BMI) and magnetic resonance imaging-derived regional cortical thickness, surface area from 836 bipolar disorders (BD) and 1600 control individuals from 14 sites within the ENIGMA-BD Working Group. We identified regionally specific profiles of cortical thickness using K-means clustering and studied clinical characteristics associated with individual cortical profiles. RESULTS: We detected two clusters based on similarities among participants in cortical thickness. The lower thickness cluster (46.8% of the sample) showed thinner cortex, especially in the frontal and temporal lobes and was associated with diagnosis of BD, higher BMI, and older age. BD individuals in the low thickness cluster were more likely to have the diagnosis of bipolar disorder I and less likely to be treated with lithium. In contrast, clustering based on similarities in the cortical surface area was unrelated to BD or BMI and only tracked age and sex. CONCLUSIONS: We provide evidence that both BD and obesity are associated with similar alterations in cortical thickness, but not surface area. The fact that obesity increased the chance of having low cortical thickness could explain differences in cortical measures among people with BD. The thinner cortex in individuals with higher BMI, which was additive and similar to the BD-associated alterations, may suggest that treating obesity could lower the extent of cortical thinning in BD
Mega-analysis of association between obesity and cortical morphology in bipolar disorders:ENIGMA study in 2832 participants
Background: Obesity is highly prevalent and disabling, especially in individuals with severe mental illness including bipolar disorders (BD). The brain is a target organ for both obesity and BD. Yet, we do not understand how cortical brain alterations in BD and obesity interact. Methods: We obtained body mass index (BMI) and MRI-derived regional cortical thickness, surface area from 1231 BD and 1601 control individuals from 13 countries within the ENIGMA-BD Working Group. We jointly modeled the statistical effects of BD and BMI on brain structure using mixed effects and tested for interaction and mediation. We also investigated the impact of medications on the BMI-related associations. Results: BMI and BD additively impacted the structure of many of the same brain regions. Both BMI and BD were negatively associated with cortical thickness, but not surface area. In most regions the number of jointly used psychiatric medication classes remained associated with lower cortical thickness when controlling for BMI. In a single region, fusiform gyrus, about a third of the negative association between number of jointly used psychiatric medications and cortical thickness was mediated by association between the number of medications and higher BMI. Conclusions: We confirmed consistent associations between higher BMI and lower cortical thickness, but not surface area, across the cerebral mantle, in regions which were also associated with BD. Higher BMI in people with BD indicated more pronounced brain alterations. BMI is important for understanding the neuroanatomical changes in BD and the effects of psychiatric medications on the brain.</p
Study and interest of cellular load in respiratory samples for the optimization of molecular virological diagnosis in clinical practice
BACKGROUND: Respiratory viral diagnosis of upper respiratory tract infections has largely developed through multiplex molecular techniques. Although the sensitivity of different types of upper respiratory tract samples seems to be correlated to the number of sampled cells, this link remains largely unexplored. METHODS: Our study included 800 upper respiratory tract specimens of which 400 negative and 400 positive for viral detection in multiplex PCR. All samples were selected and matched for age in these 2 groups. For the positive group, samples were selected for the detected viral species. RESULTS: Among the factors influencing the cellularity were the type of sample (p < 0.0001); patient age (p < 0.001); viral positive or negative nature of the sample (p = 0.002); and, for the positive samples, the number of viral targets detected (0.004 < p < 0.049) and viral species. CONCLUSION: The cellular load of upper respiratory samples is multifactorial and occurs for many in the sensitivity of molecular detection. However it was not possible to determine a minimum cellularity threshold allowing molecular viral detection. The differences according to the type of virus remain to be studied on a larger scale
