National security and constitutional rights in Korea - national security law, past and present
As of 25 August, of the 99 political prisoners in detention, 54 were detained on charges under the National Security Law. Of these, the majority were arrested under Article 7, which punishes membership of organizations deemed to "benefit the enemy", improving relations with North Korea prompted debate on reform of the National Security Law. President Kim Dae-Jung apparently encouraged by his award of the Nobel Peace Prize, announced his support for revisions to the National Security Law, but opposition to reform in the National Assembly from both the GNP and the ULD prevented significant revisions. Democratization in Korea and its influence on the Constitution
[Conclusion]: Political parties have disputes over the presidential system and the parliamentary system according to their gains from each. Political power whose stronghold is mainly from a certain region espouses a parliamentary government system because the presidential system can ensure nothing for them unless they become president. It shows that politicians can take advantage of the Constitution and political system for their own gains. People and civil organizations that do not have interests in the matter also ask for revision. Items to be revised are as follows. 1. Insertion of the concept of Participatory Democracy into the Prelude of the Constitution. 2. Voting rights should be expanded to the age of 18 3. Introduction of a Public Hearing system on the Occasion of Confirmation of high-ranking public servants 4. The Prosecutor General's duty of being present in Parliament and duty to answer questions There is no contingency for Koreans to suffer from a military coup in Korea any longer. Democratic changes of regimes between ruling and opposition party have been made. The president is allowed for only a single term and there is no possibility of long-term reign. Therefore the possibility for power abuse has been greatly reduced. However, in the same way as Rome was not built in a day, the Korean people have a long way to go to achieve high quality democracy. THERMAL HYDRAULIC ISSUES OF CONTAINMENT FILTERED VENTING SYSTEM FOR A LONG OPERATING TIME
This study investigated the thermal hydraulic issues in the Containment Filtered Venting System (CFVS) for a long operating time using the MELCOR computer code. The modeling of the CFVS, including the models for pool scrubbing and the filter, was added to the input file for the OPR-1000, and a Station Blackout (SBO) was chosen as an accident scenario. Although depressurization in the containment building as a primary objective of the CFVS was successful, the decontamination feature by scrubbing and filtering in the CFVS for a long operating time could fail by the continuous evaporation of the scrubbing solution. After the operation of the CFVS, the atmosphere temperature in the CFVS became slightly above the water saturation temperature owing to the release of an amount of steam with high temperature from the containment building to the scrubbing solution. Reduced pipe diameters at the inlet and outlet of the CFVS vessel mitigated the evaporation of scrubbing water by controlling the amount of high-temperature steam and the water saturation temperature
