    A systems framework to telecommunication policy : the Philippine experience, 1989-2009

    Purpose – This paper aims to present a dialogue-based systems framework using two cases in the liberalization of Philippine telecoms. Design/methodology/approach – Through a meta-analysis of government data, academic research and policy studies about Philippine telecoms, the paper presents a holistic view of the role of political, business, and social sectors in policy making and implementation. Findings – The paper shows how intra- and inter-sector dialogues have resulted in the liberalization and growth of the industry. Conversely, it shows how paucities among such dialogues have had consequences in terms of unutilized capacity and in an oversight about the medium of choice in promoting universal access. Moreover, the paper shows how policy is a product of local traditions and global policy trends. Social implications – The paper reinforces calls for states to consider technological innovation and adoption in addressing universal service goals. The Philippines also serves as a case study for other developing states which pursue an agenda of liberalization and deregulation. Originality/value – The study shows the utility of a proposed dialogue-based systems framework as a parsimonious solution to the complexity of policy studies

    Annual Reports as Autobiography: A Tale of a Television Company

    Once merely straightforward accounts of a company’s activities and fiscal performance in the preceding year, annual reports (ARs), a form of purposive communication, have grown polysemic as they become enriched with graphics, visuals, and texts. Accordingly, they serve as important framing devices through which a company can present its own story, its autobiography. Using the ARs of ABS-CBN, arguably the biggest media conglomerate in the Philippines, between 1996 and 2010 as a case study, this paper seeks, at the theoretical and methodological levels, to apply Fairclough’s Critical Discourse Analysis (CDA) framework in the study of ARs and, at the practical level, to highlight ABS-CBN’s corporate storytelling. Findings indicate the utility of CDA in understanding the annual report, both as imbued with meaning on its own and in relation to its stakeholders. Moreover, this study explicates ABS-CBN’s narrative about its standing as a national yet increasingly global network that has faced significant challenges in the course of f ifteen years

    Determinants of mobile consumers' perceived value of location-based advertising and user responses

    This study examines factors affecting mobile consumers' perceived advertising value of latest location-based mobile advertising (LBA) and its relationship with user responses. Data was collected from a nationally representative web survey of 605 respondents who fit the demographic quotas of mobile consumers in Singapore. Partial least squares results show that privacy concerns have a stronger negative effect on perceived LBA value than perceived sacrifice, while perceived utility, utilisation of contextual information and trust positively predict perceived LBA value. Moreover, perceived LBA value increases consumers' responses to purchase advertised brands, followed by searching for brand information and passing LBA to others. Implications for mobile advertising theories and practices are discussed.Accepted versio
