    Risk-Acceptance Criteria in Occupational Health and Safety Risk-Assessment—The State-of-the-Art through a Systematic Literature Review

    The utilization of risk acceptance criteria (RAC) can help a business to judge whether the risk level concerning any process involved in its working environment is acceptable or not, especially when the risk has a significant societal impact. Thus, the main intention of this study is to make known the current state-of-the-art concerning RACs and to propose new interpretations of it by surveying, for first time, the scientific literature about the RACs associated with the occupational health and safety (OHS) risk-assessment methodologies (RAA). A second objective of this work is the attainment of a prediction for the evolution of the quantity of the publications concerning OHS-RACs, and a third one is the derivation of an algorithm (via a flow-chart) in order to illustrate the process of the formation of new OHS-RACs. The work consists of two parts, (a) exploring and presenting methods of developing RACs in OHS; (b) classifying, analyzing, and benchmarking relevant published scientific articles by surveying the Scopus data base with proper search-hints, through a time interval of 20 years (January2000–December 2019). The review has defined a plethora of RAC-papers with reference to OHS, which is a remarkable percentage in comparison with the other fields aggregated, and this outcome proves that the issue of utilizing RACs is fundamental for the field of OHS. Additionally, it has been deduced that, day after day, there is an increasing tendency for the scientific community to develop and use RACs in the field of occupational safety, as this is evident by their frequent reference to the risk analysis and assessment (RAA) process. Our specific research methodology has been compatible with the PRISMA protocol. A prediction for the evolution of the quantity of the OHS-RAC publications is also given by confirming the Poisson stochastic process. Finally, we propose a generic guideline framework that can contribute to the establishment of new empirically-generated OHS-RACs

    International Management System Standards Related to Occupational Safety and Health: An Updated Literature Survey

    The implementation of an international management system (IMS) in any organization (or part thereof) creates an efficient framework regarding the sustainable development and the review of processes required to manage occupational safety and health (OSH) efficaciously. Moreover, Occupational Safety and Health Management System (OSHMS) standards identify requirements regarding OSH management systems, with the aim of enabling an organization to adopt dynamic policy and objectives that take into consideration lawful requirements relating to OSH risks (e.g., safe and healthy workplaces, prevention of work-related injuries, etc.). This article extends the research and the results of a previous study of ours and comparatively presents (a) the main IMS standards concerning OSHMS and (b) the statistical results and new findings of an updated literature survey for additional time intervals (i.e., the years 1995–2005 and 2018–2020), ultimately covering the entire period of the years 1995–2020. Thus, the main targets of the study were (i) the implementation and comparative presentation of OSHMS standards, (ii) the reinforcement of their application at the worksites of any organization, and (iii) the development of a new ameliorated OSH management system model based on the knowledge from the literature review. On the other hand, some dominant results and findings are the following: (a) The industrial sector and construction sector demonstrate the highest percentage of OSHMS utilization. (b) The OHSAS 18001 standard remains the most frequent OSHMS standard even though, despite the fact that the ISO 45001:2018 is a recently developed OSHMS, it presents a considerable percentage distribution with reference to the total OSHMS articles despite its brief lifespan. (c) An effectual IMS OSHMS must merge various management systems, such as OSH (safety and health), QMS (quality), and EMS (environmental). (d) Organizations and businesses of any kind and any size can certainly develop and implement OSHMS standards. (e) Some substantial barriers to the implementation of an OSHMS standard are the high cost vis à vis implementation and management, the difficulty for the employees to realize its significance in OSH, and the complicatedness of combining different standards. (f) Occupational epidemiology must be one of the main features of an OSHMS standard. (g) Governments, employers, and employees admit day after day that the effectiveness of applying OSHMS standards at the organization level is considerable for decreasing the occupational hazards and risks and also for raising productivity

    Potential Effects on Human Safety and Health from Infrasound and Audible Frequencies Generated by Vibrations of Diesel Engines Using Biofuel Blends at the Workplaces of Sustainable Engineering Systems

    Employees involved in various occupational environments that include vibration machines and any kind of vehicles are adversely subjected to multiple source noise. Thus, the corresponding noise frequencies (and mainly the infrasound ones) present high interest, especially from the viewpoint of sustainability, due to the potential effects on human safety and health (H_S&H) in sustainable engineering projects. Moreover, the occupational safety and health (OSH) visualization (a fact of unveiling the social dimension of sustainability) of occupational workplaces (by evaluating the infrasound and audible noise frequencies generated by diesel engines) could help a safety officer to lessen crucial risk factors in the OSH field and also to protect, more efficiently, the employees by taking the most essential safety measures. This study (i) suggests a technique to determine the infrasound and audible sound frequencies produced due to vibrations of diesel engines, by using biofuels (i.e., sustainable utilization of resources), in order to evaluate potential effects on human safety and health at the workplaces of sustainable engineering projects, and (ii) it ultimately aims to contribute to the improvement of the three “sustainability pillars” (economy, social, and environmental). Therefore, it provides experimental results of the frequency of the noise (regarding the infrasound and audible spectrum) that a diesel motor generates by vibration, in the frame of using different engine rpms (850, 1150, and 2000) and a variety of biofuel mixtures (B20-D80, B40-D60, B60-D40, and B80-D20). The article shows that the fuel blend meaningfully affects the generated noise, and more particularly, the usage of biofuel blends coming from mixing diesel oil with biodiesel (a fact of the emerging environmental dimension of sustainability) can produce various noise frequencies, which are determined in the infrasound and audible spectra (~10–23 Hz). The suggested technique, by ameliorating the OSH situation, doubtless will help enterprises to achieve the finest allocation of limited financial resources (a fact corresponding to the economic dimension of sustainability), allowing financial managers to have more available budget for implementing other risk-reduction projects

    Jovian Periodicities (~10 h, ~40, 20, 15 min) at ACE, Upstream from the Earth’s Bow Shock, on 25–27 November 2003

    It is known that Jovian radio and high energy electron emissions are observed near Earth. The question we address in this study is whether the quasi-periodic ~10 h and ~40/15–20 min (QP-10 h, QP-40/15–20 min) energetic particle and magnetic field periodicities observed by Ulysses during its distant encounter with Jupiter in 2003 were also detectable as far as the Earth’s orbit. Surprisingly, we found that at the end of the extreme 2003 Halloween events, during times of a highly disturbed Jovian magnetosphere, as inferred from strong bKOM radio emissions observed by Ulysses, and a magnetic connection of Earth with the Jovian magnetosphere, as suggested by simulation results of the interplanetary magnetic field (IMF), the ACE satellite observed, between at least 25–27 November 2013 at the Lagrangian Point L1 (LPL1), all the characteristic Jovian periodicities. In particular, by using high-time resolution data (1/5 min), we found, for the first time, quasi-permanent electron, and magnetic field QP-10/5 h, QP-40 min and QP-15/20 data variations at LPL1 for at least three days. These observations reasonably suggest that low energy (~50–~300 keV) Jovian electrons reached the Earth’s environment; the observations examined extend the lowest energy limit of the Jovian electron spectrum from 200 keV to ~50 keV. In addition, the ACE satellite observed an impressive series of QP-10/5 h energetic (≤0.05 MeV) ion bursts (EIBs) with strong cross-field intensity gradients at the onset/decay phase of the events and energy-dependent field aligned anisotropy suggesting ion streaming in the anti-sunward direction during their main phase. A comparison of simultaneously obtained measurements by ACE at the LPL1 and by Geotail upstream from the bow shock and in the magnetosphere suggests that the QP-10/5 h EIBs are inconsistent with the concept of a terrestrial origin. On the contrary, the observations indicate that the series of QP-10/5 h EIBs on 25–27 November 2003 was a spatial effect caused by the ~10/5 h quasi-periodic approach of a large-scale sheet to the Earth’s environment. The source of the ion population forming the QP-10/5 h sharp EIBs seems most probably Jovian ions accumulated in the interplanetary space, although a solar ion contribution is possible. Based on the above results, it is reasonable to suggest that the observed QP-10 h, QP-40 min and QP-15/20 periodicities are due to Jovian influence. Further research is needed to study the cause of the QP-10/5 h EIBs. This study presents new data which extend our view on the influence of the QP-10 h/QP-40/QP-15/20 min Jovian emissions from the outer to the inner heliosphere at 1 AU

    Safety Considerations by Synergy of HAZOP/DMRA with Safety Color Maps—Applications on: A Crude-Oil Processing Industry/a Gas Transportation System

    A collaborative framework by the synergy of Hazard and Operability (HAZOP) process and the Decision-Matrix Risk Assessment (DMRA) in association with safety-color mapping (SCM) is presented, in order to identify critical points and prioritize risks, and also to visualize the occupational safety and health (OSH) situation, at the workplaces (i) of a sour crude-oil processing industry (SCOPI), and (ii) of a measurement and regulatory station (MRS) in a gas transportation system (GTS), situated in Greece. Firstly, the conventional HAZOP analysis is executed in order to identify the potential fault causes of abnormal conditions (deviations) in the plants. The application of the DMRA-modus is valuable to rank the identified risks (hierarchy of risks). In view of the results, both of the HAZOP pattern (for identifying the hazards) and also the DMRA one (for assessing and ranking the risks), SCMs have been derived for the specific workplaces of the SCOPI and the MRS/GTS station, which could be a precious means for safety managers to appraise the urgency of investing limited budgets in measures preventing particular types of deviations, and also protecting the employees

    A Joint Stochastic/Deterministic Process with Multi-Objective Decision Making Risk-Assessment Framework for Sustainable Constructions Engineering Projects—A Case Study

    This study, on the one hand, develops a newfangled risk assessment and analysis (RAA) methodological approach (the MCDM-STO/DET one) for sustainable engineering projects by the amalgamation of a multicriteria decision-making (MCDM) process with the joint-collaboration of a deterministic (DET) and a stochastic (STO) process. On the other hand, proceeds to the application of MCDM-STO/DET at the workplaces of the Greek construction sector and also of the fixed-telecommunications technical projects of OTE SA (that is, the Greek Telecommunications Organization S.A.) by means of real accident data coming from two official State databases, namely of “SEPE” (Labor Inspectorate, Hellenic Ministry of Employment) and of “IKA” (Social Insurance Institution, Hellenic Ministry of Health), all the way through the period of the years2009–2016.Consequently, the article’s objectives are the following: (i) The implementation and execution of the joint MCDM-STO/DET framework, and (ii) to make known that the proposed MCDM-STO/DET algorithm can be a precious method for safety managers (and/or decision-makers) to ameliorate occupational safety and health (OSH) and to endorse the sustainable operation of technical or engineering projects as well. Mainly, we mingle two different configurations of the MCDM method, initially the Analytical Hierarchy-Process (the typical-AHP), and afterwards the Fuzzy-Extended AHP (the FEAHP) one, along with the Proportional Risk Assessment Technique (PRAT) and the analysis of Time-Series Processes (TSP), and finally with the Fault-Tree Analysis (FTA)

    Multicriteria Health and Safety Risk Assessments in Highway Construction Projects

    Road building sites are no exception to the fact that construction is one of the most dangerous businesses in the world. There are a number of concerns about the health and safety of the workers at these sites since they combine personnel, machinery, and construction equipment. The purpose of this paper is to determine, analyze, and compare the risks present at road building sites, and how they affect the health and safety of the workers. The study also examines workplace stress and psychosocial risk factors, which may have long-term effects on workers’ physical and mental health. To meet the goals of the research, risk evaluations for a specific construction project were carried out using the Analytic Hierarchy Process (AHP). Using the risk categories and risk factor hierarchy, the AHP compares data pairings. The skills, experience, judgments, and value system of the decision-makers were taken into account while deciding the amount of importance to give each criterion. The final risk rankings were established after calculating the overall priority numerically and running the necessary judgment consistency tests. The most significant risks to the health and safety of workers at road construction sites were identified by the study’s findings. The study additionally showed that psychosocial risk factors were important contributors to workplace stress and may have a negative impact on employees’ health and wellbeing. The results of the present study have important implications for risk management practices in the construction industry. Project managers can implement effective mitigation measures to reduce the likelihood and severity of accidents and injuries by identifying and evaluating the most critical risks associated with road construction sites. The findings also highlight the importance of addressing psychosocial risk factors and workplace stress in improving workers’ health and safety outcomes. Overall, this study underscores the need for a comprehensive approach to risk management that considers the diverse and complex factors contributing to construction site hazards
