Etre un étudiant africain. Production et mise en saillance de l'identité ethnique dans un contexte universitaire

International audienceCet article analyse différentes scènes et évènements de la vie universitaire et urbaine dans lesquelles sont impliqués des étudiants africains. Les différentes exemples présentés constituent autant de situations dans lesquelles l'ethnicité se trouve mise en saillance selon des modalités et pour des finalités variables. Dans chaque cas se trouvent exploitées des facettes différentes du concept d'africain qui trouvent leur place et leur pertinence dans les pratiques communicatives et interactionnelles dont est faite la vie sociale à l'université. Chacune de ces situations, et leur rapprochement, attestent que l'ethnicité n'est pas rapportable aux propriétés intrinsèques d'un type d'entité sociale, le groupe ethnique ou l'ethnie, mais qu'en tant que modesocialement organisé d'intelligibilité du social, elle est toujours situationnelle et négociable en fonction des buts et des pratiques des acteurs dans ces situations

Pratiques syndicales de lutte contre les discriminations : une étude de cas.

En s’appuyant sur une étude de cas, tirée d’une recherche comparative européenne, l’article décrit la stratégie mise en œuvre par le syndicat majoritaire d’une entreprise de transports publics en vue d’assurer aux minoritaires, recrutés dans le cadre d’un dispositif « emplois-jeunes », l’accès à des métiers et des statuts qui leur étaient jusque-là fermés. Les pratiques syndicales observées partagent avec nombre de celles que la recherche identifie comme favorisant un déni du racisme, une posture assimilationniste. En l’occurrence la pleine intégration des nouveaux venus à la « famille » des transporteurs fut conditionnée à leur socialisation à une culture professionnelle posée en contraste avec la culture de rue des « cités » qui leur était a priori attribuée. L’étude de cas permet cependant de souligner les particularités de cette stratégie syndicale qui, loin de dénier le racisme, l’a traité comme un trait structurel qui devait être surmonté pour atteindre l’objectif fixé. L’effort n’incombait pas, alors, prioritairement aux minoritaires, ni, non plus, aux majoritaires mais aux syndicalistes eux-mêmes

Le dossier thématique de ce numéro des Cahiers de l’Urmis regroupe quatre articles tirés de communications présentées au Colloque « Migrations de transit en Afrique, dynamiques locales et globales, gestion politique et expériences d’acteurs », à Nice en décembre 2009. Le traitement syndical du racisme et de l'insécurité dans une entreprise de transports urbains

National audienceOn-the-job racism is studied in the case of a public transportation firm that has to cope with insecurity in an urban area. In this company, the labor union has related security and racism in order to definitively integrate young persons hired to do “mediation work”. Eliminating this work from the list of jobs has had two positive effects; it avoids the risk of an “ethnic professionalization” and grants legitimacy to the relational know-how linked to the originsof young wage-earners. The option of labor union members in the firm did curb the escalation of conflicts between transportation personnel and young people in housing projects.Le racisme au travail est abordé ici grâce à l'étude d'une entreprise de transports publics dont l'un des problèmes majeurs est l'insécurité urbaine. Au sein de cette organisation, le syndicat a lié ces deux thématiques afin de favoriser l'intégration définitive de jeunes embauchés sur des fonctions de médiation. La suppression de ce type d'activité dans la grille des métiers a eu un double effet bénéfique : éviter les écueils de la professionnalisation ethnique, accorder une légitimité à des savoir-faire relationnels liés à l'« origine » des jeunes salariés. On constate au total que l'option retenue par les syndicalistes de l'entreprise aura permis d'enrayer le durcissement des conflits entre les professionnels des transports et les jeunes des cités

Nouadhibou « ville de transit » ?

On se propose dans cet article de montrer comment, dans le contexte de l’exacerbation des pressions à la fermeture des frontières exercées par les institutions européennes, la qualification de la ville portuaire de Nouadhibou (Mauritanie) comme ville de transit vient mettre à l’épreuve l’image et le sens de l’urbanité propre à cette ville. Les composantes de cette image sont d’abord précisées : son caractère de ville industrielle, en contraste avec les valeurs de la citadinité maure, et de ville commerciale inscrite dans des circuits d’échange globaux mais longtemps isolée du reste du territoire mauritanien. La présence dans la ville des étrangers originaires de la sous-région était jusqu’ici intégrée à cette image, comme une sorte de confirmation supplémentaire de la valorisation de l’esprit d’entreprise. Jusqu’à une date récente, les migrations de transit des « aventuriers » en quête d’un passage vers l’Europe ont pu s’articuler aux différents types de circulation présents dans la ville sans que soit altéré ce fond de représentations partagées. Les mesures mises en place dans le cadre de la politique de surveillance des frontières sont venues néanmoins polariser ce système migratoire fluide sur son dernier segment, en ciblant la catégorie d’émigrant clandestin ou illégal dans un contexte où rien ne différenciait jusque-là ce dernier de l’immigré, nullement clandestin ou illégal. Elles tendent à créer des catégories distinctives d’immigrés (réguliers, permanents, de passage), là où précisément le système migratoire local produisait l’indistinction. Comme toute politique migratoire, la politique de contrôle des frontières de l’Europe implique pour sa mise en œuvre tout un travail de légitimation des actions entreprises, qui les rende compréhensibles et acceptables par les opinions publiques des pays concernés. L’approche monographique développée dans l’article conduit à considérer que ce travail de légitimation est corrélatif d’un procès en illégitimité des migrants eux-mêmes et de leur présence dans la ville, illégitimité que ces mots (« transit », « clandestin », etc.) viennent précisément souligner.We propose in this article to illustrate how the image and the very meaning of urbanity proper to the city of Nouadhibou (Mauritania) is put to test by the pressures from European institutions to tighten borders. This led us first to specify the components of this image: its characteristic as an industrial city, in contrast with the values of Moor urbanity, and as a commercial city within global circuits of exchange but long isolated from the rest of Mauritanian territory. The presence in the city of foreigners from the sub-region has until now been fully integrated within this image, as a sort of supplementary confirmation of the high regard for the spirit of enterprise. It is upon this background of communal representations that a unique migratory system was able to develop, organised through the intersection of different types of migratory circulation: work migrations within the sub-regional space, some specifically tied to fishing, others to different sectors of employment; migrations related to the importation/ exportation of products (textile, fish, illegal goods); transitory migrations of “adventurers” in search of passage to Europe which superimpose prior migrations without altering the symbolic significations which make them not only possible but acceptable. The measures undertaken which pertain to the policy of border surveillance have polarised this fluid migratory system at one extreme, by targeting the category clandestine or illegal emigrant in a context where nothing had distinguished the latter from the immigrant who is not clandestine nor illegal. The implementation of these measures gains legitimacy by distinguishing between categories of immigrants (permanent, in transit, regular, clandestine), the very appellations of which highlight the process of rendering their presence illegitimate.En un contexto de presiones cada vez mas fuertes por parte de las instituciones europeas para cerrar sus fronteras, nos proponemos mostrar en este articulo como, al favor de su recualificación como ciudad de transito, la imagen y el propio sentido de la urbanidad del puerto de Nouadhibou (Mauritania) esta puesta a prueba. Primero se precisan los lineamientos de esa imagen: su carácter de ciudad industrial, que contrasta con los valores de urbanidad morisca, así como de ciudad comercial integrada en los circuitos globales de intercambio aunque durante mucho tiempo aislada del resto del territorio mauritano. Hasta ahora, la presencia en la ciudad de extranjeros provenientes de la sub región era parte de esa imagen como una suerte de validación complementaria de la valoración del espíritu empresarial. Hasta la fecha, las migraciones de transito de los “aventureros” en búsqueda de une pasaje hacia la Europa se han integrado a los demás tipos de circulación presentes en la ciudad sin que sea alterado este tejido de representaciones compartidas. Sin embargo, las medidas tomadas en le marco de la política de vigilancia de las fronteras han acarreado una polarización de ese sistema migratorio fluido sobre su ultimo segmento al apuntar la categoría de emigrante clandestino o ilegal en un contexto donde nada hasta hoy le diferenciaba del inmigrante no clandestino o ilegal. Esas medidas tienden a generar categorías distintivas de inmigrantes (regulares, permanentes, de paso), donde precisamente el sistema migratorio local producía indistinción. La política de control de las fronteras europeas, como cualquiera política migratoria, implica, para su ejecución, todo un trabajo de legitimación de las acciones tomadas para que se entiendan y se acepten por las opiniones publicas de los países afectados. El método monográfico adoptado para el artículo induce considerar que ese trabajo de legitimación es correlativo de un juicio de ilegitimidad de los propios migrantes y de su presencia en la ciudad, ilegitimidad que esos calificativos (transito, clandestino, etc.) tienden a enfatizar
