Why we need easy access to all data from all clinical trials and how to accomplish it
International calls for registering all trials involving humans and for sharing the results, and sometimes also the raw data and the trial protocols, have increased in recent years. Such calls have come, for example, from the Organization for Economic Cooperation and Development (OECD), the World Health Organization (WHO), the US National Institutes of Heath, the US Congress, the European Commission, the European ombudsman, journal editors, The Cochrane Collaboration, and several funders, for example the UK Medical Research Council, the Wellcome Trust, the Bill and Melinda Gates Foundation and the Hewlett Foundation
Towards fault-tolerant quantum computing with trapped ions
Today ion traps are among the most promising physical systems for
constructing a quantum device harnessing the computing power inherent in the
laws of quantum physics. The standard circuit model of quantum computing
requires a universal set of quantum logic gates for the implementation of
arbitrary quantum operations. As in classical models of computation, quantum
error correction techniques enable rectification of small imperfections in gate
operations, thus allowing for perfect computation in the presence of noise. For
fault-tolerant computation, it is commonly believed that error thresholds
ranging between 10^-4 and 10^-2 will be required depending on the noise model
and the computational overhead for realizing the quantum gates. Up to now, all
experimental implementations have fallen short of these requirements. Here, we
report on a Molmer-Sorensen type gate operation entangling ions with a fidelity
of 99.3(1)% which together with single-qubit operations forms a universal set
of quantum gates. The gate operation is performed on a pair of qubits encoded
in two trapped calcium ions using a single amplitude-modulated laser beam
interacting with both ions at the same time. A robust gate operation, mapping
separable states onto maximally entangled states is achieved by adiabatically
switching the laser-ion coupling on and off. We analyse the performance of a
single gate and concatenations of up to 21 gate operations. The gate mechanism
holds great promise not only for two-qubit but also for multi-qubit operations.Comment: submitted to Nature Physic
National Security vs Criminal law. Perspectives, Doubts and Concerns on the Criminalisation of Organised Crime in England and Wales
This paper will interpret and critically analyse the new offence for organised crime in England and Wales (Section 45 of the Serious Crime Act 2015) from a criminological perspective in light of evidence found in research in the country. It will argue that changes in the law relate to changes in political narratives rather than to variations in the criminal panorama of organised crime. It will discuss these changes within three perspectives, which address various levels of concern: a narrative perspective, which reflects on the overlapping of meanings in the use of the words ‘organised crime’; an evolution perspective, which reflects on the origins of the new participation offences with reference to both national and international pressures; a management perspective, which reflects on some of the immediate effects of the new offences of organised crime on the criminal justice system. This paper will conclude that political narratives have indeed influenced criminal policy, while there is no significant change in the phenomenon of organised crime to justify such narratives
Change or control? Developing dialogues between research and public protection
This paper aims to scope out some of the implications of desistance research for the community management of high risk offenders. Acknowledging the limited empirical research exploring this interface, this paper outlines the evolving evidence base and what this tells us about the process of desistance and what supports it. The evidence as to whether 'high risk offenders' desist and what we know about this process is discussed prior to outlining the landscape of current and principal practice approaches which can be located in the community/public protection model. Potential dialogues between desistance research and public protection practices are discussed to explore ensuing implications and opportunities for practice
Reporting bias in medical research - a narrative review
Reporting bias represents a major problem in the assessment of health care interventions. Several prominent cases have been described in the literature, for example, in the reporting of trials of antidepressants, Class I anti-arrhythmic drugs, and selective COX-2 inhibitors. The aim of this narrative review is to gain an overview of reporting bias in the medical literature, focussing on publication bias and selective outcome reporting. We explore whether these types of bias have been shown in areas beyond the well-known cases noted above, in order to gain an impression of how widespread the problem is. For this purpose, we screened relevant articles on reporting bias that had previously been obtained by the German Institute for Quality and Efficiency in Health Care in the context of its health technology assessment reports and other research work, together with the reference lists of these articles
Police interview of suspects in China: developments and analyses
This paper investigates the power dynamics in police interviews with suspects in China by examining a real-life sample. It first overviews some recent developments and legislation in China regarding police interviewing of suspects, followed by outlining the linguistic and psychological research which the analyses are based upon. The interviews are examined using critical discourse analysis that reveals the high-power position of the Chinese police in suspect interviews. However, the large proportion of open questions found in the interviews is encouraging, as this suggests that the regulations outlawing use of evidence obtained by torture or other illegal means is taking effect. This paper is the very first to empirically examine actual Chinese police interviews with suspects, providing valuable insights for theories and practice.N/
