COMPARATIVE STUDY OF THE EXPERIENCE OF DEVELOPED COUNTRIES IN THE PUBLIC POLICY PROCESS: SPAIN, PORTUGAL, CANADA
The paper focuses on the specifics of public policies process in three countries: two of them are European Union members - Spain, and Portugal - and the third is located on the American continent - Canada. Choosing the three countries is due to the fact that the issues presented have a common point: they focus on the procedures for the transmission of documents in the framework of the process rather than on the activities of the ministries for public policies development and analysis. The last part of the paper examines comparatively the three countries described above (Spain, Portugal and Canada), highlighting similarities and differences between them. The specific elements of the public policies process of these countries are also described here, which could be used also in other countries in order to improve the process and to better meet citizens' needs and problems.initial draft of the public policy proposal, agenda setting, internal and external negotiation, evaluation culture, re-examination of public policy.

THE IMPACT OF Moving TO KNOWLEDGE BASED ECONOMY IN THE PUBLIC SECTOR
Global economy underwent profound changes in the last fifteen years, which determined the appearance of a new economy – the knowledge economy. This economy is the result of the knowledge revolution, which gets a greater and greater importance. Knowledge development is also very important in public sector. The knowledge society and its impact in public sector development is a critical area of study. The knowledge economy in public sector requires the utilization of the knowledge in order to improve the transparence, the services delivering to the citizens, for a better communication with the citizens/users/clients and in order to improve the knowing degree of their needs. The transition to the knowledge economy in public sector has to take place in a decentralized, non-bureaucratic, catalitic and permissive environment, orientated to the results. In the same time, the public organizations must become knowledge based organizations, that have the responsability and the flexibility to achieve the objectives publicly defined. In order to promote efficiently the development in the knowledge economy, the government must facilitate, instead of breaking, the process of economic changes and modernizations, according as this modifications create new opportuneness and raised revenues. This must become as fast, selective and flexible as the economy and the society with which is mostly in contact and it must adopt the political decisions that serve the best the public interest.knowledge economy, public sector management

Dezbaterile cu privire la cheltuielile publice apar intotdeauna ca fiind ineficace pentru cresterea performantei si a calitatii serviciilor publice: in acest sens se manifesta doua tendinte, una care este orientata spre calitate si cantitate, ceea ce se traduce prin "mai multe mijloace pentru un serviciu public mai bun", iar cealalta care considera reducerea numarului de functionari si privatizarea un imperativ categoric. Aceste doua tendinte trebuie sa se concentreze insa pe valoarea obtinuta prin intermediul aplicarii politicilor publice si pe aplicarea principiilor clasice de gestiune a performantei in organizatii. THE ROLE OF CONSULTATION IN THE REFORM OF ROMANIAN PENITENTIARY SYSTEM
This article analyses the consultation process and its role in reforming the Romanian penitentiary system. Nowaday, the consultation process is considered an area where innovation and new approaches are most in evidence, involving new groups often ignored. The benefits of consultation are increasingly acknowledged, because it allows the involvement of many stakeholders. In the second part of the paper we analyzed the public consultation practice in Romania, emphasising the necessity of improving the consultation process and the social dialogue by creating a mechanism and developing practices that involve people interested in the consultation process. At the end of the article we have shown the key role of consultation in identifying the penitentiary system issues by means of a questionnaire distributed to the employees and prisoners of the National Penitentiary Agency. At the end, the issues identified allowed us to show the main reform directions in the Romanian penitentiary system.consultation process, decisional transparency, respect for fundamental rights of the individual
