    eHealth and ethics: theory, teaching, and practice.

    The use of information and communication technologies (ICT) is increasing rapidly in many spheres of contemporary life in Europe. The ethical use of ICT in all areas of its application is of growing importance. This is especially evident in the field of healthcare. The regional, national, and Europe-wide electronic aspects of health services and systems are related fundamentally to these two developments. This chapter explores the relevance of ethics to eHealth generally. It outlines two main contrasting ideas that have influenced ethical thought: Kantian ethics and consequentialism. It investigates the ways in which teaching and practice for ICT professionals and trainees can be enhanced and extended to increase the awareness of ethical issues in eHealth. It takes as examples two technological applications that are in increasing use in the eHealth field: electronic health records and radio frequency identification devices. The chapter ends with a brief discussion and conclusions about how this ethical awareness can be expanded beyond ICT professionals to other stakeholder groups, and to other eHealth technologies or applications

    Quasi-uniformity of Minimal Weighted Energy Points on Compact Metric Spaces

    For a closed subset KK of a compact metric space AA possessing an α\alpha-regular measure μ\mu with μ(K)>0\mu(K)>0, we prove that whenever s>αs>\alpha, any sequence of weighted minimal Riesz ss-energy configurations ωN={xi,N(s)}i=1N\omega_N=\{x_{i,N}^{(s)}\}_{i=1}^N on KK (for `nice' weights) is quasi-uniform in the sense that the ratios of its mesh norm to separation distance remain bounded as NN grows large. Furthermore, if KK is an α\alpha-rectifiable compact subset of Euclidean space (α\alpha an integer) with positive and finite α\alpha-dimensional Hausdorff measure, it is possible to generate such a quasi-uniform sequence of configurations that also has (as NN\to \infty) a prescribed positive continuous limit distribution with respect to α\alpha-dimensional Hausdorff measure. As a consequence of our energy related results for the unweighted case, we deduce that if AA is a compact C1C^1 manifold without boundary, then there exists a sequence of NN-point best-packing configurations on AA whose mesh-separation ratios have limit superior (as NN\to \infty) at most 2

    The summertime plankton community at South Georgia (Southern Ocean): comparing the historical (1926/27) and modern (post 1995) records.

    The earliest comprehensive plankton sampling programme in the Southern Ocean was 32 undertaken during the early part of last century by Discovery Investigations to gain a 33 greater scientific understanding of whale stocks and their summer feeding grounds. An 34 initial survey was carried out around South Georgia during December 1926 and January 35 1927 to describe the distribution of plankton during the summer, and to serve as a 36 baseline against which to compare future surveys. We have reanalysed phytoplankton and 37 zooplankton data from this survey and elucidated patterns of community distribution and 38 compared them with our recent understanding of the ecosystem based on contemporary 39 data. Analysis of Discovery data identified five groups of stations with characteristic 40 phytoplankton communities which were almost entirely consistent with the original 41 analysis conducted by Hardy and Gunther (1935). Major groupings were located at the 42 western end of the island and over the northern shelf where Corethron spp. were 43 dominant, and to the south and east where a more diverse flora included high abundances 44 of Nitzschia seriata. Major zooplankton-station groupings were located over the inner 45 shelf which was characterised by a high abundance of Drepanopus forcipatus and in 46 oceanic water >500 m deep that were dominated by Foraminifera, Oithona spp., 47 Ctenocalanus vanus, and Calanoides acutus. Stations along the middle and outer shelf 48 regions to the north and west, were characterised by low overall abundance. There was 49 some evidence that groupings of stations to the north of the island originated in different 50 water masses on either side of the Southern Antarctic Circumpolar Current Front, the 51 major frontal system in the deep ocean close to South Georgia. However, transect lines 52 during 1926/27 did not extend far enough offshore to sample this frontal region 53 3 adequately. Interannual variability of zooplankton abundance was assessed from stations 54 which were sampled repeatedly during 7 recent British Antarctic Survey cruises (1995-55 2005) to the region and following taxonomic harmonization and numerical 56 standardization (ind. m-3), a subset of 45 taxonomic categories of zooplankton (species 57 and higher taxa) from 1926/27, were compared with similar data obtained during the 58 BAS cruises using a linear model. Initially comparisons were restricted to BAS stations 59 that lay within 40 km of Discovery stations although a comparison was also made using 60 all available data. Despite low abundance values in 1926/27, in neither comparison did 61 Discovery data differ significantly from BAS data. Calculation of the percentage 62 similarity index across cruises did not reveal any systematic differences in species 63 composition between 1926/27 and the present. In the light of ocean warming trends, the 64 existence of more subtle changes in species composition is not ruled out, but an absence 65 of finely resolved time-series data make this impossible to determine

    The epidemiology of injuries in Australian professional Rugby Union 2014 Super Rugby competition

    BACKGROUND: Rugby union is a collision-based ball sport played at the professional level internationally. Rugby union has one of the highest reported incidences of injury of all team sports. PURPOSE: To identify the characteristics, incidence, and severity of injuries occurring in Australian professional Super Rugby Union. DESIGN: Descriptive epidemiology study. METHODS: The present study was a prospective epidemiology study on a cohort of 180 professional players from 5 Australian Super Rugby teams during the 2014 Super Rugby Union Tournament. Team medical staff collected and submitted daily training and match-play injury data through a secure, web-based electronic platform. The injury data included the main anatomic location of the injury, specific anatomic structure of the injury, injury diagnosis, training or match injury occurrence, main player position, mechanism of injury, and the severity of the injury quantified based on the number of days lost from training and/or competition due to injury. RESULTS: The total combined incidence rate for injury during training and match-play across all Australian Super Rugby Union teams was 6.96 per 1000 hours, with a mean injury severity of 37.45 days lost from training and competition. The match-play injury incidence rate was 66.07 per 1000 hours, with a mean severity of 39.80 days lost from training and competition. No significant differences were observed between forward- and back-playing positions for match or training injury incidence rate or severity. CONCLUSION: The incidence of injury for the present study was lower during match-play than has previously been reported in professional rugby union; however, the overall time loss was higher compared with previous studies in professional rugby union. The high overall time loss was due fundamentally to a high incidence of injuries with greater than 28 days’ severity

    Without doubt the year 1976 was an important year for the discussion on Computers and Society. In that year Joseph Weizenbaum’s Computer Power and Human Reason was published and IFIP’s TC 9 on Computers and Society was founded. In this contribution we want to give a short overview of the history since then and answer the question “what lessons can be learned from the past twenty-five years?” Following a review of the vigorous debate on the development of computers in society that has taken place during that period, four main questions are raised: 1. Is the Information Society a new phenomenon or is it a question of emphasis? 2. Has the development led to a new revolution as never seen before, as many scientists and policy makers would have us believe? 3. What are, in a general sense, the consequences of this evolving information society? 4. Can information technology be controlled, and if so, what are the main instruments of control

    Putting identifiers in the context of eHealth: introduction of a model.

    eHealth is becoming an increasingly noteworthy domain in terms of public sector exploitation of information and communications technologies. Appro-priately identifying the users of electronic health systems is a major contem-porary challenge. The appropriate identification of eHealth systems’ and ser-vices’ users is one of its core areas of concern. This paper develops a particular problem statement that relates to the notion of identifiers in eHealth, outlines its conceptual background, and defines a set of solutions to the problem outlined. It lists a variety of use cases or examples against which the issues can be tested (these are further explored in a parallel paper [13]), and proposes some possibilities for future work. In particular, the paper de-scribes the results of a 2007 workshop that explored all of these notions. While the paper bases its orientations in a general European framework, the main examples and illustrations used by the authors come from experiences in the Netherlands

    A simplified model of the Martian atmosphere - Part 1: a diagnostic analysis

    In this paper we derive a reduced-order approximation to the vertical and horizontal structure of a simplified model of the baroclinically unstable Martian atmosphere. The original model uses the full hydrostatic primitive equations on a sphere, but has only highly simplified schemes to represent the detailed physics of the Martian atmosphere, e.g. forcing towards a plausible zonal mean temperature state using Newtonian cooling. Three different norms are used to monitor energy conversion processes in the model and are then compared. When four vertical modes (the barotropic and first three baroclinic modes) are retained in the reduced-order approximation, the correlation norm captures approximately 90% of the variance, while the kinetic energy and total energy norms capture approximately 83% and 78% of the kinetic and total energy respectively. We show that the leading order Proper Orthogonal Decomposition (POD) modes represent the dominant travelling waves in the baroclinically-unstable, winter hemisphere. In part 2 of our study we will develop a hierarchy of truncated POD-Galerkin expansions of the model equations using up to four vertical modes
