Religion and politics in William Steel Dickson DD (1744‒1824): Ulster-Scot Irishman and his modernizing thought-world
This essay presents the lineaments and origins of the core thinking of Steel Dickson, a typically controversial representative of the progressive eighteenth-century intelligentsia in the north of Ireland who were Presbyterian ministers and inclined to radicalising reform of politics and religion as well as, more tentatively, to the reformatting of fundamental theology. There will be reference to short studies and general interpretations of Dickson and, more particularly, some analysis of his publications including religio-political addresses and church sermons. Discussed will be the context of his association with the Society of United Irishmen and its evolving revolutionary path, as well as his links to other reform thinkers, politicians and churchmen in Ulster. The study argues that Steel Dickson's varied political involvement flowed consciously from his ethical and religious convictions. Further, that he embodied (with qualification) the impact of the Scottish Enlightenment and ‘Moderate’ Presbyterianism in Ireland – but along with strong appeal to biblical testimony and norms. Finally, it demonstrates with illustrations that the decisive shaping and reconstructing of the contours of Dickson's mind occurred during his studies at Glasgow University in its intellectual heyday

Radio Spectrum and the Disruptive Clarity of Ronald Coase
In the Federal Communications Commission, Ronald Coase exposed deep foundations via normative argument buttressed by astute historical observation. The government controlled scarce frequencies, issuing sharply limited use rights. Spillovers were said to be otherwise endemic. Coase saw that Government limited conflicts by restricting uses; property owners perform an analogous function via the “price system.” The government solution was inefficient unless the net benefits of the alternative property regime were lower. Coase augured that the price system would outperform. His spectrum auction proposal was mocked by communications policy experts, opposed by industry interests, and ridiculed by policy makers. Hence, it took until July 25, 1994 for FCC license sales to commence. Today, some 73 U.S. auctions have been held, 27,484 licenses sold, and 17 billion in U.S. welfare losses have been averted. Not bad for the first 50 years of this, or any, Article appearing in Volume II of the Journal of Law & Economics

Pore level imaging of fluid transport using synchrotron x-ray microtomography
Recently developed high resolution computed microtomography (CMI) using synchrotron X-ray sources is analogous to conventional medical Cr scanning and provides the ability to obtain three-dimensional images of specimens with a spatial resolution on the order of micrometers. Application of this technique to the study of core samples has previously been shown to provide excellent two- and three-dimensional high resolution descriptions of pore structure and mineral distributions of core material. Recently, computed microtomographic endpoint saturation images of a fluid filled sandstone core sample were obtained using a microtomographic apparatus and a high energy X-ray beam produced by a superconducting wiggler at the National Synchrotron Light Source at Brookhaven National Laboratory. Images of a 6 mm subsection of the one inch diameter core sample were obtained prior and subsequent to flooding to residual oil. Both oil and brine phases were observable within the imaged rock matrix. The rock matrix image data was used as input to a fluid transport simulator and the results compared with the end point saturation images and data. These high resolution images of the fluid filled pore space have not been previously available to researchers and will provide valuable insight to fluid flow, and provide data as input into and validation of high resolution porous media flow simulators, such as percolation-network and Lattice Boltzmann models
Normative Alethic Pluralism
Some philosophers have argued that truth is a norm of judgement and have provided a variety of formulations of this general thesis. In this paper, I shall side with these philosophers and assume that truth is a norm of judgement. What I am primarily interested in here are two core questions concerning the judgement-truth norm: (i) what are the normative relationships between truth and judgement? And (ii) do these relationships vary or are they constant? I argue for a pluralist picture—what I call Normative Alethic Pluralism (NAP)—according to which (i) there is more than one correct judgement-truth norm and (ii) the normative relationships between truth and judgement vary in relation to the subject matter of the judgement. By means of a comparative analysis of disagreement in three areas of the evaluative domain—refined aesthetics, basic taste and morality—I show that there is an important variability in the normative significance of disagreement—I call this the variability conjecture. By presenting a variation of Lynch’s scope problem for alethic monism, I argue that a monistic approach to the normative function of truth is unable to vindicate the conjecture. I then argue that normative alethic pluralism provides us with a promising model to account for it

Developments in synchrotron x-ray microtomography for application to flow in porous media
Microimaging capabilities at Brookhaven National Laboratory`s National Synchrotron Light Source have been enhanced to provide larger and higher resolution 3-D renderings of pore networks in reservoir rocks at a fraction of the time required in previous first Generation scanning methods. Computer Microtomography, CMT, volumes containing 16 million voxels have been acquired at 3 micron resolution with the aid of expansion optics in a matter of hours. Such data are used to model single and multiphase flow properties in digital images of real porous media. Advances in 3-D visualization, which are being implemented in Brookhaven National Laboratory`s 3-D theater, will allow even greater digestion and interpretation of phenomena dependent upon pore interconnectivity and multipore interactions. Pore networks are analyzed for tortuosity and connectivity measures, which have been elusive parameters in transport property models. We present examples of porosimetry simulation via network modeling to produce initial water saturation and residual oil distributions in a water-wet pore system. Furthermore, pore networks can provide the boundary condition framework for more rigorous simulations of displacement, such as in the lattice Boltzmann simulated water flood example provided
Inter-laboratory Variation in the Chemical Analysis of Acidic Forest Soil Reference Samples from Eastern North America
Long-term forest soil monitoring and research often requires a comparison of laboratory data generated at different times and in different laboratories. Quantifying the uncertainty associated with these analyses is necessary to assess temporal changes in soil properties. Forest soil chemical properties, and methods to measure these properties, often differ from agronomic and horticultural soils. Soil proficiency programs do not generally include forest soil samples that are highly acidic, high in extractable Al, low in extractable Ca and often high in carbon. To determine the uncertainty associated with specific analytical methods for forest soils, we collected and distributed samples from two soil horizons (Oa and Bs) to 15 laboratories in the eastern United States and Canada. Soil properties measured included total organic carbon and nitrogen, pH and exchangeable cations. Overall, results were consistent despite some differences in methodology. We calculated the median absolute deviation (MAD) for each measurement and considered the acceptable range to be the median 6 2.5 3 MAD. Variability among laboratories was usually as low as the typical variability within a laboratory. A few areas of concern include a lack of consistency in the measurement and expression of results on a dry weight basis, relatively high variability in the C/N ratio in the Bs horizon, challenges associated with determining exchangeable cations at concentrations near the lower reporting range of some laboratories and the operationally defined nature of aluminum extractability. Recommendations include a continuation of reference forest soil exchange programs to quantify the uncertainty associated with these analyses in conjunction with ongoing efforts to review and standardize laboratory methods
World radiocommunication conference 12 : implications for the spectrum eco-system
Spectrum allocation is once more a key issue facing the global telecommunications industry. Largely overlooked in current debates, however, is the World Radiocommunication Conference (WRC). Decisions taken by WRC shape the future roadmap of the telecommunications industry, not least because it has the ability to shape the global spectrum allocation framework. In the debates of WRC-12 it is possible to identify three main issues: enhancement of the international spectrum regulatory framework, regulatory measures required to introduce Cognitive Radio Systems (CRS) technologies; and, additional spectrum allocation to mobile service. WRC-12 eventually decided not to change the current international radio regulations with regard to the first two issues and agreed to the third issue. The main implications of WRC-12 on the spectrum ecosystem are that most of actors are not in support of the concept of spectrum flexibility associated with trading and that the concept of spectrum open access is not under consideration. This is explained by the observation that spectrum trading and spectrum commons weaken state control over spectrum and challenge the main principles and norms of the international spectrum management regime. In addition, the mobile allocation issue has shown the lack of conformity with the main rules of the regime: regional spectrum allocation in the International Telecommunication Union (ITU) three regions, and the resistance to the slow decision making procedures. In conclusion, while the rules and decision-making procedures of the international spectrum management regime were challenged in the WRC-12, the main principles and norms are still accepted by the majority of countries
