Can the Violent Jihad Do Without Sympathizers?
Interviews and public information were used to establish the role of sympathizers in the continuation of the violent jihad. Sympathizers are indispensable in some respects, but in others, it is unnecessary or unfavorable for extremists to resort to them. This means that the role of sympathizers is smaller than assumed by many counterterrorist officials and academicians, but this is not because sympathizers are deterred by possible reprisals for their support. It is because assailants sometimes deliberately choose not to recourse to sympathizers. This means that the role of sympathizers does not solely depend on their partisanship and fear of retribution alone, but also on the strategic choices made by Muslim extremists. Their impact on the role of sympathizers in collective violence is neglected in both Donald Blackâs âgeometry of terrorismâ theory and Roger V. Gouldâs rational choice theory of collective violence
What Should Governments Take Into Account When They Consider To Involve Private Parties In Regulation?
Based on a literature review, this paper addresses the questions under what conditions four different types of private parties (manufacturers, purchasers, private regulators, and civil society) are more or less likely to have an added value to governmental regulation and how public regulatory bodies can further this added value. It appears self-regulation by manufacturers or purchasers works better as branches have a more self-evident interest to counter market failure, are smaller and more homogenous, have more experience with self-regulation and as self-regulatory systems are less ambitious (and, hence, can achieve less); private regulators seem to be more effective as consumers and purchasers are more willing to pay for quality, as companies not only want to obtain certificates in order to improve their market position (âdegree purchasing syndromeâ) but also to improve the quality of their production processes, and as certifiers and accreditors compete with each other on price as well as quality; regulation by civil society seems to work better when citizens or interest groups are more powerful in relation to business, are better able to balance risks, and are more concerned about companies violating public or private norms. Dutch Immigration and Naturalization Service on an asylum
application were related to their answers on a questionnaire.
Caseworkers diff er in the extent of available information
on an asylum application they take for granted and in
their fi nal decisions on it. Th ese diff erences result from work
pressure, the caseworkersâ reputation, their role defi nition,
political opinion, and professional background, and policy.

The goal of this research was to identify the factors that account for procedural and substantive inequality in the implementation of asylum law. Ninety-eight caseworkers of the Immigration and Naturalization Service were asked to decide on the same asylum application. These decisions were then related to their answers on a questionnaire. Employees differ to the extent that they take the information on an asylum application for granted and to their final decisions on it. These differences result from work pressure, the reputation of the caseworkers, their role definition, political opinions and professional background, and memoâs and policy guidelines. 'Vis ruikt nou eenmaal zo'. 'Responsive regulation' bij de Voedsel en Waren Autoriteit
âResponsive regulationâ is een theorie die sinds enige jaren nationaal en internationaal furore maakt onder zowel beleidsmakers als wetenschappers (zie Van de Bunt e.a., 2007, 390-391). Dit is opmerkelijk omdat de toepasbaarheid van
deze theorie tot voor kort niet of nauwelijks is getoetst (vgl. Nielsen, 2006, 395; Huisman & Beukelman, 2007, 104; maar zie Braithwaite e.a., 1994; Haines, 1997, 218-229), terwijl in beleidskringen de laatste jaren veel nadruk wordt gelegd op
âevidence-basedâ beleid. Pas onlangs zijn enkele studies verschenen waarin responsive regulation kritisch tegen het licht is gehouden (Van de Bunt e.a., 2007; Baldwin & Black, 2008). Onze doelstelling is om de toepasbaarheid van drie fundamentele
veronderstellingen te toetsen die aan de gangbare interpretatie van deze theorie ten grondslag liggen. Dit doen wij aan de hand van een empirisch onderzoek bij de Voedsel en Waren Autoriteit (VWA), omdat die ook responsive regulation tot uitgangspunt van haar optreden heeft verheven (Voedsel en Waren
Autoriteit, 2006). We zetten eerst uiteen wat deze theorie inhoudt en welke veronderstellingen eraan ten grondslag liggen. Na de methodologische paragraaf bespreken wij de bevindingen uit ons veldwerk en gaan wij in op de generaliseerbaarheid
van onze bevindingen
De moderne cultuur en de onttovering van de wereld: Moreel relativisme en instrumenteel rationalisme in Nederland

Naar Max Webers ideeĂ«n over de onttovering van de wereld wordt vandaag de dag overwegend verwezen in godsdienstsociologische studies over secularisering en ontkerkelijking (bijvoorbeeld Verweij 1998: 16-17; Te Grotenhuis 1998: 59; De Hart in dit nummer). Naast een afnemende referentie aan het bovennatuurlijke behelst de onttovering van de wereld logischerwijze echter ook een toenemende binnenwereldlijke oriĂ«ntatie. Dit blijkt uit het feit dat secularisering door godsdienstsociologen nauw verbonden wordt geacht met twee andere processen, die allebei de toename van zoân binnenwereldlijke oriĂ«ntatie veronderstellen: individualisering (Peters, 1993) en rationalisering (Iannaccone et al., 1998). Een modern onttoverd wereldbeeld behoeft derhalve niet noodzakelijkerwijze (negatief) te worden opgevat als gekenmerkt door een ontbrekende referentie aan een bovennatuurlijke orde, die het aardse leven beheerst en van zin en betekenis voorziet, maar kan ook (positief) worden omschreven als gekenmerkt door een tweeledige binnenwereldlijke oriĂ«ntatie.
In de eerste plaats neemt onder invloed van secularisering de mogelijkheid af om het leven te voorzien van een âobjectieveâ zin, die onbetwijfelbare betekenissen en morele richtlijnen verschaft: âdoor toedoen van de âonttovering van de wereldâ (komt) iedere waardenhiĂ«rarchie ogenblikkelijk ter discussie (te staan) en (wordt) daarmee in principe ongeloofwaardig (...) Nietzscheâs âdood van Godâ (maakt) als een âonttovering van de wereldâ iedere waardenhiĂ«rarchie tot een historisch gegroeide en slechts subjectief-relevante waarheidâ (Zijderveld 1974: 122). Uit binnen- en buitenlands empirisch onderzoek blijkt dan ook dat onkerkelijken traditionele waarden in sterkere mate afwijzen dan kerkelijken (bijvoorbeeld Davis en Robinson 1996; Middendorp 1991; Olson en Carroll 1992; Woodrum 1988a; 1988b). Wij duiden deze afwijzing aan als moreel relativisme: het idee dat verschillende manieren van leven niet in termen van (on)aanvaardbaarheid kunnen worden geordend, zodat slechts individuele vrijheid en aanvaarding van culturele verschillen als richtinggevende beginselen kunnen worden aanvaard.
