A matter of credibility: conventional and nuclear security commitments of the United States in Europe
US President Donald Trump has cast doubt on his country’s security commitments within NATO by his "America First" programme and his verbal attacks on the Alliance. This affects both conventional reassurance, i.e. pledges to allies backed by non-nuclear military means, and nuclear reassurance. Beyond the "Trump factor", the costs and risks associated with these security commitments have increased from Washington’s perspective. The reasons are the expansion of the Alliance territory through its eastern enlargement, the modernisation of the Russian military, and the end of the US’s undisputed military supremacy. Nevertheless, during the Trump administration, the US has not reduced but increased its financial and military contributions to the reassurance of its allies. Uncertainties about the US's role in NATO have led to deepening rifts in Europe. On one side are the European allies that are striving for a higher degree of "strategic autonomy" from Washington, and on the other those who want to lean even more on the US as a protecting power. From the perspective of many eastern NATO states, American security promises are more credible than potential European alternatives, even during the Trump administration. The credibility of American security commitments is a multifaceted issue that cannot be reduced to statements by the US President. European NATO states consider and weight the underlying factors differently. Quadrennial Defense Review 2014: trends in US defense policy and consequences for NATO
Every four years the Pentagon publishes a report on the central developments and trends in US defense policy. The Quadrennial Defense Review (QDR) released in early March 2014 is the first to include in more detail the consequences of the defense budget cuts passed since 2011. Otherwise, the so-called US rebalance to the Asia-Pacific region and the war-weariness of the American people are the principal factors shaping US defense policy. While not representing a watershed for transatlantic defense cooperation, the trends outlined in the QDR do contain risks and potential for conflict in the relationship with Europe. (Autorenreferat
The CSDP after the december summit: to rebalance, the EU should focus less on missions and more on security and defence cooperation
In December 2013 the heads of state and government for the first time in five years dedicated their European Council summit mainly to the Common Security and Defence Policy. In the run-up to the meeting there was no shortage of piecemeal proposals for enhancing the effectiveness of the CSDP and strengthening military capabilities and the European defence industry. What has been lacking is an overarching vision of where the CSDP should be heading and how individual reform initiatives should be prioritised. For sure, the European Council did not provide such a vision but instead decided on a number of follow-on processes. These now need to be exploited to the fullest possible extent in order to create a new foundation for the CSDP, which should be shifted away from crisis management towards European security and defence cooperation. Rethinking strategic sovereignty: narratives and priorities for Europe after Russia's attack on Ukraine
The Russian war of aggression against Ukraine is forcing Europeans into a confronÂtational security order. This also makes European strategic sovereignty - in defence policy, but also in economics, technology, energy policy, and institutional framework - a more significant goal for the European Union (EU). Until now, however, a central narrative has been that the EU must be able to act autonomously without the United States (US). In the new security environment, the primary aim of strategic sovereignty should be protecting EU member states and asserting common European interests. For the foreseeable future, however, the Union remains confronted with a fundamental dilemma that can only be attenuated but not fully resolved: In Europe's new conÂfrontational security order, its strategic dependence on the US is likely to grow, while America's long-term alliance commitments remain fraught with question marks. StraÂtegic sovereignty must therefore include the pursuit of Europe’s collective defence capability in close cooperation and coordination with the EU and the North Atlantic Treaty Organization (NATO). Einiges spricht dafĂĽr, dass diese Einschnitte zumindest mittelfristig -in den kommenden vier bis sechs Jahren- verhältnismäßig moderat ausfallen und die damit verbundenen Prioritätenverschiebungen eher graduell als grundlegend sein werden. Die politischen Beharrungskräfte in Washington zugunsten hoher Verteidigungsausgaben bleiben einflussreich. Zudem haben die USA viel mehr Spielraum als andere Länder, Schulden zu machen. Alle vier Jahre legt das Pentagon einen Bericht über die verteidigungspolitischen Entwicklungen und Prioritäten der USA vor. Die Anfang März 2014 veröffentlichte Quadrennial Defense Review (QDR) berücksichtigt erstmals im Detail die Folgen, die sich für das US-Militär aus den 2011 beschlossenen Kürzungen im Verteidigungshaushalt ergeben. The US shale revolution and the Arab Gulf States: the economic and political impact of changing energy markets
The US shale revolution is making a deep impact on the global energy markets, with the United States becoming self-sufficient in oil and gas and international flows shifting increasingly towards the Pacific region. But the Persian Gulf remains the backbone of the global oil markets, while its liquefied natural gas is of global strategic significance and a factor for energy supply diversification in Europe.
Growing domestic energy security expands US policy options towards the Gulf states, whose regimes are already greatly unsettled by fears over an American pull-out. While there is as yet no sign of such a move, Europe must be prepared for greater burden-sharing with the United States, especially in relation to energy imports from the Gulf.
Only in the long term and in interaction with political factors do developments in the energy markets have the potential to threaten the stability of the Arab Gulf states. In the short and medium term these countries will have to secure their own energy supplies while maintaining exports. They find themselves confronted with this challenge at a difficult juncture. Certainly, their existing socio-economic development model cannot simply be extrapolated into the future.
The geopolitical imponderables in the Gulf region and the associated supply risks offer good grounds to push on with the German Energiewende (energy transition). At the same time the new energy map demands more international dialogue and closer cooperation. One starting point would be energy partnerships with the Gulf states. (Autorenreferat

"Die Verteidigungspolitik der USA wird gegenwärtig durch drei wesentliche Entwicklungstrends geprägt, wie die Analyse in dieser Studie zeigt. Erstens sind die innenpolitischen Rahmenbedingungen -öffentliche Meinung, Haltung der Parteien und finanzielle Ausstattung- für Washingtons globales militärisches Handeln schwieriger geworden. Allerdings bleibt der Einfluss dieser Faktoren auf die amerikanische Verteidigungspolitik insgesamt sehr begrenzt. Zweitens zeichnet sich die Politik von Präsident Obama durch Zurückhaltung beim Einsatz der Streitkräfte im Ausland sowie durch eine Präferenz für den »leichten Fußabdruck« aus. Darunter fällt auch das Bestreben, die Sicherheitskräfte in Partnerländern aufzubauen, um so die Notwendigkeit direkter Militärinterventionen durch die USA zu minimieren. Drittens verfolgt die amerikanische Regierung nicht erst seit Obama eine langfristig angelegte Transformations-Agenda. Diese rückt die technologischen Fähigkeiten zur globalen Machtprojektion in den Mittelpunkt und nimmt dabei Einschnitte beim Umfang der Streitkräfte in Kauf. Für das transatlantische Verhältnis haben die zu beobachtenden Grundtrends der US-Verteidigungspolitik ambivalente Auswirkungen. Eine Frage der GlaubwĂĽrdigkeit: konventionelle und nukleare Sicherheitszusagen der USA in Europa
US-Präsident Donald Trump hat Zweifel ausgelöst an den amerikanischen Sicherheitszusagen im Rahmen der Nato - durch seine "Amerika zuerst"-Programmatik und seine verbalen Angriffe auf das BĂĽndnis. Betroffen ist sowohl die konventionelle RĂĽckversicherung, das heiĂźt die mit nicht nukleÂaren militärischen Mitteln untermauerten Zusagen, als auch die nukleare Dimension. Zum "Faktor Trump" kommt hinzu, dass aus Sicht Washingtons die Kosten und Risiken dieser Sicherheitszusagen gestiegen sind. GrĂĽnde dafĂĽr sind die Ausweitung des BĂĽndnisgebiets im Zuge der Osterweiterung, die Modernisierung des russischen Militärs und das Ende der unangefochtenen militärischen Ăśbermacht der USA. Dennoch hat Amerika unter Trump seine finanziellen und militärischen Beiträge zur RĂĽckversicherung der europäischen BĂĽndnispartner nicht verringert, sondern erhöht. Die Unsicherheiten ĂĽber den Nato-Kurs der USA fĂĽhren dazu, dass sich die Gräben in Europa vertiefen. Auf der einen Seite stehen die europäischen BĂĽndnisstaaten, die ein höheres MaĂź an "strategischer Autonomie" von Washington anstreben, auf der anderen jene, die sich stärker an die ameriÂkanische Schutzmacht anlehnen wollen. Insbesondere aus der Perspektive östlicher Nato-Staaten sind die amerikanischen Sicherheitszusagen auch in Zeiten Trumps noch wesentlich glaubwĂĽrdiger als mögliche europäische Alternativen. Die GlaubwĂĽrdigkeit der amerikanischen Sicherheitszusagen ist ein facettenreiches Phänomen, das sich nicht auf die Ă„uĂźerungen des US-PräsiÂdenten reduzieren lässt. Die europäischen Nato-Staaten betrachten und gewichten die ihr zugrunde liegenden Faktoren verschieden. Ein ausgeprägtes Bewusstsein der politischen Entscheidungsträger, nicht zuletzt in Deutschland, fĂĽr diese Unterschiede ist unverzichtbar fĂĽr den politischen Zusammenhalt in der EU und in der Nato.
