    Human well-being and in-work benefits : a randomized controlled trial

    Many politicians believe they can intervene in the economy to improve people’s lives. But can they? In a social experiment carried out in the United Kingdom, extensive in-work support was randomly assigned among 16,000 disadvantaged people. We follow a sub-sample of 3,500 single parents for 5 ensuing years. The results reveal a remarkable, and troubling, finding. Long after eligibility had ceased, the treated individuals had substantially lower psychological well- being, worried more about money, and were increasingly prone to debt. Thus helping people apparently hurt them. We discuss a behavioral framework consistent with our findings and reflect on implications for policy

    Workmen\u27s Compensation Act—Immunity of Third Party Employer

    D, a foreign corporation engaged in manufacturing chemicals, sold to X scrap iron including a coil of pipe which D had used in its business. P, an employee of a salvage dealer, was ordered by his employer to pick up the scrap iron at X\u27s yard. In order to place the coil of pipe in proper position on his truck, P struck the pipe with a maul, the force of the blow causing a corrosive substance to issue from the pipe and injure P. Instead of taking compensation under the Workmen\u27s Compensation Act, P elected to sue the tortfeasor. Judgment for P in Trial Court Appeal. Held: Affirmed. D is not within the immunity provision of Rem. Rev.     Fluorescent protein-mediated colour polymorphism in reef corals: multicopy genes extend the adaptation/acclimatization potential to variable light environments

    The genomic framework that enables corals to adjust to unfavourable conditions is crucial for coral reef survival in a rapidly changing climate. We have explored the striking intraspecific variability in the expression of coral pigments from the green fluorescent protein (GFP) family to elucidate the genomic basis for the plasticity of stress responses among reef corals. We show that multicopy genes can greatly increase the dynamic range over which corals can modulate transcript levels in response to the light environment. Using the red fluorescent protein amilFP597 in the coral Acropora millepora as a model, we demonstrate that its expression increases with light intensity, but both the minimal and maximal gene transcript levels vary markedly among colour morphs. The pigment concentration in the tissue of different morphs is strongly correlated with the number of gene copies with a particular promoter type. These findings indicate that colour polymorphism in reef corals can be caused by the environmentally regulated expression of multicopy genes. High-level expression of amilFP597 is correlated with reduced photodamage of zooxanthellae under acute light stress, supporting a photoprotective function of this pigment. The cluster of light-regulated pigment genes can enable corals to invest either in expensive high-level pigmentation, offering benefits under light stress, or to rely on low tissue pigment concentrations and use the conserved resources for other purposes, which is preferable in less light-exposed environments. The genomic framework described here allows corals to pursue different strategies to succeed in habitats with highly variable light stress levels. In summary, our results suggest that the intraspecific plasticity of reef corals’ stress responses is larger than previously thought

For the first time since the early years of industrial unionism sixty years ago, there is near-universal agreement among union leaders that the future of the movement depends on massive new organizing. In October 1995, John Sweeney, Richard Trumka, and Linda Chavez-Thompson were swept into the top offices of the AFL-CIO, following a campaign that promised organizing at an unprecedented pace and scale. Since taking office, the new AFL-CIO leadership team has created a separate organizing department and has committed $20 million to support coordinated large-scale industry-based organizing drives. In addition, in the summer of 1996, the AFL-CIO launched the Union Summer program, which placed more than a thousand college students and young workers in organizing campaigns across the country

    Semantically Informed Multiview Surface Refinement

    We present a method to jointly refine the geometry and semantic segmentation of 3D surface meshes. Our method alternates between updating the shape and the semantic labels. In the geometry refinement step, the mesh is deformed with variational energy minimization, such that it simultaneously maximizes photo-consistency and the compatibility of the semantic segmentations across a set of calibrated images. Label-specific shape priors account for interactions between the geometry and the semantic labels in 3D. In the semantic segmentation step, the labels on the mesh are updated with MRF inference, such that they are compatible with the semantic segmentations in the input images. Also, this step includes prior assumptions about the surface shape of different semantic classes. The priors induce a tight coupling, where semantic information influences the shape update and vice versa. Specifically, we introduce priors that favor (i) adaptive smoothing, depending on the class label; (ii) straightness of class boundaries; and (iii) semantic labels that are consistent with the surface orientation. The novel mesh-based reconstruction is evaluated in a series of experiments with real and synthetic data. We compare both to state-of-the-art, voxel-based semantic 3D reconstruction, and to purely geometric mesh refinement, and demonstrate that the proposed scheme yields improved 3D geometry as well as an improved semantic segmentation

    Introduction: The Context for the Reform of Labor Law

    [Excerpt] It has become increasingly clear that the U.S. system of collective bargaining is no longer a realistic option for a large and growing proportion of American workers, and the situation will continue to worsen absent a major redirection of public policy. The decline in union density rates in this country is alarming to those who value and promote unionization. The extent to which this decline is due to management resistance and the failure of the law to promote collective bargaining is an important question that requires continued study and debate. Opinion polls reveal that for millions of nonunion American workers, workplace representation is an unfulfilled goal. These and other concerns about the inadequacy of U.S. labor law motivated the Clinton Administration to create the Commission on the Future of Worker-Management Relations, chaired by John Dunlop and charged with examining the laws that govern and shape relations in America\u27s workplaces. In the same spirit, the Department of Economic Research of the AFL-CIO and the School of Industrial and Labor Relations at Cornell University convened a conference on labor law reform in October 1993. Nearly forty papers and speeches advanced a variety of ways to correct the inadequacies in our system of union-management regulation. This volume contains a selection of the papers from that conference, chosen to reflect the diversity of opinion and thought represented. While all of the views and policy recommendations expressed in the papers are not necessarily fully shared by the, editors, the AFL-CIO, or Cornell, they are stimulating and provocative and deserve the widest possible discussion and debate. Our aim in producing this book is to stimulate public awareness about the need for fundamental reform of the legal and institutional underpinnings of the U.S. system of workplace representation and to offer proposals for the content of that reform
