Is this the Minsky Moment for Reform of Financial Regulation?

The current financial crisis has been characterized as a 'Minsky' moment, and as such provides the conditions required for a reregulation of the financial system similar to that of the New Deal banking reforms of the 1930s. However, Minsky's theory was not one that dealt in moments but rather in systemic, structural changes in the operations of financial institutions. Therefore, the framework for reregulation must start with an understanding of the longer-term systemic changes that took place between the New Deal reforms and their formal repeal under the 1999 Financial Services Modernization Act. This paper attempts to identify some of those changes and their sources. In particular, it notes that the New Deal reforms were eroded by an internal process in which commercial banks that were given a monopoly position in deposit taking sought to remove those protections because unregulated banks were able to provide substitute instruments that were more efficient and unregulated but unavailable to regulated banks, since they involved securities market activities that would eventually be recognized as securitization. Regulators and the courts contributed to this process by progressively ruling that these activities were related to the regulated activities of the commercial banks, allowing them to reclaim securities market activities that had been precluded in the New Deal legislation. The 1999 Act simply made official the de facto repeal of the 1930s protections. Any attempt to provide reregulation of the system will thus require safeguards to ensure that this internal process of deregulation is not repeated

According to world statistics, about 30% of women are subjected to surgery on the genitals, and 1 place is occupied by surgery for uterine fibroids. In the study of biocenosis of the vagina and cervical canal in 67% of women with uterine fibroids in the vaginal discharge revealed a pattern of bacterial vaginosis. To date, the issue of complex treatment of vaginal dysbiosis in patients with uterine myoma remains relevant and insufficiently studied. The frequency of pyo-inflammatory postoperative diseases is increased in women with all types of vaginal microcenosis. Considering that operations concerning uterine fibroids take the first place among gynecologic operations, it is necessary to carry out complex treatment of a dysbacteriosis of a vagina which leads to postoperative complications.Согласно мировой статистике, около 30% женщин подвергаются хирургическим вмешательствам на половых органах, причем 1 место занимают операции по поводу миомы матки. При изучении биоценоза влагалища и цервикального канала у 67% женщин с миомой матки во влагалищном отделяемом выявлена картина бактериального вагиноза. На сегодняшний день остается актуальным и недостаточно изученным вопрос о комплексном лечении дисбактериоза влагалища у больных с миомой матки. Частота гнойно-воспалительных послеоперационных заболеваний повышена у женщин со всеми видами нарушения влагалищного микроциноза. Учитывая то, что операции по поводу миомы матки занимают первое место среди гинекологических операций, необходимо проводить комплексное лечение дисбактериоза влагалища, который приводит к послеоперационным осложнениям

A review of the literature is presented in which the authors consider the problem of varicose veins (RVV) of the pelvic organs. The first cases of the disease description by domestic and foreign scientists are given. It was found that of 25% of all patients with varicose veins (WB) 2/3 are women and in 75% of cases the pathology develops during pregnancy. According to the literature in the etiology and pathogenesis of ERW of the genitals during pregnancy, there was a mechanical theory of vasodilation, which was that the increasing uterus compresses the veins of the pelvic organs, leading to increased hydrostatic pressure, lower blood flow rate. Other authors believe that this theory does not explain the complex pathogenesis of vascular wall dilation and why, in some cases, the disease appears in the early stages of gestation, when the mechanical effect of the pregnant uterus is not yet expressed? It is believed that an equally important role is played by ovarian occlusion and pelvic vein thrombosis in history. Arteriovenous dysplasia of the deep veins of the lower extremities and compression of the veins by the pelvic organs (pregnant uterus, retro and anteflexio of the uterus, which leads to an in-flection of the uterine ligaments with a further violation of the outflow of venous blood) are also important. The problem is very urgent, since a large part of wom-en with external and internal genital organs often occurs at a young age, is latent, and the doctor does not always associate these processes with pregnancy and childbirth.Представлен обзор литературы, в котором авторы рассматривают проблему варикозного расширения вен (ВРВ) органов малого таза. Приведены первые случаи описания заболевания отечественными и зарубежными учеными. Установлено, что из 25% всех страдающих варикозной болезнью (ВБ) 2/3 составляют женщины и при этом в 75% случаях патология развивается во время беременности. По данным литературы в этиологии и патогенезе ВРВ половых органов во время беременности существовала механическая теория возникновения расширения сосудов, которая заключалась в том, что увеличивающаяся матка сдавливает вены тазовых органов, приводящее к повышению гидростатического давления, снижению скорости кровотока. другие авторы считают, что данная теория не объясняет сложный патогенез дилатации сосудистой стенки и почему в некоторых случаях заболевание появляется в ранних сроках гестации, когда механическое влияние беременной матки еще не выражено? Считается, что не менее важную роль играет окклюзия яичниковых и тромбоз тазовых вен в анамнезе. так же имеет значение артериовенозная дисплазия глубоких вен нижних конечностей и компрессия вен органами малого таза (беременная матка, retro и anteflexio матки, которая приводит к перегибу маточных связок с дальнейшим нарушением оттока венозной крови). Проблема очень актуальна, так как у значительной части женщин ВРВ наружных и внутренних половых органов чаще всего возникает в молодом возрасте, протекает латентно, и врач не всегда связывает эти процессы с беременностью и родами

Minimal brain dysfunction in children of preschool age in the city of Makhachkala

To study the prevalence of minimal brain dysfunction (MBD) in children of preschool age in the city of Makhachkala 600 children were examined. In result of the conducted research it is established that MMD is observed in 72(12%) children. The symptoms of MMD were often found in children from 2.5 to 4.5 years – 48(8%).In mothers of children with MMD the complications were found during gestation in 61 (10,7%) cases. In the first year in children with MMD inflammatory diseases and 91.4%, complications inflammatory were observed: intracranial hypertension of 26.0%, complications after vaccination 83,0%, traumatic brain injury is 21.4%.С целью изучения распространенности минимальной мозговой дисфункции (ММД) у детей дошкольного возраста в г. Махачкала было обследовано 600 детей. В результате проведенного исследования установлено, что ММД наблюдается у 72(12%) детей. Чаще признаки ММД встречались у детей от 2,5 до 4,5 лет – 48(8%). У матерей детей с ММД в 61 (10,7%) случае отмечались осложнения во время гестации. В течение первого года у детей с ММД наблюдались заболевания воспалительного характера - 91,4%, осложнения не воспалительного характера: внутричерепная гипертензия 26,0%, осложнения после прививки 83,0%, черепно-мозговая травма 21,4%

At the same time, fibroplastic changes in the surrounding tissues were noted. Thus, the implant performs the frame function, being a matrix for the germination of its own fibrous fibers. Contact of the endoprosthesis with the elements of the spermatic cord, due to the layer of the peritoneum, is absent and, as a result, polypropylene mesh does not cause severe inflammatory reactions in the elements of the spermatic cord.При изучении влияния полипропиленовой сетки на состояние тканей, окружающие семенной канатик проводилось экспериментальное введение импланта 20 собакам. Воспалительной инфильтрации и спаечного процесса в зоне имплантации не выявлено, коллагеногенез минимален. Фиксация самого эндопротеза к брюшине довольно слабая. Имелся сплошной слой мезотелия, его толщина была одинаковой на протяжении среза препарата, зон фенестрации не было на всей поверхности. При этом отмечали фибропластические изменения в окружающих тканях. таким образом, имплантат выполняет каркасную функцию, являясь матрицей для прорастания собственных фиброзных волокон. контакт эндопротеза с элементами семенного канатика, благодаря прослойке из брюшины, отсутствует и, как следствие, полипропиленовая сетка не вызывает выраженных воспалительных реакций в элементах семенного канатика
