    Legal and regulatory institutions integration in environmental policy of the Russian Federation

    The legal regulation of environmental policy in the Russian Federation is carried out by a number of institutions and organisations, the management process of which in practice proves to be fragmented and uncoordinated. The functioning of this system, which lacks internal unity, leads to larger crises at the social, economic, and international levels. In today's increasingly globalised environment, environmental law seeks new ways of consolidation and international cooperation, which can only be achieved through the internal integration of legal institutions. Examining the shortcomings of the existing legal system, identifying ways to address them, and identifying mechanisms for integration will lead to positive effects in addressing environmental issues, both nationally and internationally

    Efficacy of plant resistance inducers on cereal crops against a complex of pathogens

    The article describes the benefits of using plant resistance inducers on cereal crops and the basic principles of their impact on pests development (Pyrenophora tritici-repentis, Puccinia triticina, Puccinia striiformis, Puccinia graminis, Puccinia hordei). The assessment results of the biological and economic effectiveness of L-479 and DL-59 preparations are presented in comparison with the chemical Kolosal,CE and biological Albit, which were used as standards for reducing the development of yellow leaf spot and rust diseases. L-479 product was found to be the most effective on wheat against brown, yellow and stem rust, and yellow leaf spot. Its biological efficacy ranged from 48.3 % to 57.0 % depending on the pathogen, and the increase in grain yield ranged from 3.7 % to 22.1 %. DL-59 product showed the best biological efficacy against dwarf leaf rust of barley – 89.8 %, the increase in grain yield was 3.5 %

    Biodiversity of <i>rolB/C</i>-like Natural Transgene in the Genus <i>Vaccinium</i> L. and Its Application for Phylogenetic Studies

    A variety of plant species found in nature contain agrobacterial T-DNAs in their genomes which they transmit in a series of sexual generations. Such T-DNAs are called cellular T-DNAs (cT-DNAs). cT-DNAs have been discovered in dozens of plant genera, and are suggested to be used in phylogenetic studies, since they are well-defined and unrelated to other plant sequences. Their integration into a particular chromosomal site indicates a founder event and a clear start of a new clade. cT-DNA inserts do not disseminate in the genome after insertion. They can be large and old enough to generate a range of variants, thereby allowing the construction of detailed trees. Unusual cT-DNAs (containing the rolB/C-like gene) were found in our previous study in the genome data of two Vaccinium L. species. Here, we present a deeper study of these sequences in Vaccinium L. Molecular-genetic and bioinformatics methods were applied for sequencing, assembly, and analysis of the rolB/C-like gene. The rolB/C-like gene was discovered in 26 new Vaccinium species and Agapetes serpens (Wight) Sleumer. Most samples were found to contain full-size genes. It allowed us to develop approaches for the phasing of cT-DNA alleles and reconstruct a Vaccinium phylogenetic relationship. Intra- and interspecific polymorphism found in cT-DNA makes it possible to use it for phylogenetic and phylogeographic studies of the Vaccinium genus

    Chitosan-Covered Calcium Phosphate Particles Co-Loaded with Superoxide Dismutase 1 and ACE Inhibitor: Development, Characterization and Effect on Intraocular Pressure

    Improvement of the efficiency of drug penetration into the eye tissues is still an actual problem in ophthalmology. One of the most promising solutions is drug encapsulation in carriers capable of overcoming the cornea/sclera tissue barrier. Formulations on the base of antioxidant enzyme, superoxide dismutase 1 (SOD1), and an inhibitor of angiotensin-converting enzyme, enalaprilat, were prepared by simultaneous inclusion of both drugs into calcium phosphate (CaP) particles in situ with subsequent covering of the particles with 5 kDa chitosan. The formulations obtained were characterized by dynamic light scattering and scanning electron microscopy. Hybrid CaP-chitosan particles co-loaded with SOD1 and enalaprilat had a mean hydrodynamic diameter of 120–160 nm and ζ-potential +20 ± 1 mV. The percentage of the inclusion of SOD1 and enalaprilat in hybrid particles was 30% and 56%, respectively. The ability of SOD1 and enalaprilat to reduce intraocular pressure (IOP) was examined in vivo in normotensive Chinchilla rabbits. It was shown that topical instillations of SOD1/enalaprilat co-loaded hybrid particles were much more effective in decreasing IOP compared to free enzyme or free enalaprilat and even to the same particles that contained a single drug. Thus, the proposed formulations demonstrate potential as prospective therapeutic agents for the treatment of glaucoma

    Chlamydia abortus Isolation and Identification in Aborted Ovine Fetus in Mari El Republic of Russia

    Reproductive disorders, presumably caused by Chlamydia abortus, are common among the ovine population of the Mari El Republic, Russia. C. abortus infection was determined by serologic testing or isolation and detection of the organism by PCR and direct immunofluorescence in tissue samples. Rams, ewes, and lambs (10 individuals each) were randomly chosen for serological testing by the complement fixation test and 7 of 30 (23%) animals tested were positive. Tissue samples were collected from ewes and aborted fetuses for isolation by inoculating chicken embryo yolk sacs (n = 41). The same samples were analyzed by PCR using commercial and in-house PCR kits and by direct immunofluorescence. C. abortus was detected in 58.5% of samples using PCR and in 60.9% of the samples by direct immunofluorescence. Five Chlamydia isolates were cultured in egg yolk sacs and adapted for growth in cell cultures. Phylogenetic analysis showed no substantial difference between Russian isolates and those from other parts of the world. The results of the study further demonstrate the usefulness of PCR for detection of C. abortus as a faster, simpler, and more reliable approach in comparison to culturing the organism and underscoring the necessity of screening for chlamydiosis as a cause of ovine abortion
