    Sustainable Women’s Entrepreneurship: A View from Two BRICS Nations

    Women in Africa are poorer, less educated, and enjoy less access to jobs and opportunities than men. While that is true for women around the world, the situation in contemporary Africa appears deeper. Earlier neo-classical economists viewed women as irrational economic agents, but boosted by the intellectual activities of feminist economists that highlighted the gender bias of mainstream economics. The aid and development agencies such as the World Bank and UNDP have committed to poverty reduction by embracing and strengthening the idea of holistic human development to eliminate gender-related inequality. The concept is well spelt out in the national/regional policy frameworks and international development declaration such as Sustainable Development Goal (SDG). Consequently, the growing contributions of women entrepreneurs to economic development are increasingly recognised. In South Africa, the government has endeavoured to boost development through public policies and strategies that focus on women’s empowerment and entrepreneurship. Therefore, cognizant of proximate similarities between South Africa and Brazil, this paper examines gendered policy approaches and initiatives by their governments to advance entrepreneurship development. The study relied heavily on reputable secondary sources from government publications, journal articles, books and publications from professional bodies. The study findings provide insights into gaps in building sustainable women entrepreneurial and development activities. The findings also show a need for a gendered transformational entrepreneurship using a holistic and process-orientated approach. The study concludes that existing government platforms for women entrepreneurs are crucial for addressing national developmental challenges by providing learning grounds and complementary growth paths through the introduction of gender-sensitive and sustainable approaches for entrepreneurship

    Women Entrepreneurship in Kwazulu-Natal: A Critical Review of Government Intervention Policies and Programs

    Entrepreneurship is considered one of the key drivers of economic development. It is widely recognized that female entrepreneurs in formal and informal sectors play crucial roles in building and sustaining economic growth and development. In South Africa, however, women’s participation in entrepreneurial activities remains on the periphery of formal government policy. This is despite formal pronouncements and recognition that women’s integration and role in the economy is vital for both the economic and socio-political development of the country. Indeed, the South African government has introduced various policies and programmes in line with the Sustainable Development Goal 5 – achieve gender equality, social inclusion and human rights. Such programmes are aimed at generally empowering women. This paper examines various government programmes aimed at enhancing women’s entrepreneurship in KwaZulu-Natal. It attempts to go beyond the rhetoric to assess the current position of women and to determine the extent to which policy prescriptions and initiatives have empowered women entrepreneurs in KwaZulu-Natal.     Citizens' E-Participation at Local Municipal Government in South Africa

    The emergence of the digital revolution has obligated governments all over the world to be more accessible, effective and accountable in the provision of public services. The South Africa government has implemented various Information and Communications Technology (ICT) enabled platforms in engaging citizens in decision-making, a resultant effect of high world E-government Development Index (EGDI) rating for the country. Irrespective of the rating, the citizens have resorted to public violence as a means of communicating about unsatisfactory service delivery issues. The South African government has continued to witness numerous service delivery protests, resulting in destruction of public property, injury and death of innocent citizens. This article therefore evaluates the application of e-participation in government decision-making, using a three-dimensional framework of e-enabling, e-engaging and e-empowering. The findings show that structural challenges exist that limit the achievement of the good intentions of e-participation. The article relies heavily on existing data and focuses at local municipal level, which is considered the closest point of contact between government and citizens

    Transcending Ethnic and Religious Barriers in Decision-Making: A Case of a Muslim Women Civil Organisation in Nigeria

    Globally, women have more access to positions of authority and participate more in decision-making, regardless of context and rank, than a few years back. This is because of on-going global campaigns supported by various national and international laws and declarations. Increasingly, women have been exercising their rights and obligations to actively participate in politics and become visible in governance. Within Nigerian society, the efforts of women in governance, especially in the pre-colonial era, cannot be overlooked. Over the years, women in Nigeria have moved from the back seat to the roles of bread-winners, decision-makers and leaders of their immediate families. Irrespective of these progressive developments, women's contributions to national development still have minor impact on decisions that affect society as a whole, due to the perceived marginalization which still holds strong in most developing countries like Nigeria. Cultural and social norms, glass ceiling effects, and other exclusionary factors continue to dictate relegation of the presence and voice of women to a lower rank in public life. Against this background, this paper attempts to shed light on the role of civil organizations in enhancing women's participation in politics and decision-making in governance issues in Nigeria. The paper examines strategies employed by a Muslim women civil organization in contributing to the decision-making that affect women generally in the society, and possible challenges facing women active participation in this political era. Using documented researched materials, the findings of the study show that women's intellectual, and political capabilities irrespective of the religious background, are vital components of every society

    Experiences of Academics Working from Home during COVID-19: A Qualitative View from Selected South African Universities

    The continuing crisis caused by the novel coronavirus (COVID-19) outbreak has raised significant challenges for the higher education community globally. In South Africa, the government-forced lockdown measures and social distancing containment policy changed working arrangements across sectors and organisations. As a result, academics were forced to work from home (WFH), a task for which they were hardly prepared. Several researchers have engaged the WFH situation of academics to understand the relationship between WFH and productivity. As far as we know, very few studies have tried to describe academics’ WFH experiences in relation to the challenges, including determining possible ways of improving their satisfaction with working from home. We examine in this article the experiences of academics working from home across selected universities in South Africa. Using a qualitative approach and applying Atlas.ti for data analysis, our findings show that working from home in academia is a daunting task requiring extensive organisational, personal, and social adjustments. The population comprised all academics irrespective of any demographic or personality characteristic within the management faculty of the participating universities to secure the anonymity of the respondents. Five themes—inability to adapt, lack of a home office, loneliness and isolation, inability to balance family and work, and improving satisfaction with work from home—were identified as significant variables from the participants’ responses. Our analysis suggests that organisations need to customise approaches to engage with the experiences of academics who work from home during COVID-19 and to develop fit-for-purpose support for these academics.
