    Objective. On this paper we discuss the competencies required for participatory evaluation processes, presenting the concept of co-evaluation (originated in the Evaluation Research area) and its emerging role in Information Science and Open Science. Design/Methodology/Approach. Considering that the discussion about collaborative assessment practices is becoming increasingly more relevant, a meta-evaluation perspective is adopted, contextualizing the pertinence and trajectory of the emerging concept of co-evaluation and giving special emphasis to the development contexts and transferability of competences, which are necessary for the their implementation. Results/Discusion. The results of the research carried out highlight the role of co-evaluation competences grouped into six dimensions: reflexive practice, technical-based practice, situational analysis, management, interorganizational competences and interpersonal competences. Conclusions. It is concluded that the wide experience of Information Science in evaluation practices may be a distinctive factor for the discussion around these competences. Originality/Value. The article presents an innovative approach that, by capitalizing on the contribution of Information Science, proposes a framework of co-evaluation competences, highlighting the transferability of competencies between evaluators and stakeholders in several contexts

    This paper discusses the role of sustainability metrics in quality management in Library and Information Services (LIS), contributing to the ongoing debate by developing an integrated framework that offers an opportunity to measure sustainability value, influence and meaning of information services, and providing an illustrative example of LIS professionals and students discussion in Portugal. LIS assessment experience can strongly contribute to the debate around culture and development and, therefore, global sustainability. But in order to have its expertise externally recognize, the library and information community needs to integrate the sustainability perspective into the LIS performance evaluation research and practice, using new tools and outlining a meta-management assessment strategy

    Is there a useful nudge that helps to change public opinion about ethics in the Bank industry?

    The major financial crisis occurred in 2008 and scandals involving corruption or lack of ethics enhance supervisors, regulators and financial entities to reflect upon Bank’s ethics in their industry. Main contributions from Behavioural Economics with scientific breakthroughs by Nobel laureates’ Kahneman and Thaler, respectively, provide a better understanding of human behaviour and their biases or demonstrate the usefulness of practical approaches like nudges. The goal of this academic work is to understand if the use of nudges in the Bank industry achieves positive outcomes in people’s perception about Bank’s ethics and go beyond in what helps build a trustful and ethical relationship. Our study used the Corporate Ethical Virtues Model (abbreviated CEV Model) to measure the ethical culture of an organization and was enriched by a qualitative methodology based in a template analysis which analysed deeply all interviews made to a group of fifteen participants from the Banking industry. The results of our study revealed an identification of the main dimensions of the CEV Model and were able to bring new insights, identifying three different new dimensions: professionalism, reputation and closeness. These findings are interesting to enrich the CEV Model, specially, as they are strongly connected with human characteristics that people most value in measure the ethical culture of an organization, particularly, in the Banking industry. The perception of the participants indicates that Bank’s ethics must improve while the use of nudges and their degree of usefulness, are considered high or very high.A crise financeira ocorrida em 2008 e os escândalos envolvendo corrupção têm incentivado supervisores, reguladores e entidades financeiras a refletir sobre o tema da ética bancária. A Economia Comportamental tem dado importantes contributos a esta discussão, assim como os recentes avanços científicos dos laureados Nobel, Kahneman e Thaler, que têm, respetivamente, contribuído para uma melhor compreensão do comportamento humano e dos seus enviesamentos bem como demonstrado a utilidade de abordagens práticas como os nudges. O objetivo é compreender se o uso de nudges na área bancária proporciona resultados positivos, no que diz respeito à perceção que as pessoas têm acerca da ética bancária e aprofundar os aspetos que podem ajudar na construção de uma relação ética e de confiança. O estudo desenvolvido aplicou o modelo Corporate Ethical Virtues (abreviado modelo CEV) para medir a cultura ética de uma organização e foi enriquecido com uma metodologia qualitativa baseada na análise template que analisou, detalhadamente, todas as entrevistas efetuadas a um grupo de quinze participantes da área bancária. Os resultados demonstraram que há uma identificação com as dimensões do modelo CEV e foram reveladores ao identificar três novas dimensões: profissionalismo, reputação e proximidade. Estes dados enriquecem o modelo CEV estando fortemente relacionados a características humanas que as pessoas mais valorizam quando lhes é solicitado para medir a cultura ética de um Banco. A perceção dos participantes indica que a ética bancária deve melhorar, enquanto as práticas de nudge e o seu grau de utilidade é considerado alto ou muito elevado

    Models and Strategies for Information Management: Convergence of Impacts

    The current discussion around models and strategies for information management in the era of digital transition point to two dynamics, which follow the lifestyles, consumer habits and information behaviour of citizens: diversity of services and content, on one side; and convergence not only in media, but also in management modes, on the other. The purpose of this paper is to discuss the use of convergent information management models, strategies and impacts in Library, Archives and other Information Services (LAIS), in academic and practical/professional environments in Portugal. Three management areas - e-skills, e-consumption and sustainability – are discussed, providing details and a basis for the convergence analysis. Using two dimensions - the operationalization of strategy and the approach to group development of LAIS skills -the usage of convergent information management models and strategies in LAIS is then examined through three cases / examples. The first model / strategy identified provides an example of assessment and it is widely explained: (1) Co-creation workshops on Building a sustainability assessment framework: this interdisciplinary experience with students of Information and Documentation master courses in the Faculty of Social Sciences and Humanities of Universidade NOVA de Lisboa (FCSH/UNL) (December 2013-February 2014) and students of the Archives Post-graduation course at Universidade Lusófona de Humanidades e Tecnologias (July 2014), led to the (co)definition of a conceptual framework for assessing the sustainability and impacts of LAIS as cultural organizations. Two other examples of information management models and strategies complemented this approach to convergence: (2) CIG’s Information and Documentation Centre (IDC) integrated the information management model (October 2013): the development of a new management model for the Commission for Citizenship and Gender Equality (CIG)’s LAIS was anchored on the implementation of a modern Library Management System, which boosted the creation/improvement and integration under the conceptual umbrella of a holistic new brand – IDC - of other information areas, like publishing inventory management, 3 ATINER CONFERENCE PAPER SERIES No: LIB2015-1812 archives and records management, digitalization of CIG’s historical archive and digitalization of special collections. (3) Information Management and Curation Post-graduation and Master courses: creation of a graduate (and Master) degree in Information Management and Curation (FCSH/UNL), proposing a model for studies in which information management assumes a prominent transverse position and developing an integrated model of skills enabling simultaneously managing diversity and the hybrid culture of services convergence needs of the information market (June 2014). When taking an overarching approach to the study of these models and strategies, attention should be paid to new operating models impacts and needed management skills, focusing on thinking strategies in the cultural and creative industries and considering culture as the fourth pillar of sustainable development. This focus opens new horizons for action by allowing the creation of new performance indicators, unifying the area of culture, aggregating data from libraries, archives, museums and other information services and, thereby, allowing an integrated strategic vision of the results and impacts. In the near future, management of integrated impacts seems to be the next step of the differentiation of quality

    Transições profissionais na sociedade de informação em Portugal: percursos identitários e ciclos de competências de bibliotecários portugueses (1973-2010)

    La reflexión sobre las sociedades contemporáneas implica el estudio de las transformaciones profesionales. Esta investigación se centra en las transiciones profesionales ocurridas en Portugal durante el desarrollo de la sociedad de la información. Tiene como objeto, por una parte, identificar y analizar los principales factores percibidos y vividos por los bibliotecarios portugueses que han determinado las transiciones referidas. Por otra parte, el objeto de la investigación es también estudiar la evolución de la identidad profesional y de los ciclos de competencias a lo largo de las últimas cuatro décadas. Se centra en unaclase concreta de profesionales, los bibliotecarios, y se examinan dos grupos específicos: los que iniciaron su trayectoria profesional en la década de los años 70 y los que lo hicieron en los 80. De esta forma, se analiza la dinámica de la profesión en el periodo comprendido entre 1973 y 2010, a través del estudio de los ciclos de competencias y de las identidades. Los objetivos específicos de la Tesis Doctoral son: 1)Identificar, sistematizar y caracterizar las transiciones habidas en la profesión de bibliotecario, en el marco de la sociedad de la información y de las dinámicas y factores que permiten explicar la diversidad de recorridos identitarios, ciclos de competencias y carreras profesionales 2)Analizar las dinámicas relativas a la identidad, modelos de competencias y transiciones profesionales que se evidencian en diferentes cohortes. 3)Identificar las percepciones individuales relativas a la identidad, competencias y transiciones profesionales desde la perspectiva de las historias de vida. La investigación se estructura en dos niveles de análisis: macro y micro. El nível macro tiene como objetivo determinar las dinámicas sociales ligadas a la Sociedad de la Información y al mercado de trabajo en Portugal durante el período compreendido entre 1973 ? año de la creación de la Associação Profissional de Bibliotecarios, Arquivistas e Documentalistas ? y 2012 ? año de de lanzamiento de la Agenda Digital (2010-2020). El nivel micro incide en las trayectorias profesionales, el papel inter-generacional desempeñado y las transformaciones percibidas por los bibliotecarios portugueses en la construcción de su identidad profesional y su representación social. La metodología empleada se fundamenta en las técnicas de investigación cualitativa utilizadas en la investigación biográfica de las histórias de vida. Se ha optado por una metodología cualitativa que nos permite ahondar en el detalle y en el sentido de la experiencia personal y profesional, a través de la realización de entrevistas en profundidad semi-dirigidas. Se ha entrevistado a doce bibliotecarios que se han seleccionado atendiendo a los criterios de representatividad y suficiencia que implican analizar un número amplio de historias de vida en las que se encuentre información considerada suficiente. La diversidad de las trayectorias profesionales se consideró el principal indicador de suficiencia. El indicador de diversidad profesional se determinó a partir de las siguientes variables: inicio de la actividad profesional, tipología bibliotecaria, formación académica, cualificación profesional y situación profesional. La variable tipo de biblioteca atiende a la representatividad de los distintos tipos de centros: biblioteca universitaria, biblioteca pública, biblioteca especializada y biblioteca escolar. En cuanto a la cualificación, se ha considerado tanto la formación de origen como el grado académico: licenciatura, máster y doctorado. Para el análisis e interpretación de las historias de vida narradas se identificaron categorías y subcategorias surgidas en cada narración, utilizando un método de codificación y mapeado. Esto nos permitió, por una parte, indagar sobre las particularidades de cada una de las historias narradas. Por otra, realizar una comparación sistemática mediante un proceso de codificación abierta, axial y selectiva. Las transiciones identificadas y analizadas se refieren a los ámbitos de las políticas de información, del mercado de trabajo (nivel macro), de las industrias culturales, del mercado laboral de los profesionales de la información (nivel meso), de la profesión, y de los individuos (nivel micro). Los resultados obtenidos reflejan los ritmos y los efectos del desarrollo de la sociedad portuguesa, de las bibliotecas y sus profesionales, lo que permite una nueva aproximación interprofesional, así como constatar la importancia de la gestión de las competencias para la expansión de los límites de los sistemas profesionales: caracterizan las dinámicas de cohesión, especialización y convergencia profesional e inciden en el papel que desempeñan los modelos de competencias adoptados para limitar o expandir las fronteras entre las distintas profesiones. Los resultados permiten identificar los factores que explican la diversidad observada respecto a la evolución de la identidad, los ciclos de competencias individuales y las carreras profesionales. En el reconocimiento de los factores entre en juego la importancia concedida a cuestiones como la cultura profesional, el rendimiento, la estrategia, los valores profesionales, la satisfacción, entre otros

    Este trabalho mostra que a Estratégia Empresarial pode ser vista como um conjunto de heurísticas que orientam o processo de tomada de decisão. As Opções Reais são um processo contínuo de optimização do processo de decisão, com o intuito de extrair o máximo valor possível em cada ponto de decisão, de acordo com os estados da natureza. Posto isto, torna-se evidente a relação estreita entre Opções Reais e Estratégia Empresarial. No entanto, de forma a maximizar o valor de uma abordagem Real Option Reasoning (ROR) à gestão de projectos de investimento, os decisores têm primeiro de perceber os principais drivers de geração de valor da sua organização (exclusividade das oportunidades, experiência passada e poder de mercado). Assim, este trabalho sugere que a formulação da estratégia deve seguir uma lógica bottom up e permitir a construção de um portfólio de investimentos estratégicos que apele às vantagens competitivas da empresa. As Opções Reais será depois a ferramenta que deve ser utilizada para gerir de forma dinâmica e activa esse portfólio, ao escolher o timing certo para o exercício das opções.Corporate Strategy can be interpreted as a set of heuristics that facilitate the decision making process. Real Options are a continuum decision making optimization process that seeks to extract the maximum value in each decision point, conditioned by the states of nature. Therefore, the relationship between Real Options and Corporate Strategy becomes widely apparent. However to extract maximum value from a ROR approach to investment project management decision makers have to fully understand the value drivers of their organizations (opportunities exclusiveness, past experiences and market power). Corporate Strategy development must follow a bottom up approach and allows building an investment portfolio that is intertwined with the company´s competitive advantageous. Real Options will be the tool to actively and dynamically manage that portfolio by choosing the best timing to exercise the options
