    Building Trust: A Critical Component of Global Health.

    Trust is a concept that we often take for granted. But as much as it serves as glue for human relationships, trust lies, albeit subtly or sometimes hidden, at the crux of all global health interventions and is critical to their success or failure. The recent Ebola pandemic in West Africa shows how distrust among the community, public health officials and government institutions can lead to a massive failure in the delivery of health care and response to a disease outbreak. Media articles and commentaries attributed the slow response to the Ebola crisis to a lack of trust on many levels in the government, health care systems, health care professionals, foreign health care providers, and political leaders. Generally, there have also been a recent decline of public trust in institutions of government, business, media and NGOs.     Strategies for building trust with farmers: the case of Bt maize in South Africa

    <p>Abstract</p> <p>Background</p> <p>In 1999, South Africa became the first African country to approve commercial production of subsistence genetically modified (GM) maize. The introduction of GM crop technology is often met with skepticism by stakeholders including farmers. The involvement of the private sector in this process can further breed mistrust or misperceptions. To examine these issues more closely, the objective of this case study was to understand the role of trust in the public-private partnership (PPP) arrangement involved in the development of <it>Bacillus thuringiensis</it> (Bt) maize in South Africa.</p> <p>Methods</p> <p>We conducted semi-structured, face-to-face interviews to obtain stakeholders’ understanding of <it>trust</it> in general as well as in the context of agricultural biotechnology (agbiotech) PPPs. A thematic analysis of the interview transcripts, documents, reports and research articles was conducted to generate insights into the challenges to, and practices for, building trust among the partners and with the public.</p> <p>Results</p> <p>The findings of this study are organized into four main lessons on trust building. First, as the end users of GM technology, farmers must be engaged from the start of the project through field demonstrations and educational activities. Second, an effective technology (i.e., the seed) is key to the success of an agbiotech PPP. Third, open communication and full disclosure between private sector companies and government regulatory bodies will build trust and facilitate the regulatory processes. Fourth, enforcing good agronomic practices, including appropriate management of the refuge areas, will serve the interests of both the farmers and the seed companies.</p> <p>Conclusions</p> <p>Trust has proven to be a critical factor determining the success of the Bt maize project in South Africa. Distrust of the private sector and of GM technology were cited as major barriers to building trust. The trust-building practices described in this case study have often served to overcome these barriers; however, erosion of trust was also present. The success of the project has been, and will continue to be, dependent upon the concerted effort of the farmers, government, and private sector players in the establishment and maintenance of trust.</p

    The value of trust in biotech crop development: a case study of Bt cotton in Burkina Faso

    Background: Agricultural biotechnology public-private partnerships (PPPs) have been recognized as having great potential in improving agricultural productivity and increasing food production in sub-Saharan Africa. However, there is much public skepticism about the use of GM (genetically modified) crops and suspicion about private sector involvement in agbiotech projects. This case study sought to understand the role of trust in the Bacillus thuringiensis (Bt) cotton in Burkina Faso project by exploring practices and challenges associated with trust-building, and determining what makes these practices effective from the perspective of multiple stakeholders. Methods: We conducted semi-structured, face-to-face interviews to obtain stakeholders’ understanding of trust in general as well as in the context of agbiotech PPPs. Relevant documents and articles were analyzed to generate descriptions of how trust was operationalized in this evolving agbiotech PPP. Data was analyzed based on emergent themes to create a comprehensive narrative on how trust is understood and built among the partners and with the community. Results: We derived four key lessons from our findings. First, strong collaboration between research, industry and farmers greatly contributes to both the success of, and fostering of trust in, the partnership. Second, this case study also revealed the important, though often unrecognized, role of researchers as players in the communication strategy of the project. Third, effective and comprehensive communication takes into account issues such as illiteracy and diversity. Fourth, follow-up at the field level and the need for a multifaceted communications strategy is important for helping push the project forward. Conclusions: Burkina Faso’s well-established and effective cotton selling system laid the foundation for the implementation of the Bt cotton project – particularly, the strong dialogue and the receptivity to collaboration. Interviewees reported that establishing and maintaining trust among partners, researchers and the community in Burkina Faso greatly contributed to the success of the PPP.     Building effective agbiotech partnerships founded on trust: a summary of the challenges and practices in sub-Saharan Africa

    The potential for improving the efficiency and success of partnerships in agricultural biotechnology is contingent on the presence of trust. As Stephen Covey (2006) asserts in his book The Speed of Trust, trust is the basis of the new global economy and is an essential element of any successful organization [1]. The presence of trust is particularly important in public-private partnerships (PPPs), in which partners with varied interests, goals, and operating principles embark on complex tasks within innovative ventures. Even more crucial is the role of trust in the success of agbiotech initiatives led by PPPs. This is cited throughout the literature on trust and has been confirmed by numerous agricultural stakeholders who participated in our case studies of agbiotech PPPs in Africa [2-9]. Stakeholders linked project successes with the establishment and maintenance of trust throughout the duration of their respective partnerships. When trust was broken or nonexistent in the partnerships, stakeholders reported an evident negative impact on the partnerships. In several cases, stakeholders cited instances in which the erosion of trust led to severed ties among stakeholders of the project or to slow progression of certain phases of the projects, such as product development or biosafety approval

However, there are issues of public trust uniquely associated with PPPs involved in the development of genetically modified (GM) crops. Insight into how trust is understood by agbiotech stakeholders is needed to be able to promote and improve trust among actors comprising agbiotech PPPs. This study aimed to explore how stakeholders from the agricultural sector in sub-Saharan Africa understood the concept of trust in general as well as in the context of agbiotech PPPs. Methods Our data collection relied on sixty-one semi-structured, face-to-face interviews conducted with agbiotech stakeholders as part of a larger study investigating the role of trust in eight agbiotech projects across Africa. Interview transcripts were analyzed to create a narrative on how trust is understood by the study’s participants. Results Responses to the question “what is trust?” were diverse. However, across interviewees’ responses we identified six themes. In order to build and foster trust in a partnership, partners reported that one must practice integrity and honesty; deliver results in an accountable manner; be capable and competent; share the same objectives and interests; be transparent about actions and intentions through clear communication; and target services toward the interests of the public. Conclusions Participants reported that trust is either a very important factor or the most important factor in the making or breaking of success in agbiotech PPPs. The six themes that emerged from the interview data form a concept of trust. We thereby propose the following definition of trust in the context of agricultural biotechnology: an expectation held by an individual that the performance and behaviour of another will be supported by tangible results; facilitated by competency and transparency; grounded in a shared vision; and guided by integrity and an interest for the common good. This definition sheds light on important elements that agbiotech stakeholders believe should be present for trust to exist among members of agbiotech PPPs, for whom this definition can serve as a guide for building more effective partnerships

    To label or not to label: balancing the risks, benefits and costs of mandatory labelling of GM food in Africa

    Abstract There seems to be growing controversy among interest groups worldwide about whether genetically modified (GM) foods need to be labelled. There are also growing concerns, particularly among civil society groups, about the potential danger of GM foods, for which labels are being demanded. Particularly in Africa, the issue of labelling GM foods requires attention due to the rapid growth of agricultural biotechnology initiatives. Using Kenya as a case study, and based on interviews with key agricultural stakeholders and a review of the literature, we present five points to consider in discussions on how the need for mandatory GM labelling should be assessed. This framework encompasses, and is underpinned by, important considerations about ethics, consumer autonomy, costs, stigmatization, feasibility and food security as they pertain to agricultural biotechnology

    Building trust in biotechnology crops in light of the Arab Spring: a case study of Bt maize in Egypt

    <p>Abstract</p> <p>Background</p> <p>The case of <it>Bacillus thuringiensis</it> (Bt) maize in Egypt presents a unique perspective on the role of trust in agricultural biotechnology (agbiotech) public-private partnerships (PPPs). This is especially relevant given the recent pro-democracy uprisings that spread throughout the Arab world that have significantly impacted the current political climate and status of both the public and private sector, and especially public-private collaborative initiatives. This case study aims to shed light on various trust-building practices adopted, and trust-related challenges faced, in the Bt maize project in Egypt.</p> <p>Methods</p> <p>We reviewed published materials on Bt maize in Egypt and collected data through direct observations and semi-structured, face-to-face interviews with stakeholders of the Bt maize project in Egypt. Data from the interviews were analyzed based on emergent themes to create a comprehensive narrative on how trust is understood and built among the partners and with the community.</p> <p>Results</p> <p>We have distilled five key lessons from this case study. First, it is important to have transparent interactions and clearly defined project priorities, roles and responsibilities among core partners. Second, partners need to engage farmers by using proven-effective, hands-on approaches as a means for farmers to build trust in the technology. Third, positive interactions with the technology are important; increased yields and secure income attributable to the seed will facilitate trust. Fourth, there is a need for improved communication strategies and appropriate media response to obviate unwarranted public perceptions of the project. Finally, the political context cannot be ignored; there is a need to establish trust in both the public and private sector as a means to secure the future of agbiotech PPPs in Egypt.</p> <p>Conclusions</p> <p>Most important to the case of Egypt is the effect of the current political climate on project success. There is reason to believe that the current political situation will dictate the ability of public institutions and private corporations to engage in trusting partnerships.</p
