    Linking transitions to sustainability: A study of the societal effects of transition management

    Sustainability transitions as processes of fundamental change in societal systems are open-ended, nonlinear and uncertain. Respective research and governance approaches, e.g., transition management, propose a reflexive way of governing, aiming for a number of societal effects to help facilitating a transition. Effects include empowerment, social learning and social capital development. Jointly mentioned effects shall allow for reflexivity and innovation in developing socially robust and contextualized solutions to sustainability challenges that work in practice. But, understanding the mentioned societal effects and their interplay in more depth is necessary to design and assess transition management processes. While such understanding and related assessment framework is under development in the transition management literature, transdisciplinary sustainability research can provide a rich body of tools and experiences. Building on a review of the literature, this article develops an evaluation framework focusing on social learning, empowerment and social capital as important and hitherto under-conceptualised aspects of the sustainability transition literature. This framework is used to empirically investigate the effects of two specific transition management processes at the local scale. In doing so, the article provides a conceptual and empirical understanding of how social learning, empowerment and social capital contribute to a transition towards sustainability. The three effects are shown to be interrelated, mutually supportive and bridging different scale levels from individuals to groups, niches and beyond. Results highlight possibilities to facilitate and assess societal effects, addressing sustainability as their inherent quality

    Bioeconomy Transitions through the Lens of Coupled Social-Ecological Systems: A Framework for Place-Based Responsibility in the Global Resource System

    Bioeconomy strategies in high income societies focus at replacing finite, fossil resources by renewable, biological resources to reconcile macro-economic concerns with climate constraints. However, the current bioeconomy is associated with critical levels of environmental degradation. As a potential increase in biological resource use may further threaten the capacity of ecosystems to fulfil human needs, it remains unclear whether bioeconomy transitions in high income countries are sustainable. In order to fill a gap in bioeconomy sustainability assessments, we apply an ontological lens of coupled social-ecological systems to explore critical mechanisms in relation to bioeconomy activities in the global resource system. This contributes to a social-ecological systems (SES)-based understanding of sustainability from a high income country perspective: the capacity of humans to satisfy their needs with strategies that reduce current levels of pressures and impacts on ecosystems. Building on this notion of agency, we develop a framework prototype that captures the systemic relation between individual human needs and collective social outcomes on the one hand (micro-level) and social-ecological impacts in the global resource system on the other hand (macro-level). The BIO-SES framework emphasizes the role of responsible consumption (for physical health), responsible production (to reduce stressors on the environment), and the role of autonomy and self-organisation (to protect the reproduction capacity of social-ecological systems). In particular, the BIO-SES framework can support (1) individual and collective agency in high income country contexts to reduce global resource use and related ecosystem impacts with a bioeconomy strategy, (2) aligning social outcomes, monitoring efforts and governance structures with place-based efforts to achieve the SDGs, as well as (3), advancing the evidence base and social-ecological theory on responsible bioeconomy transitions in the limited biosphere

    Stakeholder engagement and decarbonization pathways: Meeting the challenges of the COVID-19 pandemic

    Climate change is an extremely complex challenge characterized by its systemic nature and deep uncertainties. Thus, finding solutions requires a continuing and constructive dialogue between the research community and a wide range of stakeholders from governments, non-governmental organizations, civil society, international organizations, industry, businesses and financial institutions. The ENGAGE project (https://www.engage-climate.org/) is advancing knowledge co-production through an iterative process of stakeholder engagement with two main streams: (i) stakeholder co-design and assessment of global decarbonization pathways and (ii) stakeholder dialogues on national policies and pathways. Both the global and national stakeholder processes are designed to inform multiple project activities, including: conceptualization of feasibility and assessing the feasibility of decarbonization policies and strategies; decarbonization pathway development using integrated assessment models and considering both feasibility and equity; and assessment of the relative importance of climate change impacts vis-à -vis potential co-benefits. With the start of the COVID-19 pandemic six months after the beginning of the project, all of the stakeholder engagement activities had to be organized as online events. Between March 2020 and April 2022, 5 online workshops were organized, two at the global level and 3 at the regional/national level. This paper documents how the challenges of effectively engaging stakeholders in a co-design and dialogue process in an online setting have been met through a process of evaluation and learning that led to the introduction of new approaches and tools to support an inclusive exploration and development of low-carbon transition pathways. We show that a combination of interactive visualizations, open channel surveys and moderated breakout groups are particularly useful tools for online stakeholder engagement. The learning that has taken place through the use of these tools is demonstrated with reference to both the research team (e.g., learning about stakeholdersĂąïżœïżœ views on the feasibility of decarbonization pathways) and the stakeholders (e.g. learning about experiences in other countries in dealing with the challenges of decarbonization). Despite several advantages of online engagement, such as the expanded geographical coverage and reduced CO2 emissions, the need to keep online meetings short means that important elements of face-to-face meetings cannot be included

    Stakeholder Workshops Informing System Modeling—Analyzing the Urban Food–Water–Energy Nexus in Amman, Jordan

    Large cities worldwide are increasingly suffering from a nexus of food, water, and energy supply challenges. This complex nexus can be analyzed with modern physico-economic system models. Only when practical knowledge from those affected, experts, and decision makers is incorporated alongside various other data sources, however, are the analyses suitable for policy advice. Here, we present a concept for “Sustainability Nexus Workshops” suitable for extracting and preparing relevant practical knowledge for nexus modeling and apply it to the case of Amman, Jordan. The experiences of the workshop participants show that, although water scarcity is the predominant resource problem in Jordan, there is a close connection between food, water, and energy as well as between resource supply and urbanization. To prevent the foreseeable significant degradation of water supply security, actions are needed across all nexus dimensions. The stakeholders demonstrate an awareness of this and suggest a variety of technical measures, policy solutions, and individual behavioral changes—often in combination. Improving the supply of food, water, and energy requires political and institutional reforms. In developing these, it must be borne in mind that the prevalent informal structures and illegal activities are both strategies for coping with nexus challenges and causes of them

    Applying a capitals framework to measuring coping and adaptive capacity in integrated assessment models

    In Integrated Assessment modelling of climate change impacts and adaptation, there are two main uses for measures of capacity to adapt to climate change. The first is to represent the capacity for proactive adaptation: this can be termed adaptive capacity. The second is to represent the capacity for reactive or instantaneous coping: this can be termed coping capacity. Adaptive capacity helps to determine which proactive adaptation options are feasible as inputs to the models under any given pair of climate and socio-economic scenarios. Coping capacity represents the residual ability to react to conditions, and influences vulnerability under any given set of model outputs. Using the example of the CLIMSAVE Integrated Assessment Platform, we explain how these capacities can be represented in integrated assessment. We demonstrate how an index of adaptive and coping capacity can be developed using a five-capitals (human, social, manufactured, natural, financial) model of societal wealth and incorporated in integrated assessment models. We find that for very aggregate applications, but not local or sectoral applications, the same indicators can be used to simulate adaptive and coping capacity. In addition, we argue that it is generally unnecessary to account for the depletion of capacity through adaptation itself, and that natural capital can generally be omitted from capacity measures if it is already directly represented in model outputs
