    Are Poverty and Social Goals for the 21st Century Attainable?

    Summaries The article assesses the prospects for countries attaining two important International Development Goals (IDGs) by the year 2015: halving the proportion of people living in extreme poverty; and reducing by two thirds the death rate for children. On the basis of recent growth experience and predicted GDP growth rates, the picture is mixed. About a half of the developing countries for which data are available are likely to reach the poverty reduction target. However, with improved economic policy (reflected in the ‘openness’ index), the number of countries shown likely to achieve the target increases sharply. Prospects for achieving the child mortality target are much bleaker. Even under the most favorable scenario – improved female education and high economic growth – child mortality rates would be substantially above the IDG target for 2015. The article reviews the types of public action that are needed now if these targets are to be attained. It emphasises the need to focus on policy and institutional reforms needed to achieve well?functioning social sectors

    Lessons from the Making of the MDGs: Human Development Meets Results?based Management in an Unfair World

    This article argues that two ideas – human development and results?based management – were particularly significant in shaping the MDGs. These are unlikely intellectual bedfellows, but by charting the evolution of the MDGs, their many influences are demonstrated. The conclusion identifies three main lessons. First, it argues that the MDGs have had only limited impact on policies and actions because the idea behind them, human development, was never fully institutionalised. Second, the article points out the disjuncture that occurred with global goals, the MDGs being operationalised by country level Poverty Reduction Strategies (PRSs) overseen by the International Monetary Fund (IMF) and the World Bank. PRSs need to be genuinely owned by countries, and the IMF and World Bank need to introduce internal ‘Arrogance Reduction Strategies’ to transform their control?oriented cultures. Finally, the conclusion questions whether the idea of human development is past its ‘sell?by’ date – do we need a new idea to mobilise and guide post?2015 pro?poor policy

    English for communication in Bangladesh: baseline research to establish the pre-existing environment for the ‘English in Action’ project

    Although Bangladesh is largely monolingual, English is increasingly important for international communication. The English in Action project was established to enhance the use of English as a tool for better access to the world economy. Interventions in three sectors (primary education, secondary education and adult learning) aim to improve the teaching and learning of communicative English over a 9-year period. At the outset of the project a range of baseline studies was undertaken to collect relevant data to develop a detailed representation of the communicative environment for English in Bangladesh. The main focus of this article is formal education contexts. Data collection for these studies involved various methods including interviews, surveys, classroom observations and desk research of existing sources. This article describes the nature of those studies and presents some of the key findings. Together, the studies create a rich picture of the circumstances that bring about a generally low level of competence in communicative English, despite individuals experiencing many years of compulsory study of the subject within formal education

    Dilemmas in donor design: organisational reform and the future of foreign aid agencies

    With growing uncertainty over the value and impact of traditional bilateral foreign aid to advance development in poor countries, there is disquiet about the future of national public agencies and ministries with responsibility for managing and delivering international assistance. Growing reputational damage to foreign aid has triggered a lively discussion in development policy circles about the best structural configuration for organizing and governing international development functions within donor countries. To date, public administration scholars with expertise in questions of bureaucratic design and performance have yet to weigh in on this debate. This article is an attempt to present current controversies about donor governance and offer guidance for resolving current dilemmas by exploring the potential contributions of public administration

    Culture in sustainable infrastructure: the polycentric cultural framework model

    The state of infrastructure and services is widely perceived as a measure of development and a major catalyst for growth in both developed and developing economies. However, financing, maintaining and replicating existing infrastructures in areas of need have been mostly ineffective. In view of the widespread failures and poor state of infrastructure and services, there is a need to review current delivery and procurement frameworks. Given that sustainable infrastructure is also an essential prerequisite for sustainable development, this paper presents a polycentric cultural framework for infrastructure and service delivery; a framework which emphasises the integration of infrastructure users, communities, public and private sectors throughout the process of conceptualisation to actual delivery of infrastructure, by taking the recipients’ culture, beliefs and values into account. The framework also emphasises the use of systemic referendum among stakeholders by way of the traditional consultative processes and the collaborative consensus paradigm to achieve an effective and sustainable delivery of infrastructure and services
