Urban Climate Action. The urban content of the NDCs: Global review 2022
This report was prepared by United Nations Human Settlement Programme (UN-Habitat) and the UNESCO Chair on Urban Resilience at the University of Southern Denmark (SDU.Resilience). It offers a global analysis of the urban content of 193 Nationally Determined Contributions (NDCs) submitted to the Secretariat of the United Nations Framework Convention on Climate Change (UNFCCC) before the 19th of June 2022. For this report, more than 200 indicators were used to analyse external data (e.g., Human Development Index and income categorisation) and data within the NDCs, including climate mitigation and adaptation challenges and responses, as well as specific sectors. This analysis is instrumental to supporting Parties’ efforts in further integrating national climate policies and urban climate actions, which is considered fundamental to raising ambition and developing adequate and timely actions as required by the current climate emergency. This review can be instrumental for advocacy and direct support to countries by partner organisations. The work was supported by a group of experts from bilateral and multilateral organisations and academia. Three expert group meetings were convened, and a peer review was organised for the final report
Retail Planning for Regional Development: The Design of Resilient Scenarios in Trentino (Italy)
The paper presents the recent evolution and development of Trentino retail planning policies and discusses an experimentation of a meta-evaluation methodology, namely TIE (Territorial Integrated Evaluation), for designing retail resilient scenarios. A research team from the Interuniversity Department of Regional and Urban Studies and Planning of Politecnico di Torino applied this methodology experimentally to the practices of spatial planning in order to integrate territory and retail in the Trentino development policies. The application of TIE set out to design territorial retail scenarios that integrated various topics—retail, tourism, infrastructure, nature and landscape. On the base of TIE principles and criteria, each VC (Valley Community) is now implementing how to design its territorial scenarios assuming different approaches and visions according to its retail opportunities and risks. Starting from some best practices, the paper focuses on the innovative perspective for retail planning and for retail sites designed in Trentino. The emerging regional policy is aimed at linking quality of territorial retail development with environmental sustainability, respecting attractiveness and balance among different retail sites
I distretti del commercio e del tempo libero in Piemonte. Un approccio integrato per promuovere la riqualificazione urbana e territoriale
Il commercio è da sempre settore caratterizzante l’identità delle città ben oltre la semplice
portata economica. Tuttavia nel corso dell’ultimo decennio, la dinamica di questa funzione
urbana è stata caratterizzata da una costante riduzione delle attività nei centri storici in favore
di un intenso sviluppo di nuove strutture localizzate in aree extraurbane, fino alla comparsa di
nuove strutture integrate che affiancano ai formati di grandi dimensioni altre funzioni relative
all’intrattenimento, al tempo libero, al turismo. In questo quadro, a partire dalla metodologia
di analisi e classificazione dei processi di insediamento in atto nei sistemi territoriali di offerta
piemontesi, elaborata e sperimentata nel corso del progetto di ricerca coordinato per la
Regione, il paper presenta una fotografia inedita e unitaria delle dinamiche in atto nei cinque
distretti sperimentali istituiti (Alba-Bra, Cuneo, Ivrea, Novi Ligure e Vercelli), al fine di
individuarne i relativi punti di forza e di debolezza nell’attuale scenario di programmazione e
pianificazione territoriale e di mostrare principi e logica di azione di questa “nuovo
strumento” di governance territoriale. Il contributo presenta criteri e condizioni affinché i

politiche che perseguano la piena ed efficace sinergia fra politiche settoriali e strumenti di
pianificazione urbana e territoriale, contribuendo così alla promozione di un approccio
integrato alla riqualificazione urbana e territoriale
