    Aid versus trade revisited

    This paper examines the (non) equivalance between aid flows and trade preferences as alternative forms of donor assistance in the presence of learning-by-doing externalities in recipient country export production. Using a two-period model based on vanWijnbergen (1985), in which the productivity externality consistitues the only (inter-temporal) distortion, we show that switching donor support on the margin from aid to trade preferences can increase recipient country welfare. To evaluate the size of this potential welfare gain to small African economies we simulate donor policy reforms using a dynamic CGE model where the productivity externality may also interact with private capital accumulation. We show that for reasonable values of key behavioural parameters, the potential growth and welfare gains from a (donor) revenue neutral re-orientation of assistance to developing countries could be substantial. The paper concludes by considering why these potential dynamic gains appear to be unexpoited by both donors and recipients.Foreign Aid, Trade Preferences, Africa.

    Comparative grazing behaviour of lactating suckler cows of contrasting genetic merit and genotype

    peer-reviewedThe objective of this study was to determine if differences in grazing behaviour exist between lactating suckler cows diverse in genetic merit for the national Irish Replacement index and of two contrasting genotypes. Data from 103 cows: 41 high and 62 low genetic merit, 43 beef and 60 beef x dairy (BDX) cows were available over a single grazing season in 2015. Milk yield, grass dry matter intake (GDMI), cow live weight (BW) and body condition score (BCS) were recorded during the experimental period, with subsequent measures of production efficiency extrapolated. Grazing behaviour data were recorded twice in conjunction with aforementioned measures, using Institute of Grassland and Environmental Research headset behaviour recorders. The effect of genotype and cow genetic merit during mid- and late-lactation on grazing behaviour phenotypes, milk yield, BW, BCS and GDMI were estimated using linear mixed models. Genetic merit had no significant effect on any production parameters investigated, with the exception that low genetic merit had a greater BCS than high genetic merit cows. Beef cows were heavier, had a greater BCS but produced less milk per day than BDX. The BDX cows produced more milk per 100 kg BW and per unit intake and had greater GDMI, intake per bite and rate of GDMI per 100 kg BW than beef cows. High genetic merit cows spent longer grazing and took more bites per day but had a lower rate of GDMI than low genetic merit cows, with the same trend found when expressed per unit of BW. High genetic merit cows spent longer grazing than low genetic merit cows when expressed on a per unit intake basis. Absolute rumination measures were similar across cow genotype and genetic merit. When expressed per unit BW, BDX cows spent longer ruminating per day compared to beef. However, on a per unit intake basis, beef cows ruminated longer and had more mastications than BDX. Intake per bite and rate of intake was positively correlated with GDMI per 100 kg BW. The current study implies that despite large differences in grazing behaviour between cows diverse in genetic merit, few differences were apparent in terms of production efficiency variables extrapolated. Conversely, differences in absolute grazing and ruminating behaviour measurements did not exist between beef cows of contrasting genotype. However, efficiency parameters investigated illustrate that BDX will subsequently convert herbage intake more efficiently to milk production

    Australia has maintained a steady and strong business relationship with Japan for over three decades. In fact, Japan ranks first in terms of important export markets for Australia. As a result, it can be assumed that, on a micro-level, the possibility of more expatriates from Australia being stationed in Japan will increase to facilitate business communication and transactions between Australian and Japanese companies. With the creation of multinational workplaces, including Australians and Japanese working together in Japan, comes an increasing necessity for Australian expatriates to have linguistic and cultural competence. While this has been identified in intercultural communication research, the implementations of such findings related to Japanese language proficiency and how it benefits Australian-Japanese workplace communication is seemingly sporadic despite the investment into Japanese language education by Australia

    Inositol phosphatase SHIP1 is a primary target of miR-155

    MicroRNA-155 (miR-155) has emerged as a critical regulator of immune cell development, function, and disease. However, the mechanistic basis for its impact on the hematopoietic system remains largely unresolved. Because miRNAs function by repressing specific mRNAs through direct 3′UTR interactions, we have searched for targets of miR-155 implicated in the regulation of hematopoiesis. In the present study, we identify Src homology-2 domain-containing inositol 5-phosphatase 1 (SHIP1) as a direct target of miR-155, and, using gain and loss of function approaches, show that miR-155 represses SHIP1 through direct 3′UTR interactions that have been highly conserved throughout evolution. Repression of endogenous SHIP1 by miR-155 occurred following sustained over-expression of miR-155 in hematopoietic cells both in vitro and in vivo, and resulted in increased activation of the kinase Akt during the cellular response to LPS. Furthermore, SHIP1 was also repressed by physiologically regulated miR-155, which was observed in LPS-treated WT versus miR-155−/− primary macrophages. In mice, specific knockdown of SHIP1 in the hematopoietic system following retroviral delivery of a miR-155-formatted siRNA against SHIP1 resulted in a myeloproliferative disorder, with striking similarities to that observed in miR-155-expressing mice. Our study unveils a molecular link between miR-155 and SHIP1 and provides evidence that repression of SHIP1 is an important component of miR-155 biology

    Monetary Policy Rules for Managing Aid Surges in Africa

    We examine the properties of alternative monetary policy rules in response to large aid surges in low-income countries characterized by incomplete capital market integration and currency substitution. Using a dynamic stochastic general equilibrium model, we show that simple monetary rules that stabilize the path of expected future seigniorage for a given aid flow have attractive properties relative to a range of conventional alternatives, including those involving heavy reliance on bond sterilization or a commitment to a pure exchange rate float. These simple rules, which are shown to be robust across a range of fiscal responses to aid inflows, appear to be consistent with actual responses to recent aid surges in a range of post-stabilization countries in Sub-Saharan Africa.monetary policy, currency substitution, aid, Africa, DSGE models

    New results in rho^0 meson physics

    We compare the predictions of a range of existing models based on the Vector Meson Dominance hypothesis with data on e^+ e^- -> pi^+ pi^$ and e^+ e^- -> mu^+ mu^- cross-sections and the phase and near-threshold behavior of the timelike pion form factor, with the aim of determining which (if any) of these models is capable of providing an accurate representation of the full range of experimental data. We find that, of the models considered, only that proposed by Bando et al. is able to consistently account for all information, provided one allows its parameter "a" to vary from the usual value of 2 to 2.4. Our fit with this model gives a point-like coupling (gamma pi^+ \pi^-) of magnitude ~ -e/6, while the common formulation of VMD excludes such a term. The resulting values for the rho mass and pi^+ pi^- and e^+e^- partial widths as well as the branching ratio for the decay omega -> pi^+ pi^- obtained within the context of this model are consistent with previous results.Comment: 34 pages with 7 figures.     Improved surveillance indicates that Lyme borreliosis, an emerging zoonosis in the United Kingdom, has increased from 0.06/100,000 during 1986-1992 to 0.32/100,000 since 1996. Case reports peaked in the third quarter of each year. Several high-incidence localities were identified. Erythema migrans was reported in 41% of patients; arthritis in 4%; musculoskeletal symptoms in 18%; and neuroborreliosis in 15%
