    1. Unsubstituted 2-dialkylamino-1,3,2-dioxaphosphorinanes with three- and four-coordinated phosphorus exist as a mixture of two conformers in the liquid and solutions of polar solvents according to the vibration spectral data and calculations by the method of atomic-atomic potential functions; the conformers with an equatorial orientation of the dialkylamino group is energetically more advantageous and is realized in a crystal. 2. The cis-isomer of 2-diethylamino-2-thio-4-methyl-1,3,2-dioxaphosphorinane is conformationally homogeneous. Conformational equilibrium in which three conformers participate based on the results of the calculations: two chair and boat forms, is found for the less stable trans-isomer. Metal binding induces conversion of B- to the hybrid B-Z-form in natural DNA

Highly polymerized herring testis DNA of the random nucleotide sequence has been studied in solution by circular dichroism and ultra-violet absorption spectrometry under various experimental conditions. At low temperature upon addition of 0.05 M NaCl or 1.15 M MgSO4 the DNA formed a helix that belonged to the B-family. As the temperature was increased a transition from the pure B- to the hybrid B-Z-form occurred in the presence of 1.15 M MgSO4. This transition occurred over a large range of temperatures and corresponded to a non-cooperative conformational change. A similar DNA transition was induced with 0.098 mM Co(NH3)6Cl3. However, in the presence of 5.3 M NaCl the DNA conformation was not similar to that observed in 1.15 M MgSO4 or 0.098 mM Co(NH3)6Cl3 independently on the environmental temperature. In 5.3 M NaCl the DNA is thought to undergo a transition from one to another right-handed conformation that could be intermediate partially dehydrated conformer arising on the first step in the sequential transition to the dehydration of the polynucleotide. Our results show that a realistic model of native DNA, bearing Z-tracts embedded in B-helixes, can be obtained upon binding of alkaline earth or transition metals. Β© 2008 Elsevier B.V. The purpose of this article is to develop methodological approaches to the production effectiveness's evaluating and products competitiveness's level estimation to identify risk groups according to the products and producers, to propose targeted measures manufacturers' support, to activate innovative development and minimize potential social impacts. The leading method to study this problem is the method of constructing the matrix of the producers' efficiency and the commodities' competitiveness which allows implement a differentiated approach to the strategies' development of production's innovative development and social risks' minimization. The article proposes a methodological approach to the products competitiveness's level assessment based on the efficiency of production and external conditional factors and identifies the respective groups of competitive and non-competitive commodities and producers, as well as it defines the resource and innovation potential, with further strategy development. The study materials can be used in the management of manufacturing development, both at the level of the industrial enterprises' services and government agencies, to assess the level of products' competitiveness, to create strategies of innovation development, to develop targeted actions for the exports' development. Keywords: commodities' competitiveness, production efficiency, export potential, innovation development JEL Classifications: O31, O34, Q0
