    Dynamic knowledge integration in socio-technical networks: an interpretive study of intranet use for knowledge integration

    A major challenge facing firms competing in electronic business markets is the dynamic integration of knowledge within and beyond the firm, enabled by internet-based infrastructure and emergent fluid socio-technical networks. This paper explores how social actors dynamically employ intranets to integrate formal and informal knowledge within evolving socio-technical networks that emerge, permeate and extend beyond the organisational boundary. The paper presents two case studies that illustrate how static intranets can be useful for dynamically integrating knowledge when they are interwoven with other knowledge channels such as e-mail through which flows the informal knowledge needed to make sense of and situate formal organisational knowledge. The findings suggest that businesses should carefully examine how employees integrate intranets with other channels in their work, and the shaping of knowledge outcomes that flows from such use. There are practical implications for the proper skilling of thepeople who share and integrate knowledge in this way. The paper also provides a framework for dynamic knowledge integration in socio-technical networks, which can help underpin future research in this area.<br /

    Mobile Phone Innovation and Technology-driven Exports in Sub-Saharan Africa

    The study investigates how education, scientific output and the internet complement mobile phone penetration to affect technology commodity exports in Sub-Saharan Africa for the period 2000-2012. The empirical evidence is based on Generalised Method of Moments. The following main findings are established. First, the internet complements the mobile phone to boost technology goods exports. Second, the internet also complements the mobile phone to boost technology service exports. Third, positive marginal effects are apparent in the roles of educational quality and scientific output on technology goods exports and technology service exports respectively while negative marginal impacts are apparent in the roles of scientific output and educational quality on technology goods exports and technology service exports respectively. Practical and theoretical implications are discussed

    Role of information and communication networks in malaria survival

    <p>Abstract</p> <p>Background</p> <p>Quite often symptoms of malaria go unrecognized or untreated. According to the Multilateral Initiative on Malaria, 70% of the malaria cases that are treated at home are mismanaged. Up to 82% of all malaria episodes in sub-Saharan Africa are treated outside the formal health sector. Fast and appropriate diagnosis and treatment of malaria is extremely important in reducing morbidity and mortality.</p> <p>Method</p> <p>Data from 70 different countries is pooled together to construct a panel dataset of health and socio-economic variables for a time span of (1960–2004). The generalized two-stage least squares and panel data models are used to investigate the impact of information and communication network (ICN) variables on malaria death probability. The intensity of ICN is represented by the number of telephone main lines per 1,000 people and the number of television sets per 1,000 people.</p> <p>Results</p> <p>The major finding is that the intensity of ICN is associated with reduced probability of deaths of people that are clinically identified as malaria infected. The results are robust for both indicators i.e. interpersonal and mass communication networks and for all model specifications examined.</p> <p>Conclusion</p> <p>The results suggest that information and communication networks can substantially scale up the effectiveness of the existing resources for malaria prevention. Resources spent in preventing malaria are far less than needed. Expanded information and communication networks will widen the avenues for community based "participatory development", that encourages the use of local information, knowledge and decision making. Timely information, immediate care and collective knowledge based treatment can be extremely important in reducing child mortality and achieving the millennium development goal.</p

    The Role of Mobile Phones in Governance-Driven Technology Exports in Sub-Saharan Africa

    This study assesses how the mobile phone influences governance to improve information and communication technology (ICT) exports in Sub-Saharan Africa with data from 2000-2012. The empirical evidence is based on Generalised Method of Moments and three main governance concepts are used, namely: (i) institutional (comprising the rule of law and corruption-control); (ii) political (involving political stability/no violence and voice & accountability) and (iii) economic (including regulation quality and government effectiveness) governance. The following findings are established. First, there are positive net effects on ICT goods exports from independent interactions between mobile phones and ‘political stability’ ‘voice and accountability’ and corruption-control. Second, significant net effects are not apparent from independent interactions between mobile phones and government effectiveness, regulation quality and the rule of law. Theoretical and practical implications are discussed

    Bridging the Digital Divide at the Regional Level? The Effect of Regional and National Policies on Broadband Access in Europe’s Regions

    Part 3: Policy and StakeholdersInternational audienceReducing the digital divide is one of the main policy objectives of the “Europe 2020 Strategy” (2010) and the “Riga Declaration” (2006). To this end, the EU transfers structural funds for broadband expansion to regional governments rather than to the national level which is typically seen as the decisive actor in broadband expansion. To explore the relevance of the regions in widening broadband access, we analyze the influence of economic, demographic and institutional factors on broadband expansion at the regional and national level. In order to account for the interplay between both levels of government, we employ a multi-level regression model. We find that regional level variables are able to explain part of broadband access improvement. Significant variables are ERDF expenditure dedicated to broadband expansion, the status of regional broadband diffusion in 2008 and the national degree of inter-platform competition. The paper concludes that, although there is evidence of the role of the regions in the European policy process, the national level still performs an important gatekeeper function and that national ICT strategies are needed to successfully close the geographical digital divide in the EU
