Research on Criteria for Operational Audit of Expenditure from State Budget in Vietnam
In Vietnam, operational audits have been upgraded as an independent form of audit in the operation of the supreme audit agency. However, because it was introduced later than other types of audit, it is still confusing and general in setting criteria of audit. There are no specific guidelines for auditing expenditure from state budget. Therefore, the formation and application of audit criteria in the audit practice of expenditure from state budget has not been effective, spontaneous and influenced by the actual capacity of assigned auditors. Meanwhile, in order to perform the proper audit function, the most important thing is to build up the evaluation criteria. Based on data collected both secondary and primary from interviewing auditors, experts in the field of state budget, we conducted the synthesis, analysis, evaluation, comparison and clarification of research issues. The results show that the formation of audit criteria is not really reasonable; criteria for economic efficiency and effectiveness are sometimes unclear. Therefore, this study is to identify and develop criteria for evaluating the operational audit of expenditure from state budget in Vietnam. Financial Performance and Corporate Governance in Microfinance: Evidence from Vietnam
Good corporate governance is considered a building block of success for microfinance institutions (MFIs) as it is presumed to help them in achieving their social and financial goals. This study analyzes the corporate governance and financial performance relationship for MFIs in Vietnam. We construct a corporate governance index based on seven measures pertaining to board size and composition, CEO characteristics, and ownership type. We then estimate the two-way relationship between this index and each of five different financial performance indicators. To address the likely simultaneity between corporate governance and financial performance, we adopt a two-stage least squares estimation approach with instrumental variables. The results confirm the endogenous nature of corporate governance and financial performance. We conclude that profitability and sustainability of MFIs improve with good governance practices and conversely that more profitable and sustainable MFIs have better governance systems. Determining the Price of Software Products in Software Manufacturing Firms in Vietnam
From the early 2000s to the present, Vietnam has made efforts to facilitate the development of information technology industry and to promote the growth of it market in general and software in particular. Many policies and measures to encourage the development of software firms have been issued by the government. However, despite enjoying favorable conditions from the State's support policy, software firms still face many difficulties in product consumption. In addition to illegally copying software and copyrighted software that have been severely damaged, causing great harm to manufacturers, there are also situations where products are not sold with the right value. Currently, in Vietnam there is not yet a method of calculation, as well as a complete unified accounting for the determination of software product price, each firm follows its experience. Based on data collected, both primary and secondary, we synthesize, evaluate, compare and analyze the research topic. The results show that the determination of software product price at software manufacturing firms is not very reasonable; the recognition and allocation of core software value has not been proper. So based on the findings, some recommendations are given for improving the determination of product prices at software manufacturing firms in the context of developing countries like Vietnam. Interest rate pass-through estimates from error correction models ECM
This paper examines the degree of pass-through and adjustment speed of retail interest rates in response to changes in monetary policy rates in commercial banks of Viet Nam during the period 07/2004 to 06/2014. The results show that the degree of pass-through of retail interest rates is incomplete but high (0.7-0.93). The adjustment speed of money market rates & retail interest rates is relatively slow. It takes from 3 to 6 months for money market rates & retail interest rates to be adjusted to long-term equilibrium, except 1 month VNIBOR. 1 month VNIBOR is sensitive to changes of discount rate & refinancing rate in short-term, contrary to 3 month VNIBOR . The degree of pass-through from market rates to retail interest rates is fairly high in the long-term but low in the short-term. The degree of pass-through is different between various retail interest rates. Specifically, the degree of pass-through of deposit rates is higher than that of lending rates both in the short-term & long-term
Influence of biofertilizer produced using drumstick (Moringa oleifera L.) unused parts on the growth performance of two leafy vegetables
The non-edible parts of Moringa oleifera, such as stems, branches or leaf petioles, have often been discarded while the leaves are consumed as a vegetable or are used to produce organic fertilizer. This study aimed to determine the optimal conditions for producing Moringa organic fertilizer (MOF) from previously unused parts and to compare these fertilizers with cow manure and bio-organic fertilizer. Seventy kilograms of the unused Moringa parts were blended with fifty kilograms of manure, 0.2 kilogram of Trichoderma-based product and two kilograms of superphosphate. The mixture was incubated at different intervals, including 5, 7 or 9 weeks. Next, the effects of MOF on the growth, yield, ascorbic acid content and Brix of lettuce and mustard spinach were also determined and compared with other organic fertilizers (cow manure and bio-organic fertilizer). Results of the study revealed that 25 tons per ha of MOF were significantly superior to those treated with cow manure and bio-organic fertilizer in the case of vegetable yields. Further, 7 weeks of MOF incubation was found suitable to produce an optimal yield during the various incubation period. These results suggested that the Moringa non-edible parts can make organic fertilizer and enhance growth, yield, and leafy vegetable production
A Study on Environmental Costs in Coal Mining Production in Vietnam
This study is conducted to identify and present environmental costs of mining production in the context of sustainable development (SD) and a lifecycle of coal mining firms. This aim is accompanied by two research questions as (i) What are the environmental costs of mining production in theory and practice in a lifecycle of coal mining firms?; and (ii) What are the key determinants of environmental costs of coal mining production in a lifecycle of coal mining firms? In order to achieve this aim, the process of coal mining production is described from the long-term perspective including projecting, building, operating and liquidation stage of a coal mine. On the basis of process analysis the identification of environmental costs is conducted in a model approach. Environmental costs of mining production are analyzed using international case studies and theoretical and practical assumptions regarding environmental costs management in mining production are formulated. The results show that the environmental costs of mining production are varied in the lifecycle of a coal mine and that they also depend on the geographical location of mining firms. Environmental costs of mining production have to be predicted in a long-term perspective including also post-liquidation costs together with taking into account the sources of their covering and models of financing. Research on Management Accounting of Fixed Assets at Vinacomin, Vietnam
The research was conducted to find out about the current situation of management accounting for fixed assets at enterprises of Vietnam National Coal and Mineral Industries Holding Corporation (Vinacomin), Vietnam. Data was collected through interviews with directors, chief accountants, fixed-asset accountants, heads of other departments in the surveyed enterprises, auditors, experts in accounting and auditing field. Analytical procedures are employed in this research. The results indicate that the management and use of fixed assets in enterprises of Vinacomin are still inefficient; applying the improper depreciation methods for each type of fixed assets; most enterprises have not yet developed and analyzed the system of indicators to assess investment situation, technical status and efficiency of using fixed assets. Studying herbicide resistance in Vietnam is limited, and there are very few reports on the regrowth of weed after applying herbicides. A survey to investigate the cultivating habit and the barnyard grass regrowing in the direct-seeded rice fields after applying herbicides in Thua Thien Hue shows that the main labourers of rice cultivation are male with a low educational level to understand scientific and technical knowledge. The most common grass regrowing in direct-seeded rice fields after applying herbicides includes Barnyard grass (Echinochloa crus-galli), Grass-like fimbry (Fimbristylis miliacea), Bermuda grass (Cynodon dactylon), and Sprangletop (Leptochloa chinensis). The yield decreases from 12.1 to 14.0% because of regrowing of barnyard grass. The herbicides commonly used in Thua Thien Hue are Sofic 300EC (Pretilachlor) and Sunrice 15WDG (Ethoxysulfuron), but their effectiveness has decreased in recent time owing to farmers’ inappropriate spraying skills and the decrease in the effectiveness of herbicides. A more thorough assessment of the factors that cause grass regrowing after spraying herbicides is required for better weed management.Nghiên cứu sự kháng thuốc trừ cỏ ở Việt Nam còn hạn chế và có rất ít báo cáo về sự phát sinh của cỏ dại sau khi sử dụng thuốc trừ cỏ. Kết quả điều tra về tập quán canh tác và tình hình cỏ lồng vực phát sinh trở lại trên ruộng lúa sau khi sử dụng thuốc trừ cỏ ở Thừa Thiên Huế cho thấy lực lượng lao động chính canh tác lúa là nam giới, trình độ dân trí không cao nên khả năng tiếp thu kiến thức khoa học – kỹ thuật hạn chế. Các loại cỏ gây hại phổ biến trên ruộng lúa gieo sạ là cỏ lồng vực (Echinochloa crus-galli), cỏ chác (Fimbristylis miliacea), cỏ chỉ (Cynodon dactylon), cỏ đuôi phụng (Leptochloa chinensis) là các loại cỏ xuất hiện trở lại sau khi đã sử dụng thuốc trừ cỏ. Cỏ lồng vực mọc trở lại có thể gây giảm năng suất cây lúa 12,1–14,0%. Các loại thuốc trừ cỏ được sử dụng phổ biến là Sofic 300EC (Pretilachlor) và Sunrice 15WDG (Ethoxysulfuron). Hiệu quả thuốc trừ cỏ lúa có xu hướng giảm trong thời gian gần đây do kỹ thuật sử dụng và sự giảm hiệu quả của các sản phẩm thuốc trừ cỏ. Chúng tôi kiến nghị cần đánh giá đầy đủ hơn về các yếu tố gây nên tình trạng cỏ dại mọc trở lại sau khi phun thuốc để có định hướng quản lý cỏ dại tốt hơn
Influence of foliar application with Moringa oleifera residue fertilizer on growth, and yield quality of leafy vegetables
Biofertilizers produced from organic materials help to promote the growth, and yield quality of crops and is more environmentally friendly than chemical fertilizers. Moringa oleifera is a leafy vegetable whose leaves are also used to make biofertilizers. The use of moringa non-edible parts in biofertilizer preparation remains under-explored. In this study, a procedure to produce moringa foliar biofertilizer (MFB) from non-edible parts was developed. The effect of composting time (3 to 4 months) on the quality of MFB was investigated, and four-month incubation was found suitable for biofertilizers yield with the highest nitrogen content and optimal pH. Furthermore, the influences of MFB doses (20 to 100 mL per Litre) on the growth of lettuce and mustard spinach were studied. The yield of these leafy vegetables was the highest at 100 mL per Litre of MFB spray. Finally, MFB was compared with other commercial foliar sprays, including chitosan fertilizer and seaweed fertilizer. Each foliar treatment was applied every five days until five days before harvest. Plant height, the number of leaves, canopy diameter, leaf area index, actual yield, ascorbic acid content, and Brix were found to be similar in lettuce sprayed with MFB, chitosan, and seaweed fertilizers. NeCo@ALQAC 2023: Legal Domain Knowledge Acquisition for Low-Resource Languages through Data Enrichment
In recent years, natural language processing has gained significant
popularity in various sectors, including the legal domain. This paper presents
NeCo Team's solutions to the Vietnamese text processing tasks provided in the
Automated Legal Question Answering Competition 2023 (ALQAC 2023), focusing on
legal domain knowledge acquisition for low-resource languages through data
enrichment. Our methods for the legal document retrieval task employ a
combination of similarity ranking and deep learning models, while for the
second task, which requires extracting an answer from a relevant legal article
in response to a question, we propose a range of adaptive techniques to handle
different question types. Our approaches achieve outstanding results on both
tasks of the competition, demonstrating the potential benefits and
effectiveness of question answering systems in the legal field, particularly
