UM OLHAR SOBRE O ESTADO DE COISAS INCONSTITUCIONAL RECONHECIDO PELO SUPREMO TRIBUNAL FEDERAL DO BRASIL

Abordar fatores de múltiplas ordens e tocar o Sistema Penitenciário e Carcerário nacional é buscar compreender as raízes e constrangimentos da estrutura formal e legal assumida por estabelecimentos penais que, hoje, são reconhecidos como “Estado de Coisas Inconstitucional” por decisão, em 2020, na Arguição de Descumprimento de Preceito Fundamental n. 347 do Excelentíssimo Tribunal de Justiça da República Federativa do Brasil. Em primeiro lugar, aqui temos pesquisa bibliográfica (apoiada na literatura de clássicos políticos e jurídicos, por exemplo, Immanuel Kant, Norberto Bobbio), documental ( vg Constituições de 1824 e 1988, angular e fundamentada) e jurisprudencial (Arguição de Descumprimento de Direitos Fundamentais Preceito - ADPF n. 347 sustentado em construto jusfilosófico), com enfoque qualitativo e interdisciplinar, sobre o reconhecimento do "Estado de Coisas Inconstitucional" a recair sobre o Sistema Prisional no Brasil com vistas à compreensão crítica e reflexiva do ambiente prisional e os vetores que afirmam o “estado de coisas”.Abordar factores de múltiples órdenes y tocar el Sistema Penitenciario y Carcelario nacional es buscar comprender las raíces y condicionantes de la estructura formal y jurídica asumida por los establecimientos penitenciarios que, hoy, se reconocen como un “Estado de Cosas Inconstitucional” por decisión, en 2020, en el Alegato de Incumplimiento del Precepto Fundamental n. 347 de la Honorable Corte de la República Federativa de Brasil. En primer lugar, aquí tenemos investigaciones bibliográficas (apoyadas en la literatura de los clásicos políticos y jurídicos, por ejemplo, Immanuel Kant, Norberto Bobbio), documentales ( vg Constituciones de 1824 y 1988, angulares y sustentadas subyacentemente) y jurisprudenciales (Arguição de Descumprimento of Fundamental Precepto - ADPF n.347 sustentado en un constructo jusfilosófico), con enfoque cualitativo e interdisciplinario, sobre el reconocimiento del "Estado de Cosas Inconstitucional" que recaerá sobre el Sistema Penitenciario en Brasil con vistas a la comprensión crítica y reflexiva del ambiente carcelario y los vectores que afirman el “estado de cosas”.Approaching factors of multiple orders and touching the national Penitentiary and Prison System is to seek to understand the roots and constraints of the formal and legal structure assumed by penal establishments that, today, are recognized as an “Unconstitutional State of Things” due to decision, in 2020, in the Argument of Non-compliance with Fundamental Precept n. 347 at the Honorable Court of the Federative Republic of Brazil. A hybrid heuristic for the multi-plant capacitated lot sizing problem with setup carry-over

This paper addresses the capacitated lot sizing problem (CLSP) with a single stage composed of multiple plants, items and periods with setup carry-over among the periods. The CLSP is well studied and many heuristics have been proposed to solve it. Nevertheless, few researches explored the multi-plant capacitated lot sizing problem (MPCLSP), which means that few solution methods were proposed to solve it. Furthermore, to our knowledge, no study of the MPCLSP with setup carry-over was found in the literature. This paper presents a mathematical model and a GRASP (Greedy Randomized Adaptive Search Procedure) with path relinking to the MPCLSP with setup carry-over. This solution method is an extension and adaptation of a previously adopted methodology without the setup carry-over. Computational tests showed that the improvement of the setup carry-over is significant in terms of the solution value with a low increase in computational time.FAPES

Valor nutritivo do mata-pasto (Senna obtusifolia (L.) Irwin & Barneby) em diferentes idades.

O mata-pasto (Senna obtusifolia (L.) Irwin & Barneby), leguminosa de larga ocorrência natural no Nordeste, apesar de não apreciada pelos ruminantes quando verde, é muito consumida quando naturalmente seca. Apresenta, portanto, a possibilidade de ser usada como feno, para diminuir a carência alimentar da época seca. Este trabalho teve como objetivo a determinação dos percentuais de proteína bruta (PB), fibra bruta (FB), extrato etéreo IEE), cálcio (Ca) e fósforo (P), na planta inteira, caule e folhas do mata-pasto, em diferentes idades. Coletaram-se, mensalmente, dos 30 aos 180 dias de idade, cinco amostras de 0,5 x 0,5 m para a análise da planta inteira e outras cinco para caules e folhas. A PB diminuiu com a idade das plantas, sendo maior nas folhas (11,75% - 28,63%) e menor nos caules (2,44% - 22,46%). A FB foi maior nos caules (29,50% - 48,50%) do que nas folhas (8,28% - 10,52%), aumentando com a idade. O EE pouco variou em relação às partes da planta, como tambem com a idade (2,91% - 3,34% nas folhas e 0,83% - 1,04% nos caules). O P decresceu com a idade, sendo de 0,16% - 0,28% nas folhas e 0,11% - 0,20% nos caules. O Ca foi também mais alto nas folhas (1,33% - 3,07%), onde aumentou com a idade, enquanto decresceu nos caules e na planta inteira. Todas as variáveis tiveram, na planta inteira, valores intermediários entre os observados nas folhas e nos caules. O mata-pasto é uma planta nutricionalmente adequada, com seu corte para fenação por volta de 120 dias.bitstream/item/35799/1/BP33.pd

Surface and Bulk Structural Properties of Single Crystalline Sr3Ru2O7

We report temperature and thermal-cycling dependence of surface and bulk structures of double-layered perovskite Sr3Ru2O7 single crystals. The surface and bulk structures were investigated using low-energy electron diffraction (LEED) and single-crystal X-ray diffraction (XRD) techniques, respectively. Single-crystal XRD data is in good agreement with previous reports for the bulk structure with RuO6 octahedral rotation, which increases with decreasing temperature (~ 6.7(6)degrees at 300 K and ~ 8.1(2) degrees at 90 K). LEED results reveal that the octahedra at the surface are much more distorted with a higher rotation angle (~ 12 degrees between 300 and 80 K) and a slight tilt ((4.5\pm2.5) degrees at 300 K and (2.5\pm1.7) degrees at 80 K). While XRD data confirms temperature dependence of the unit cell height/width ratio (i.e. lattice parameter c divided by the average of parameters a and b) found in a prior neutron powder diffraction investigation, both bulk and surface structures display little change with thermal cycles between 300 and 80 K.Comment: 25 pages, 5 figures, 5 tables, to appear in Physical Review

Community detection by consensus genetic-based algorithm for directed networks

Finding communities in networks is a commonly used form of network analysis. There is a myriad of community detection algorithms in the literature to perform this task. In spite of that, the number of community detection algorithms in directed networks is much lower than in undirected networks. However, evaluation measures to estimate the quality of communities in undirected networks nowadays have its adaptation to directed networks as, for example, the well-known modularity measure. This paper introduces a genetic-based consensus clustering to detect communities in directed networks with the directed modularity as the fitness function. Consensus strategies involve combining computational models to improve the quality of solutions generated by a single model. The reason behind the development of a consensus strategy relies on the fact that recent studies indicate that the modularity may fail in detecting expected clusterings. Computational experiments with artificial LFR networks show that the proposed method was very competitive in comparison to existing strategies in the literature. (C) 2016 The Authors.
