    Who Changed Delhi's Air? The Roles of the Court and the Executive in Environmental Decisionmaking

    Although there is general public approval of the improvements in Delhi’s air quality in the recent years, the process by which this change was brought about has been criticized. A common perception is that air quality policies were prescribed by the Supreme Court, and not by an institution with the mandate for making environmental policy. A careful review of the policy process in Delhi suggests otherwise. We find that the government was intimately involved in policymaking and that the main role of the Supreme Court was to force the government to implement previously announced policies. A good understanding of what happened is essential, as the Delhi experience for instituting change has become a model for other Indian cities as well as neighboring countries.air quality, Supreme Court, compressed natural gas, Delhi

    The Impact of Delhi's CNG Program on Air Quality

    This paper estimates the impact on Delhi’s air quality of a number of policy measures recently implemented in the city to curb air pollution using monthly time-series data from 1990 to 2005. The best known of these measures is the court-mandated conversion of all commercial passenger vehicles—buses, three-wheelers, and taxis—to compressed natural gas (CNG). Broadly, the results point to the success of a number of policies implemented in Delhi but also to a number of areas of growing concern. For example, the results suggest that the conversion of buses from diesel to CNG has helped to reduce PM10, CO, and SO2 concentrations in the city and has not, contrary to conventional wisdom, led to the recent increase in NO2. At the same time, however, the conversion of three-wheelers from petrol to CNG has not had the same benefit, possibly because of poor technology. Another policy measure that appears to have had a positive impact on air quality is the reduction in the sulfur content of diesel and petrol. This has led to a decrease in SO2 levels and, because of conversion of SO2 to sulfates (a fine particle), a decrease in PM10 concentrations. Some of these gains from fuel switching and fuel-quality improvements are, however, being negated by the increase in the proportion of diesel-fueled cars, which is leading to an increase in PM10 and NO2 levels, and by the sheer increase in the number of vehicles.air pollution, compressed natural gas, low-sulfur diesel, diesel-fueled cars, Delhi

    Poverty and the Environment-Exploring the Relationship between Household Incomes, Private Assets and Natural Assets

    Using purpose-collected survey data from 535 households in 60 different villages of the Jhabua district of India, this paper investigates the extent to which rural households depend on common-pool natural resources for their daily livelihood. Previous studies have found that resource dependence-- defined as the fraction of total income derived from common-pool resources--strongly decreases with income. Our study uncovers a more complex relationship. Firstly, for the subsample of households that use positive amounts of resources, we find that dependence follows a U-shaped relationship with income, declining at first but then increasing. Secondly, we find that the probability of being in the subsample of common-pool resource users follows an inverse U-shaped relationship with income - the poorest and richest households are less likely to collect resources than those with intermediate incomes. Resource use by the rich is therefore bimodal - either very high or--for the very rich households--zero. Thirdly, we find that resource dependence increases at all income levels with an increase in the level of common-pool biomass availability. The combination of these results suggests that the quality of natural resources matters to a larger share of the rural population than had previously been believed, common-pool resources contribute a significant fraction of the income not just of the desperately poor, but also of the relatively rich.India, Madhya Pradesh, poverty, environment, common-pool natural resources,rural households

    Does Disclosure Reduce Pollution? Evidence from India's Green Rating Project

    Public disclosure programs that collect and disseminate information about firms’ environmental performance are increasingly popular in both developed and developing countries. Yet little is known about whether they actually improve environmental performance, particularly in the latter setting. We use detailed plant-level survey data to evaluate the impact of India’s Green Rating Project (GRP) on the environmental performance of the country’s largest pulp and paper plants. We find that the GRP drove significant reductions in pollution loadings among dirty plants but not among cleaner ones. This result comports with statistical and anecdotal evaluations of similar disclosure programs.     India's Firewood Crisis Re-examined

    Households in rural India are highly dependent on firewood as their main source of energy, partly because non-biofuels tend to be expensive. The prevailing view is therefore that, when faced with shortages of firewood in the village commons, such households, and especially the women in them, have to spend more and more time searching for firewood and eventually settle for poorer-quality biomass such as twigs, branches and dry leaves. Using data from a random sample of rural households in the Indian state of Madhya Pradesh, we come to very different conclusions, however. We find that households in villages with degraded forests do not spend longer hours searching for firewood, but instead switch to either using firewood from private trees or to using agricultural waste for fuel. In the long run, moreover, households respond to the firewood shortage by altering the mix of private trees on their land in favor of firewood, as opposed to fruit, trees.     Who collect resources in degraded environment? : a case study from Jhabua District, India

    no. 23-07This paper examines the impact of the variation in stocks of three resources, namely, water, forests and fodder biomass, on resource collection time of rural households in India, especially women. Using household level data from 543 households across 60 villages in the Jhabua district of Madhya Pradesh, we estimate reduced form gender-specific time allocation equations derived from a household production model. An increase in groundwater scarcity makes women and children spend more time in water collection. An increase in the total iomass availability in the commons increases the time spent by men and women in grazing activity in addition to making men and women more likely to go for fuelwood collection. The results taken together indicate significant time impacts of natural resource scarcity. Our analysis has important implications for natural resource management initiatives such as community forestry and watershed development programmes, and these programmes have the potential to alleviate poverty by affecting the time allocation decisions of rural households, particularly women. This paper also tries to understand some of the trends emerging from the quantitative/econometric analysis using insights from social anthropology
