現代教育論ノート （その2）

現代日本の教育状況について大まかな概観を試みた前稿を受けて、本ノートでは、小学校における学級崩壊という現象と、家庭や地域における幼児の育成をめぐる異変とに焦点をあて、何人かの論者の見解を紹介する。Ⅵのテーマは、尾木直樹による小学校における学級崩壊の実状に関する分析である。尾木は、学級崩壊は就学前の幼児が育つ環境としての家族や地域の変化から大きな影響を受けて起こると考える。Ⅶでは、その家族や地域がどう変わったかに関する彼の考察を紹介する。Ⅷでは、20世紀後半の日本における家族の変容についての舩橋惠子の見解を伝える。Ⅸの主題は、子育てと家族とコミュニケーションの関わりあいであり、これに関する牧野カツ子と江原由美子の考察を取り上げる。Ⅹにおいては、以上の内容についての暫定的な総括を試みる。In the foregoing essay, I tried to survey roughly the educational conditions of contemporary Japan. In this essay, I will focus on the questions how 'class breakdown' in primary schools happens and what change is found in the process of bringing up infants in families and the community. The theme of Ch. VI is the analysis of class breakdown in primary school by Naoki Ogi. According to his argument, the recent transformation of families and the community has produced much effect on class break-down in primary schools. So, in Ch. VII, I show briefly Ogi's account of what transformation modern Japanese families and community have experienced. In Ch. VIII, I explain Keiko Hunahashi's view on the family life transformation in the latter half of the 20th century. Ch. IX's theme is the relationship among bringing-up children, family, and communication. In Ch. X, I try to give a provisional summary of this essay

現代教育論ノート （その3）

この「現代教育論ノート」の既発表の二つのノートにおいては、現代日本社会が教育に関して抱えるさまざまな問題について、多くの論者の見解を取り上げながら、考察を試みてきた。このノートでは、第一に、現在の子育てを困難にしている多様な条件について概観し、第二に、教育と社会の階層秩序の形成との関係について、苅谷剛彦の所論の紹介を中心におきつつ考察する。In the foregoing two essays, I surveyed broadly the educational conditions of contemporary Japan, citing and examining various controversial opinions of many scholars. In this essay, first, I will consider many factors which make it very difficult to bring up children in the present conditions of society. Second, I will consider the educational sociologist T. Kariya's view concerning the relation between the educational system and the formation of stratified society in Japan

日本の社会保障制度の形成

この論文は、前稿「社会保障制度の形成」（『現代社会研究』Vol. 10、2007年）に続き、現代日本の社会保障制度を批判的に検討し、今後の改革の方向を模索するための予備的研究として、日本の社会保障制度がどのようにして形成されてきたかを、歴史的に考察することを目的とする。その内容は次の通りである。 Ⅰ 社会福祉の時代区分 Ⅱ 前近代における社会福祉 Ⅲ 近代における社会福祉 Ⅳ 現代前期における社会福祉 Ⅴ 総括と展望The purpose of this paper is to comprehend how the social security system has been formed in Japan. 現代教育論ノート （その1）

現代の日本において、教育は一つの重要な社会的課題になっている。20世紀の後半に科学技術が飛躍的に進歩し、生活は豊かで便利になったが、反対に、幼児段階から大学段階にいたる現在の教育には、荒廃とか無規範化と表現されるような現象が現れてきている。本ノートでは、社会哲学の立場から問題の解決に寄与するための準備作業として、教育の今日的状況について把握するために重要と思われるさまざまな要因を列挙し、多少の整理を試みる。具体的に言えば、現代の教育について何が本当に問題であるか、その社会的背景、特に第二次大戦後の経済力を主とする発展に行き詰まりの見られる世紀末の日本の、先行き不透明な状況がこどもの成育にどのような影響をもたらしているか、21世紀の教育は何を目指すべきか、などが問題であり、これらに関連して重要と思われる情報を集めることが、本ノートの目的である。In contemporary Japan, education has become an important social problem. In the latter half of the 20th century, science and technology made remarkable progress, and our daily life became affluent and convenient, but conversely, education from preschool stage to university stage is now falling into a state of devastation and 'anomie'. In this essay, as a preliminary work for contributing to the solution of the problem from the standpoint of social philosophy, I will try to enumerate and systematize many factors which are considered important for understanding the status quo of Japanese education. To put it more concretely, the aim of this essay is to collect information which seems to be important in connection with questions, such as 'What is the real problem about contemporary education?' or 'How is the pessimistic future prospects of Japanese society having a bad effect on normal growth of children?' or 'What will be the aim of 21st century's education?

日本の社会保障制度の現代的課題

既発表の4 論稿においては、欧米および日本における社会福祉の発展過程についての歴史的考察を行った。本稿においては、次のような考察を試みる。第一に、現代日本の社会保障制度をめぐる政治的、社会的、経済的状況を概観する。第二に、貧困、格差、社会的排除の現代における実態と特徴を明らかにする。第三に、この課題を克服していくための方向性を模索する。In my previously published papers, I made historical studies of the growth process of social welfare in Western countries and in Japan. In this paper, I intend to discuss the following problems. First, it is attempted to make a survey of the political, social, and economical conditions, in which social security system of contemporary Japan is situated. Secondly, it is also attempted to make clear the actual state and the characteristics of poverty, inequality, and social exclusion in contemporary Japan. Thirdly, I discuss how we can find a way to solve these difficult problems

子育て支援はなぜ必要か

この小論では、現代日本において子育てがなぜ非常に難しくなっているか、その背景の多面的な考察を試みた上で、子育てへの公共的な支援の必要性について論ずる。第一に、公共性の概念の三つの意味を区別し、それらが子育ての問題とどのように関わるかを検討する。第二に、子育ての主体である家族を取り巻く社会的状況について主として社会科学的研究に依拠しつつ概観する。第三に、いま子育てそのものにこれまでになかったようなさまざまな困難がともなう状況、特に家族がますます個人化していく風潮のために、子どもたちがきわめて不安定な環境におかれていることを明らかにし、子どもたちの健全な育成のために行政と市民によるどのような公共的支援が求められているかを考察する。In this paper I will consider the difficult conditions in which children are brought up in contemporary Japan and maintain that public support for child-rearing is now necessary. First, I will examine the concept 'publicness', differentiating three meanings of this concept and then consider how 'publicness' is related to child-rearing. Secondly, I will survey, depending chiefly on the literature ofsocial sciences, the complicated social circumstances in which Japanese families are bringing up children. Thirdly, I will explain that Japanese children are in a very unstable position, because child-rearing in each family is confronted with various difficulties which we have never experienced before, and especially because the family itself is increasingly individualized. My last problem is what kind of public support, both governmental and civic, is required for the sound upbringing of children

20世紀後半における日本の社会保障制度

本稿は、英国を中心に欧米における社会福祉の発展過程を概観した前々稿「社会保障制度の形成」（『現代社会研究』Vol. 10、2007年）および20世紀前半までの日本における社会福祉の発展過程を概観した前稿「日本の社会保障制度の形成」（『現代社会研究科論集』第2 号、2008年）に続き、20世紀後半における日本の社会保障制度の成立とその後の変遷を大まかに把握することを目的とする。なお、これらの歴史的な研究は、さまざまな問題を抱えている現代日本の社会保障制度を批判的に検討するための予備的考察である。本稿の内容は下記の通りである。Ⅰ 社会福祉の発展過程　Ⅱ 社会保障制度の成立過程 Ⅲ 国民皆保険・皆年金体制の成立 Ⅳ 制度の変遷過程The purpose of this paper is to comprehend briefly how Japanese social security system came into existence and underwent changes in the latter half of the 20th century. 家族・子育て・公共性

少子化と高齢化が急速に進行する日本で、これに関連する諸課題を検討するときに、すぐに突き当たる問題は、男女が結婚し、こどもを産み育て、家庭生活を営むのは、まったく私的、個人的なことか、それとも公共性を有することなのか、という問いである。婚姻や出産、育児に関する重要なことが、最終的には当事者個人の意志で決定されるべきことについては、社会的な合意が形成されつつあると思われるが、この当事者たちの意志決定に国家や社会が法、制度、慣行などを改廃することによって関与することが許されるか、許されるとしたらそれはどのような仕方でか、が問題である。本稿では、このような問題について、具体的な事例を挙げながら、広く検討していきたい。In contemporary Japan, where the decline in the number of children and the aging of the population have rapidly advanced, one question we face when we consider problems related with these facts is, whether it is a completely private and personal matter or a public concern, for a man and a woman to get married, bear and bring up children, and live a family life. As to the view that the man and the woman concerned should make the final decision about such important matters, a social consensus seems to be formed now, but the question is if the state or society is permitted to participate in this decision-making process by some reform of laws, social systems, and practice, and when permitted, how. In this paper I will discuss these problems through making reference to concrete examples
