A Polynomial-time Bicriteria Approximation Scheme for Planar Bisection

Given an undirected graph with edge costs and node weights, the minimum bisection problem asks for a partition of the nodes into two parts of equal weight such that the sum of edge costs between the parts is minimized. We give a polynomial time bicriteria approximation scheme for bisection on planar graphs. Specifically, let $W$ be the total weight of all nodes in a planar graph $G$. For any constant $\varepsilon > 0$, our algorithm outputs a bipartition of the nodes such that each part weighs at most $W/2 + \varepsilon$ and the total cost of edges crossing the partition is at most $(1+\varepsilon)$ times the total cost of the optimal bisection. The previously best known approximation for planar minimum bisection, even with unit node weights, was $O(\log n)$. Our algorithm actually solves a more general problem where the input may include a target weight for the smaller side of the bipartition.Comment: To appear in STOC 201

The Ability Of Administrative Management And Work Motivation On Teacher Performance Catholic Religious Teacher At The Primary School Manado City, Indonesia

This study aims to analyze and interpret administrative management capabilities and performance performance of Catholic religious education teachers (survey conducted at elementary school in the city of Manado). The population in use is the teachers of Catholic primary school education in Manado city that is as much as 45 people using cluster sampling technique. This research is quantitative research with survey method and questionnaire. Data analysis using descriptive analysis with the help of SPSS 17 application program. The results showed that the administrative management ability has a contribution of 34.2% on the performance of Catholic primary education teachers in the city of Manado. Work motivation contributed 37.1% to the performance of Catholic primary education teachers in Manado city. Together, administration and work motivation contributed 48.8% to the performance of Catholic religious teachers in Manado. State Officials’ Targeted Killings as a Thorn in the International Cooperation Matrix

The focus of this paper is on target killings, particularly on state officials, aimed at neutralizing diplomats through death. Countries often cite various reasons for the killings, such as pursuing economic agenda and protecting nations against terrorism, among others. The paper delves into such justifications and the impacts of killing state officials with a focus on which such murders have on international relations. Besides, the paper focuses on historical discourses, especially those pertaining to the United States of America, which has, in the recent past, been widely cited as a gradually-shifting nation with more killings of other nations' agents. The paper builds on the various international accords that countries subscribe to, which subsequently guide international relations. Besides, the paper builds on the liberal and institutionalism theories of international relations, which are elemental components in understanding how diplomatic ties are supposed to be structured as well as the status quo. Through dissection and contextualization of the theories, this paper pinpoints the weak areas, which give nations the leeway to kill other nations' state officials and what would be different if all nations respected the international relations conventional codes. An O(n^3)-Time Algorithm for Tree Edit Distance

The {\em edit distance} between two ordered trees with vertex labels is the minimum cost of transforming one tree into the other by a sequence of elementary operations consisting of deleting and relabeling existing nodes, as well as inserting new nodes. In this paper, we present a worst-case $O(n^3)$-time algorithm for this problem, improving the previous best $O(n^3\log n)$-time algorithm~\cite{Klein}. Our result requires a novel adaptive strategy for deciding how a dynamic program divides into subproblems (which is interesting in its own right), together with a deeper understanding of the previous algorithms for the problem. We also prove the optimality of our algorithm among the family of \emph{decomposition strategy} algorithms--which also includes the previous fastest algorithms--by tightening the known lower bound of $\Omega(n^2\log^2 n)$~\cite{Touzet} to $\Omega(n^3)$, matching our algorithm's running time. The Effect of School Head Managerial Capability and Learning Facilities on Performance Teacher Department of Tourism Vocational School in Manado City

This research aimed to describe and analyze: 1) the effect of principal’s managerial ability toward teacher tourism performance at vocational high school in Manado City, 2) the effect of learning facilities toward teacher tourism performance at vocational high school in Manado City, and 3) the effect of principal’s managerial ability, and learning facilities simultaneously toward teacher tourism performance at vocational high school in Manado City. Survey method was implemented with qualitative approach. Population unit were 97 teacher of tourism major at Vocational High School in Manado City. Research sample were 49 teachers which randomly selected from 97. Questionnaire with Likert scale was the technique used to collect the data. Testing the hypothesis using simple and multiple correlation analysis. The result of data analysis showed that: 1) there was effect of principal’s managerial ability toward teacher tourism performance at vocational high school in Manado City, 22,7%. 2) there was effect of learning facilities toward teacher tourism performance at vocational high school in Manado City, 51,6%. and 3) there was effect principal’s managerial ability, and learning facilities simultaneously toward teacher tourism performance at vocational high school in Manado City, 51,6%. Based on these conclusion, it could be recommended that: 1) Principal's managerial competencies to be improved so that a professional school managerial system can be formed, 2) the availability of learning facilities is more adequate, so that it raises efficiency in the learning process, 3) The regional education department is expected to be able to synergize with the school in an effort to improve the principal managerial competencies, such as in terms of education and training, improvement of academic qualifications, and assistance with learning facilities. Pengaruh Supervisi Kepala Sekolah Terhadap Kinerja Guru (Studi Kasus di SD Negeri Minahasa Utara )

Penelitian ini bertujuan untuk memperjelas dampak pengawas sekolah terhadap kinerja guru khususnya pada guru sekolah dasar di suku Minahasa utara. Pengawasan utama merupakan bagian dari kegiatanpenjaminan mutu kegiatan ilmiah. Di bawah pengawasan kepala sekolah, guru dapat diinstruksikan untuk meningkatkan kualitas pembelajaran di sekolah. Penelitian ini bersifat deskriptif kualitatif dengan pendekatan kerja lapangan. Informan survei ini adalah 10 orang guru SD Negeri di Suku Minahasa Utara. Pengumpulan data, di gunakan teknik dokumentasi dan wawancara . Hasil survei guru SD di Minahasa Utara menunjukkan bahwa kunjungan sekolah yang dilakukan sudah terencana, sistematis, dan teratur. Tahap supervisi dilakukan dengan membentuk kelompok supervisi, setelah itu tim menetapkan tujuan supervisi, tujuan supervisi dan membuat peralatan supervisi. Kepala Sekolah SD Negeri Minahasa Utara melakukan pendekatan yang menarik: mengutamakan hubungan emosional dan menjaga keharmonisan. Dengan demikian, pengawasan utama SD Negeri Minahasa Utaraberpengaruh terhadap peningkatan pengetahuan dan keterampilan pendidikan, serta peningkatan kinerja pendidikan dalam pembangunan. Kinerja Dosen Di Lingkungan Politeknik Negeri Manado Ditinjau Dari Aspek Supervisi Direktur

Penelitian ini bertujuan untuk mengetahui efektivitas pengawasan direktur terhadap prestasi kerja Institut Teknologi Negeri Manado. Populasi penelitian ini adalah 100 orang dosen Institut Teknologi Negeri Manado. Semua teknik pengambilan sampel digunakan dalam penelitian ini, dan semua 100 anggota populasi digunakan sebagai partisipan. Pengumpulan data survei ini dengan kuesioner. Teknik analisis data menggunakan regresi linier dengan taraf signifikansi 5%. Hasil penelitian menunjukkan bahwa pengaruh efektif pengawasan direktur berpengaruh positif sangat signifikan terhadap prestasi kerja Institut Teknologi Negeri Manado. Hal ini diperkuat dengan hasil perhitungan statistik yaitu kontribusi efektif pengawasan direksi sebesar 23,6%. Artinya 72,4% berkontribusi secara simultan dari faktor lain. Guru memegang peranan vital dalam keberhasilan proses pendidikan dan pembelajaran sebagai elemen terpenting dari proses pendidikan dan pembelajaran kampus.
