Opportunities and Principles of Using Digitalization in the Dialogue of Society and the Public Authorities in the UK on the Example of the Greater London Authority
The UK is one of the leaders in the use of digital tools in the interaction of government institutions and citizens. Now we are witnessing an active dialogue between various British institutions precisely in the digital dimension, as the transfer of data on vaccinations and hospitalizations from hospitals to other structures is carried out thanks to blockchain technologies. Of course, the explosion of interest in the use of digital events was provided by the coronavirus. However, it provided not only an increase in the importance of «numbers» in British society, but also greatly contributed to the disunity of citizens, especially in the context of access to the Internet infrastructure. To this day, this very task remains the main one in the respective strategies. At the same time, individual cities and regions of the country are more actively solving the task. London and the activities of the mayor’s office should be pointed out as the most illustrative example. For the services of the mayor’s office, it was necessary to ensure the transparency of the decisions made, to form and strengthen the trust of citizens. As part of the analysis, the author comes to the conclusion that for the most part, these tasks can be considered completed. The purpose of this article is basing on an analysis of specific digital tools and examples of the implementation of digital strategies for 2017 and 2021 to identify how a particular metropolis has formed permanent channels of communication and interaction between decision-making institutions and citizens

INFLUENCE OF ORGANIZATIONAL CULTURE ON CORPORATE BRAND
Brand, being a significant intangible resource, requires special attention not only from marketers, but also from the management of the organization, as its formation affects various aspects of production and economic activity. The given review of the Russian and foreign points of view on interrelation of organizational culture of corporation and its brand, allows us to make a conclusion about necessity of further in-depth studying of this issue. The mutual influence of the organizational culture of the corporation and its brand at the deep level has been revealed and substantiated in the article. The study results of the influence of the organizational culture main components such as corporate culture, corporate social responsibility, on the corporation brand, – have been reflected. Innovation in Supply Chain Management and Its Financing as a Factor of Economic Growth
Abstract- Innovation in supply chain is becoming an increasingly significant factor in the socio-economic development of national economies these days. Continuous innovation plays a crucial role in increasing the competitiveness of social production, profits made by economic entities, economic growth, and, consequently, the national economy. Innovative development cannot occur without the presence of effective mechanisms for financing innovation. The purpose of this study is to assess the impact of innovation and its financing on the economic growth of the Republic of Mordovia – one of the federal subjects of the Russian Federation. The authors conducted a correlation and regression analysis to determine the influence of factors related to innovative development on the volume of the Gross Regional Product (GRP). This method allows identifying key factors influencing the rate of economic growth in the region, as well as to build a forecast of the future GRP. Empirical results indicate that the GRP of the Republic of Mordovia is greatly influenced by the financing of research and development (R & D). The resulting regression equation indicates that the 92% change in the GRP is due to the R & D expenditures, and 8% – the influence of other factors. It was also found that the increase in domestic R & D costs by 1 million rubles results in an increase in the GRP by an average of 200 million rubles. The results indicate that it is necessary to increase R& D financing, provided that its growth is balanced at different stages of innovation
Spin correlations and Dzyaloshinskii-Moriya interaction in CsCuCl
We report on electron spin resonance (ESR) studies of the spin relaxation in
CsCuCl. The main source of the ESR linewidth at temperatures K is attributed to the uniform Dzyaloshinskii-Moriya interaction. The
vector components of the Dzyaloshinskii-Moriya interaction are determined from
the angular dependence of the ESR spectra using a high-temperature
approximation. Both the angular and temperature dependence of the ESR linewidth
have been analyzed using a self-consistent quantum-mechanical approach. In
addition analytical expressions based on a quasi-classical picture for spin
fluctuations are derived, which show good agreement with the quantum-approach
for temperatures K. A small modulation of the
ESR linewidth observed in the -plane is attributed to the anisotropic
Zeeman interaction, which reflects the two magnetically nonequivalent Cu
positions
Structural, thermodynamic, and local probe investigations of a honeycomb material AgLiMnO
The system Ag[LiMn]O belongs to a quaternary
3R-delafossite family and crystallizes in a monoclinic symmetry with space
group and the magnetic Mn() ions form a honeycomb
network in the -plane. An anomaly around 50 K and the presence of
antiferromagnetic (AFM) coupling (Curie-Weiss temperature
K) were inferred from our magnetic susceptibility data. The magnetic specific
heat clearly manifests the onset of magnetic ordering in the vicinity of 48\,K
and the recovered magnetic entropy, above the ordering temperature, falls short
of the expected value, implying the presence of short-range magnetic
correlations. The (ESR) line broadening on approaching the ordering temperature
could be described in terms of a Berezinski-Kosterlitz-Thouless
(BKT) scenario with K. Li NMR line-shift probed as a
function of temperature tracks the static susceptibility (K) of
magnetically coupled Mn ions. The Li spin-lattice relaxation rate
(1/) exhibits a sharp decrease below about 50 K. Combining our bulk
and local probe measurements, we establish the presence of an ordered ground
state for the honeycomb system AgLiMnO.Our ab-initio
electronic structure calculations suggest that in the -plane, the nearest
neighbor (NN) exchange interaction is strong and AFM, while the next NN and the
third NN exchange interactions are FM and AFM respectively. In the absence of
any frustration the system is expected to exhibit long-range, AFM order, in

NEW APPROACHES TO THE ORGANIZATION OF SKIN CANCER SCREENING
Skin cancer is the most common type of cancer in the Russian Federation. Despite the high incidence rate of skin cancer, there is no single standard for screening to identify this disease at an early stage, therefore, screening programs for detecting premalignant lesions and skin cancer at early stages are of great importance. The article describes the results of the action dedicated to the World Day against melanoma, held in Krasnoyarsk Regional Clinical Oncology Center named after A.I. Kryzhanovsky. Selection of participants was based on electronic applications, including photographs of skin lesions taken by the patients themselves. Out of the 343 people who applied, 143 (41.7 %) persons were selected for physician’s consultation. There were revealed 6 cases of melanoma, 13 basal cell tumors, and 1 lymphoproliferative disorders of the skin
Magnetic Resonance Investigations of h-YbMnO<inf>3</inf>
© 2016, Springer-Verlag Wien.Polycrystalline samples of ytterbium manganites have been synthesized with deficiency of Yb3+ ions. The X-ray analysis showed that the structure of the sample is hexagonal (h-YbMnO3) with the space group P63cm. The analysis of the X-ray diffraction peak intensities allowed to find the occupancy of Yb3+ and Mn3+ positions which are about 89 and 100 %, respectively. The electron spin resonance (ESR) measurements were performed using X (9.4 GHz), Q (34.2 GHz) and W (94.1 GHz) bands. The ESR spectrum displays the broad exchange-narrowed Mn3+ resonance line and an additional signal, which is attributed to the ferromagnetically correlated clusters, formed by mixed-valence manganese ions near vacant Yb3+ positions, confirmed by the observation of the hysteresis loop in the magnetization of h-YbMnO3
Magnetic Resonance of the Intrinsic Defects of the Spin-Peierls Magnet CuGeO3
ESR of the pure monocrystals of CuGeO3 is studied in the frequency range 9-75
GHz and in the temperature interval 1.2-25 K. The splitting of the ESR line
into several spectral components is observed below 5 K, in the temperature
range where the magnetic susceptibility is suppressed by the spin-Peierls
dimerization. The analysis of the magnetic resonance signals allows one to
separate the signals of the S=1/2- and S=1 defects of the spin-Peierls phase.
The value of g-factor of these signals is close to that of the Cu-ion. The
additional line of the magnetic resonance is characterized by an anomalous
value of the g-factor and by the threshold-like increase of the microwave
susceptibility when the microwave power is increasing. The ESR signals are
supposingly attributed to two types of the planar magnetic defects, arising at
the boundaries of the domains of the spin-Peierls state with the different

THE ELEMENTS OF INTRAOCULAR FLUID LYMPHATIC OUTFLOW PATHWAYS IN CHOROID IN NORM AND IN GLAUCOMA PATIENTS
Purpose. To detect and study the structure of aqueous humor lymphatic outflow pathways in choroid in normotensive patients and patients with primary open-angle glaucoma (POAG).Material and methods. Choroid fragments of seven human eyes (including two eyes with terminal glaucoma) enucleated on medical indications were studied. The structure of the choroid was investigated using immunohistochemistry and electron microscopy.Results. Lymphatic channels and lymphatic lacunae were revealed in the choroid structure. Lymphatic channels were detected in choriocapillar and vascular layers and were limited by Podoplanin+, Prox-1+, LYVE-1+ endothelium-like cells, fibroblasts and pigment cells. Lymphatic lacunae were located in suprachoroid layer and covered with endothelium-like cells and fibroblasts. Morphometric study showed an increase of the volume density of epithelium, interstitial spaces and choroid vessels related to edema and swelling of the choroidal stroma in the terminal stage of glaucoma.Conclusions. Human choroid contains lymphatic structures that are probably a part of the ocular lymphatic drainage system and participate in the aqueous humor outflow. Choroidal edema and swelling, the increase of the volume density of epithelium, interstitial spaces and choroid vessels in the terminal POAG stage indicate the lymphatic drainage dysfunction beginning from initial stages of glaucoma and lead to an aqueous humor outflow alteration through the protective lymphatic system
